About this file

This document package includes plans and specifications for a federal contract opportunity to repair an aircraft apron at Keesler Air Force Base in Mississippi. The project involves demolishing and replacing sections of concrete apron, installing new mooring anchors, and applying new airfield markings to match existing. Work must be completed within 150 days. A stormwater pollution prevention plan and airfield driving licenses for contractors are required. The Air Force reserves the right to suspend work during lightning within 5 miles and contractors must follow OSHA and Air Force safety regulations. Coordination will be needed for any cranes required on site.

MAHG 21-1127 Repair Apron 3 Amendment 2 Questions and Answers

1. Sheet 7 of the plan set shows a typical mooring eye detail. This detail appears to be for a static grounding rod. Please advise if this correctly depicts the materials to be used for mooring eyes.

Yes, the detail on the page 7 of 7 shows the details of typical Apron Mooring eye, however the final installation on the surface shall be identical to the existing one.

Please refer to the Aircraft Tiedown section, attached for the detail specification of the mooring eye details.

2. Sheet 3 of the plan set shows construction fencing to be installed around the work site. Typically, we see airfield approved low-profile barricades utilized for sectioning off work areas on an airfield. Please confirm that we are to use construction fencing.

Construction Fencing will be acceptable.

3. Please advise if crushed concrete that meets the required gradation can be used in lieu of crushed limestone.

Yes, if the required compaction can be achieved.

4. We are concerned with project POP. The newly installed concrete will need to be cured, which will be best achieved by curing compound rather than a visqueen or burlap covering (due to the logistics of keeping the covering wet and keeping it in place on the airfield). The airfield marking paint cannot be applied over the concrete curing compound until it has had sufficient time to dissipate (30-45 days). POP will be extended from 120 days to 150 days.

5. Are there any permits (other than the Dig Permit) and/or training required to complete this work on the airfield?

Yes, A SWPPP will also be required for this project, because of the proximity of the project site to the storm drains.

6. Are there any specific requirements regarding dust control while demolishing the existing concrete?

Dust and Debris Control: Prevent the spread of dust and debris and avoid the creation of a nuisance or hazard in the surrounding area. Do not use water if it results in hazardous or objectionable conditions such as, but not limited to, flooding, or pollution. Vacuum and dust the work area daily or as needed. Sweep pavements as often as necessary to control the spread of debris. Keep site wet in a manner to prevent ponding but prevent the spreading of dust.

7. What is the exact square footage of slabs to be demolished and replaced?

Contractors are responsible for verifying the dimensions of the slabs.

MAHG 21-1127 Repair Apron 3 Amendment 2 Questions and Answers

8. What is the exact number of new mooring anchors to be installed?

The updated Page 7 of 7 shows 6 mooring anchors installed.

9. Will the contractor be permitted use of the gate adjacent to the project site?

No, to use any other gates than the gate on Phantom Street, an escort is required. No escort is available for this project.

How To Install 3490 Type Aircraft Tie Down

1) Place the mooring eyes on sub grade and fill with sand to exclude concrete (6000 psi concrete recommended) . Pour the concrete and finish operation. Sand is easily washed out when paving is completed.

The mooring points, 3490 and 3490-A have ½” holes on the sides for reinforcing rebar rods. The 3490-B has 1-1/8” holes. Rebar can be threaded thru these holes if desired.

2) Bring to grade using a wood or metal stake inserted into the socket opening at bottom of Mooring Eye. Square socket design prevents displacement while concrete is being poured and, if required, the hole provides drainage to the subgrade after Mooring Eye is in place.

Submit as-built drawings that provide current factual information, including deviations from and amendments to the drawings and changes in the work, concealed and visible.

PART 2 PRODUCTS

2.1 MATERIALS

Do not use a combination of materials that forms an electrolytic couple, which accelerates corrosion in the presence of moisture, unless moisture is permanently excluded from the junction of such metals.

2.2 MOORING DEVICES

Cast mooring devices in ductile iron 80-55-06 in accordance with ASTM C536, unless otherwise indicated. Show the device in the contract drawings.

Submit certificates of compliance on the devices stating that the mooring devices meet the specified requirements.

2.3 CONCRETE

Submit complete concrete mix design including all cement, aggregate, and concrete tests and compliance certificates. Use concrete in accordance with the Section 32 13 14.13 CONCRETE PAVING FOR AIRFIELDS AND OTHER HEAVY-DUTY PAVEMENTS, ASTM C94/C94M. Use air entrained concrete having a minimum compressive strength of 6000 psi.
