Request clarification regarding the following requirement:
"Clearly define the notional schedule/agenda to include design rationale in relation to how PWS Appendix D concepts are incorporated."
Is the purpose of the notional schedule to provide a clear timeline of when topics will be taught within the course (general schedule/outline of course topics listed in Appendix D), or does the USG require offerors to provide a specific day-to-day breakdown of the class agenda and daily activities?
General schedule/outline of course topics listed in appendix D. RFP Section M paragraphs M.4.8.1 and M.4.8.2 provide the evaluation criteria offeror’s proposals will be evaluating against. IAW with these paragraphs, an offeror’s proposal will need to be detailed enough to demonstrate the use of all available facilitation hours in a way that is creative, interactive, dynamic, effective, engaging and professional; as well as, detailed enough to demonstrate limited to no whitespace, allow for reflection, and time to revisist objectives and provide learning reinforcement.
No change.

Request clarification regarding the following requirement:
"Detail the course learning objectives and daily expectations in order to meet anticipated outcomes."
Is the offeror to develop new objectives for each of the four courses, or are the exact objectives in the PWS to be used?
Again, is the requirement that the offeror provide an overview of objectives and expectations or does "daily expectations" define a requirement to provide a day-to-day breakdown of objectives/expectations and explain how these correlate to the standards outlined in Appendix D?
The Learning Outcomes for each course are stated in the SW Course Training Standards (CTS), PWS Appendix D, and will not change. IAW L.3.2.1.5, offerors are to detail their unique course learning objectives and daily expectations for meeting the SW CTS Learning Outcomes.
For clarity Section M lanagage was revised. RFP Section M, paragraph M.4.8.10 now states,“The offeror’s outline of learning objectives and daily expectations are in line with PWS Appