FA301022R0022 RV Storage Area Questions and Answers

17 August 2022

Q1: Due to is September 5th, 2022, which Labor Day holiday. Can the bid date be moved to September 8th?

A1: The bid date will remain the same.

Q2: Is there any fence grounding required for this project? If so, how many locations are required? And what type of material is required?

A2: Fence grounding is not required.

Q3: Section 26 56 00 exterior lighting paragraph 2.4.1.1 photosensor appears to be requiring the photocell to be mounted on each of the pole light fixtures. The drawing E6.0 show the photocell be mounted and the lighting contractor. What is the correct locations for the photo cell?

A3: Per Specific Note 4 on Sheet E1.0 the single photosensor is located with the Lighting Control Panel.

Per General Note 4 on Sheet E1.0, “At each pole, install occupancy sensor SCH-R or approved equal, capable of dimming lights. Refer to Specification 26 50 00 for Detailed Lighting Control Requirements.”

Reference paragraph 2.4.1.2 Motion Sensors in specification.

Q4: If the photocells are mounted on the light fixture on the pole is the light contractor required for the project?

A4: See response to Q3.

Q5: Does the light contractor need to have a hand off automatic switch?

A5: Lighting controller is adjacent to panel allowing access to supply circuit breaker. No HOA switch required.

Q6: Drawing E1.0 note 1 under the specific note 1 is calling for the new panel to be service entrance rated.

Drawing E6.0 one line is call for the new service back to the existing transformer to have 3-#2 + 1-#8. If the panelboard is the service entrance the ground would be at the service entrance means of disconnect not the transformer. Is a cooper clad ground rod required and the new service entrance panelboard?

A6: Refer to Sheet E1.0 Specific Note 1 and refer to Panel Support Detail on E5.0 with the following changes:

Ensure the two (2) ground rods depicted in the detail are separated by a minimum of ten (10) feet.

Connect the two (2) ground rods together using #4/0 AWG bare copper conductor and exothermic welds.

Run a minimum #6 AWG bare copper conductor from one (1) of the two (2) rods to the new panel ground bus. Connection to ground rod may be by mechanical bond.

Q7: Drawing E5.0 detail 5 is calling for a compacted sand bedding around the PVC conduit. The soil type around Kessler AF digging to depth at 2 to 3 feet typically will be into running sand. Is sand bedding required?

A7: “Running sand” is not anticipated. Prepared and compacted sand bedding is required. If native materials are found to be acceptable as a bedding material, verified by material testing, they will be permitted to be used as bedding.

Q8: The lead time on the aluminum pole is 22-weeks lead time. Steel pole have 4-to-5-week lead time.

Will the owner except steel round tapper poles?

A8: The bid shall be based on the aluminum.

Q9: The drawing call a KIM/Hubbell light fixture or approved equal. Does the equal to light fixture need to be pre-approved?

A9: Fixtures identified in the contract drawings were selected in accordance with Keesler Air Force Base standards. Lighting controls, specifically SCH-R occupancy sensor with integrated 0-10VDC dimming interface, are manufacturer standard products coordinated with the specific fixtures. If alternatives are proposed, the contractor will be responsible for providing the lighting controller (with necessary shop drawings) to provide dimming or other energy reduction methodology in accordance with UFC 3-530-

01. Any alternative materials will have to be approved during the submittal approval process, and approval of a substitution is not guaranteed. Assumption otherwise is at contractor’s risk.

Q10: On Drawing E1.0 12 of 15 all the fixture on the perimeter on the outside fence are to be provide as specific note 4 expect for two pole on the northwest side of the storage area. Are these two light fixtures being to be provide as specific note 3. Are these two light fixtures need to be provided and note 3 or 4 to match the rest of the perimeter light fixtures?

A10: The fixture designation on the drawing is correct. Two of the perimeter fixtures should be as designated in Note 3, while all others are as designated in Note 4.

Q11: Where can I find a copy of the geotechnical engineering study report for the referenced project?

A11: No geotechnical study was performed as part of design. The contractor is responsible for all field data collection necessary to support installation.

Q12: Please verify the fencing post depths are correct, talking with the fence mfg. the wind rating could be achieved with a shallower post design.

A12: The design is correct based on the wind loading and assumed soil conditions. Alternative foundation sizes and configurations may be approved during construction, but it is the contractor’s responsibility to provide all necessary data, field conditions, engineering, and calculations to prove a reduction is plausible. Approval of alternatives is not guaranteed, and assumption otherwise is at contractor’s risk.

Q13: Is the signage for each spot the only method for marking parking spaces? The drawings show lines in the plan view, but no detail for the lines.

A13: The signage detail shown in Detail 5 on C5.0 is the required parking space marking. The parking lines shown are for illustrative purposes to show layout and for quantification of signage. No lines on the gravel are intended to be applied in the field.

Q14: Can estimated volumes of cut and fill be provided based off the LiDAR?

A14: Approximate existing topography is shown on D1.0 and modified topography is shown on C1.2. It is the contractor’s responsibility to estimate quantities based on the provided data. Per Survey Note 1 on G1.0, the contractor is responsible for performance of the topographic survey and resulting updates to the grading and layout based on that data.

Q15: On Page 9 of drawings, fence pole base detail references light pole base detail. May we get clarification on which detail the government would like for the fence pole base?

A15: The inclusion of the term “light pole foundation” in the Fence Pole Base detail is a typographical error. The fence pole base should be constructed as detailed.
