Miscellaneous text in this section has been modified to:
Maintain Exterior Various Facilities - Questions and Answers
1) Is the contractor responsible for moving any items adjacent to the exterior of the buildings being worked on?
a. No
2) Is 300 psi a typo in this section? If so, 300 psi is not near sufficient water pressure to perform an adequate job.
a. Yes, this is a typo. See Attachment 10 - Specs Section 07240 (General Removal of Mold and Mildew), Dated 24 July 2019
3) Will an ECO friendly surfactant and small % of sodium hypochlorite 90 to 1 ration. (90 gallons of water, 1 gallon of SH) be acceptable, providing we also use storm drain filters at all surrounding drains. We also can neutralize the water at the drain site. This will significantly speed up the process, as well as, providing an exceptional removal of mildew and debris with less damage to the surface.
a. No. Water only.
4) Will the use of cleaning chemicals be allowed if they are collected allowing no drainage into AFB drains and disposed of off-site properly?
a. The MS4 Stormwater Permit is very specific about what can go down the storm drains. If it isn't rainwater or "clean" water discharges it will not be approved. No detergents, chemicals, or even chemical neutralizers are permitted to discharge on base. While this scenario soapy/chemical water completely contained and disposed of off base is technically legal it is a "slippery slope" and difficult to achieve completely without monitoring to ensure that nothing escapes to the storm drains, therefore, the answer to this will be No.
5) What hours and days are the contractors allowed on base to work?
a. Contractors are permitted to work between the hours of 7:00 AM and 5:00 PM. The Contractor will not normally be permitted to work on weekends or on the following legal holidays (or the day the Federal Government observes these holidays) unless he has coordinated such work with the sub-contract representative at least seventy-two (72) hours in advance: New Year's Day, Labor Day, Martin Luther King, Jr.'s Birthday, Columbus Day, Washington's Birthday, Veteran's Day, Memorial Day, Thanksgiving Day, Independence Day, Christmas Day. (See SOW Reference 3.8.)
6) Building 4002 has numerous rust drip marks along the whole building. Rust stains cannot be removed by water only. Is rust removal from this building specifically required? If so, a chemical will be needed and we can submit an SDS for what we typically use.
a. A gel rust remover can be used, but it would have to be brushed off and lightly rinsed and captured as described much like the #4 suggestion. An SDS for the rust removal agent will need to be submitted for review before it can be used.
7) Due to the size and nature of this project paired with the weather conditions in this region, a 45 day duration is very short. Can the duration of this project be increased to 120 days?
a. The project will be extended to 120 days.
8) Are the walls for the gate next to Building 4605 included?
a. Yes
9) 90 days is a more realistic Period of Performance. It likely will take 6 weeks to pressure wash, make exterior improvements, and give 3 coats of paint to the 3 large dorms. Please extend the 45 day period in the Solicitation.

10) Is it only Benjamin Moore paints specified in the SOW that be used? Or can equals such as Sherwin Williams be used?
a. Approved Equals can be used. See Attachment 11 - Specs Section 099000 (Painting and Coating), Dated 29 July 2019
11) If hazardous materials such as lead paint other than where called out in the Drawings or Specifications are encountered will provision be made via contract modifications? Also, what about hazards such as bee hives or wasp nests?
a. See SOW 4.6. regarding procedures for hazardous materials such as lead paints. If hazards are encountered such as bee hives or wasp nests, the Contractor should inform the CM immediately so that the hazard can be removed properly.
12) Will space be made available to locate an office trailer and a materials storage trailer?
a. See SOW 3.5 regarding Jobsite Maintenance and Storage Areas.
13) Particularly near the multi-story dorms, will access be available for the use of man lifts, telescoping cranes, and similar heavy equipment?
a. Yes.
14) In Section 07240 General Cleaning and Removal of Mold Mildew on Exterior Insulated and Finish Systems and Stucco, Item 2.2 Cleaning Solution Materials and 2.3 Mixing and Preparation of Cleaning Solution requires the use of water only for cleaning in order to comply with the MS4 Stormwater Permit. In the next Spec Section, Section 09 90 00 Painting and Coating 3.2 Preparation and 3.3 Surface Preparation describe using various chemical solutions. Are we required to use chemical solutions, or are we to use water only? I'm sure this is just a copy and paste issue, but I want to be sure.
a. In Section 09 90 00 Painting and Coating,
3.2 Preparation (E) Water ONLY is to be used to clean all surfaces. No chemical solutions are allowed.
3.3 Surface Preparation describes the type of building materials and surfaces, along with a clear description of what should be removed. There will be instances in which some buildings will require additional work, such as repairing cracks and other surface defects, before pressure washing.
15) In going through the SOW again, I notice that there is no discussion of water supply or who will provide utilities such as power (for power washing) and water. Will the Contractor be allowed to plug power washing units into Keesler AFB electric outlets?
a. SOW - Section 3.2 Description of Work, 3.2.2 Utilities for the work will be provided by the Government unless otherwise noted.
16) Are there water faucets at each building site that will be available to the Contractor as a source of water to complete elements of this project?
a. SOW - Section 3.2 Description of Work, 3.2.1 Contractor is required to examine the site and make note of all requirements of the Work before submitting any bids. Any accessories or incidental items not specifically shown on the Drawings and detailed in the Statement of Work herein, which are necessary and/or required to complete the work within the intent of these documents, shall be included by the Contractor without additional cost to the Government. All work shall be performed in strict accordance with the SOW/specifications/plans and drawings and subject to the terms and conditions of the contract. There should be a water faucet at every building. In the event that a hose bib/water hookup is not available, hookup may be allowed at an adjacent property provided that notice is given that hookups are not available.
