Questions & Answers (Continued) – Keesler AFB Airfield Management Services – FA3010-18-R-0033

6. Reference Section B, CLIN X002 After Duty Hour Service and PWS Appendix E, Other Services, After Hours Support Response. The referenced CLINs require pricing for 250 After Normal Duty Hours. Appendix E, After Hours Support Response shows 300 hrs. per year. Please clarify. Also,

a. Where do we price the 300 After Hours Support Response hours from Appendix E.

Appendix E is historical data only, which will be removed in Amendment 0003.

b. Is the unit price for CLINs X002 the total of an AMSL and AMOC as the AFI states that “During airfield operating hours, at least two qualified AM personnel will be on duty to support flying operations and airfield activities.” and “At least one individual must be a qualified AMOS/AMSL or higher position qualification.”.

There needs to be at least one AMSL and one AMOC on shift whenever the airfield is open to support flying operations, etc as stated in AFI 13-204.

Yes. Include any labor categories required to perform the services IAW the PWS and total for one hourly rate.

7. Reference PWS paragraph 1.5.3 Contractor-Provided Vehicle Requirements, 2nd sentence. This sentence states that “Special purpose vehicles that are marked with an asterisk in Appendix F, Maps and Work Area Layout, will be replaced by the Government on a normal rotation, as available.”. This Appendix is simply a map with not equipment designated. Where can this information be found?

8. Reference PWS paragraph 1.5.3 Contractor-Provided Vehicle Requirements, Bullet #5. Please clarify what is meant by “Friction Removed”.

Friction removed from vehicle makes it able to perform RCR (runway condition readings) after snow or ice like conditions on the runway.

9. Reference PWS paragraph 2.1, Scope of Work (Passenger Terminal) and 2.2, Hours Of Operation (Passenger Terminal). Paragraph 2.1 states as an exception that “Monthly UTA shuttles will be handled by the 403rd Air Reserve Wing.”

a. Do the Reservists take over operation of the Passenger Terminal during any part of the UTA weekend?

No

b. Is the Contractor required to have a passenger terminal employee on site during all of the Hours of Operation as shown in the table found in paragraph 2.2 ?

Yes

10. Reference PWS paragraph 2.2.2. This paragraph states that “Workload and man-hour estimates are provided in Appendix E, Historical Workload Data, for after normal duty hour operations and additional manpower requirements”. Upon review, all we see that pertains to passenger work is the Processing of 15 passengers per month on average. Please clarify.

11. Reference PWS paragraph 2.1 Scope of Work (Passenger Terminal). Are passengers walked or driven to/from aircraft?

Passengers are walked and driven depending on where the aircraft is located that is being boarded.

12. Reference PWS paragraph 2.1 Scope of Work (Passenger Terminal). Who provides the vehicles to handle passengers and their bags?

The contractor is responsible for providing vehicles/equipment necessary to perform services as outlined in the PWS. Reference PWS paragraph 1.5.3. Contractor-Provided Vehicle Requirements. Reference the List of Government Provided Equipment attached to PWS.

13. Reference PWS Section 5, General Information. At the end of this paragraph it states that “The SP shall obtain a Federal Fish and Wildlife depredation permit annually.” As part of the permit application process, the applicant is asked: “If you are applying on behalf of an airport for a permit to control birds in flight zones, indicate whether you are operating under an approved Wildlife Hazard Management Plan.” Does Keesler AFB currently have an approved Wildlife Hazard Management Plan?

Yes, Keesler AFB Bird Aircraft Strike Hazard (BASH) Plan 4 June 2018.

14. Reference PWS Section 5, General Information. The depredation permit application also states that “You should apply for a depredation permit only after non-lethal management proves unsuccessful.” Are we to presume that all non-lethal methods of bird depredation have failed to be successful?

Per the PWS, “The contractor shall obtain a Federal Fish and Wildlife depredation permit annually."

15. Hours of operation stipulated in the PWS paragraph 1.3.1.1 do not correlate to the hours depicted in the table. Please clarify. (Ref. Page 6 Hours of Operation (Airfield Management). PWS

1.3.1.1 )

The hours depicted in para. 1.3.1.1. are when the airfield is open. Personnel opening the airfield will report one (1) hour prior to scheduled airfield opening to perform required duties. The hours in the table are duty hours.

16. Hours of operation stipulated in the PWS paragraph 2.2 do not correlate to the hours depicted in the table. Please clarify. (Ref. Page 13 Hours of operation. PWS 2.2)

The hours depicted in para. 2.2. are when the passenger terminal is open. Reference para. 2.2.1. The hours in the table are duty hours.

17. Is Passenger Processing required to be manned during all hours of operation including Saturday and Sunday hours? (Ref. Page 13 Hours of operation. PWS 2.2)

Yes

18. Are uniforms required? (Ref. Page 18 par. 5.2. Contractor Dress Code.)

5.2. Contractor Dress Code. AMOPS personnel shall wear uniform or standardized clothing and an identification name tag. AM staff shall wear professional attire and identification name tags.

19. Appendix J: List of Government Provided Equipment (GPE), does not list any wands or scanning equipment for passenger processing. Are required equipment and supplies provided by the government or contractor?

The scanners are currently GPE. (Appendix J; Paragraph 6.9.1.)

20. Map on page 31, does not show an area for the passenger processing staff or a sterile area for passengers. Please explain.

Map revised in Amendment 0003. Room 101 is passenger processing, and room 103 is the Secure Passenger Area.

21. Appendix I: Required Specialized Training, Certifications, and/or Licensing.

Is there a weapons safety training requirement and if so, is this government or contractor provided?

See Amendment 0003. Weapons safety training is provided by 81 TRW Security Forces.

22. Appendix J: List of Government Provided Equipment (GPE), does not list any BASH equipment or supplies. Are BASH equipment and supplies supplied by the government or contractor?

The contractor provides their own BASH equipment and supplies.

23. Reference PWS paragraph 1.3.1.1 Hours of Operation (Airfield Management) and paragraph

2.2 Hours of Operation (Passenger Terminal). Please confirm that the passenger terminal is open every weekend of the year even though the airfield management operation is only open for one UTA weekend a month.

Reference revised PWS in Amendment 0003.

24. Are there any current minimum manning requirements for the solicitation? What is the current manning being provided to meet mission requirements?

Yes, there are minimum manning requirements. We cannot provide you the current manning being provided to meet mission requirements.

25. Will the government provide MHE to the contractor for offloading baggage from aircraft should the need arise or will the offerer be obligated to secure MHE?

Refer to Q12.

26. Is it a requirement for the employees of Airfield Management and Passenger Services to be union workers for any new contracts going forward or is it the decision of the offerer and the local

CBU?

This is a decision of the offerer and the CBU.

27. Please confirm that this opportunity is for a base year and only three option years rather than four option years.

Correct. Base plus three options.

28. After reviewing AFI13-204V3 AETCSUP 30 January 2017, paragraph 16.2, which states:

“During airfield operating hours, at least two qualified AM personnel will be on duty to support flying operations and airfield activities (e.g., snow removal operations, RCR/RSC checks, airfield inspections, aircraft emergencies, BASH/Wildlife responses, etc.). At least one individual must be a qualified AMOS/AMSL or higher position qualification. The second individual must be a qualified AMOC or higher position qualification. Please confirm that although the AFM and AAFM will both be on day shift, that there must also be at least 1 AMSL (Flight Data Leader) on this shift as well, in addition to the AMOC.

Yes, this is separate from the AFM and AAFM, which have different duties and responsibilities.

There needs to be at least one AMSL and one AMOC on shift whenever the airfield is open to support flying operations, etc as stated in AFI 13-204.

29. Is there a Transition Period, or is it to be full performance from Contract Start?

Full performance from the contract period of performance start is expected.

30. How soon after contract award will the incoming Contractor be able to discuss future employment with the incumbent employees?

Incumbent information should be provided at least 10 days before start; however, the list will be provided earlier if available. Once received, you can contact them immediately; however, you can only contact the workers outside duty hours to prevent disruption in services.

31. Reference PWS Paragraph 1.3.1, 1.3.2 and Appendix E – other Services: Does the 300 hours estimate per year cover all Airfield after hours support responses to include essential missions, storm tracking missions and recalls?

Appendix E was historical data only. See Amendment 0003.

32. Reference PWS Paragraph 2.2.3: Are the after hours support of 250 hours per year for the Pax terminal only, and in addition to the 300 hours for Airfield?

See Amendment 0003. Reference the CLINs in the solicitation for the number of after duty hours for Pax terminal and Airfield.

The 300 hours in Appendix E was outdated historical data only and has been removed.

33. Reference PWS Paragraph 1.5.3: The paragraph references Government provided special purpose vehicles, yet none are listed. Please provide the listing.

GPE listing is attached to PWS. All provided vehicles are listed.

34. Reference PWS Paragraph 1.5.3: Will the Contractor be able to purchase fuel for the Contractor provided vehicle on base at the Government rate?

No.

35. Reference PWS Paragraph 1.5.3: Is the Contractor to provide any shuttle service for crew members/DV? Will there be a need to transport over 13 passengers, as a CDL will be required?

The contractor does not provide shuttle service. There is not a requirement for the contractor to operate vehicles with capacity of more than 13 passengers.

36. Reference PWS Paragraphs 1.5.3 and 2.1: Is the Contractor required to provide a passenger vehicle to shuttle any DVs/passengers?

No. The contractor is responsible for providing vehicles/equipment necessary to perform services as outlined in the PWS. Paragraph 1.5.3. lists contractor provided passenger vehicle requirement.

37. Reference PWS Paragraph 2.1: The paragraph references Government furnished material, consumables and equipment. We do not see office supplies, printers, toners etc listed anywhere.

Please confirm all consumables for Airfield Management and Passenger Terminal requirements will be Government furnished.

Consumable office supplies and printers are furnished.

38. Reference PWS Appendix E: Please confirm there have been no changes in workload as the Historical Workload Data matches the data released in the 2013 solicitation.

Historical data is outdated and has been removed.

39. Reference PWS Appendix J: Please confirm that the Government is responsible for fuel (where applicable), maintenance and repairs to all Government Provided Equipment (GPE), to include the Airfield ATV’s.

Yes.

40. I would like to confirm with you the requirements for the proposal submission. It would appear that the Government is NOT asking for a technical volume. Are the required elements of the proposal (as listed in the addendums in the solicitation) (1) pages needing fill-in, amendment acknowledgements, PPI chments 3-4), completed CLIN pricing, and signed 1449?

No technical volume is required. Reference FAR 52.212-2 Evaluation – Commercial Items; and Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items.

41. Is any handling of cash required by contract employees?

No

42. Can the government provide the most current CBA with 2018-2019 wages. The attachment 2 in amendment 1 has 2016-2017 wages and a cover page that covers between 2016-2019.
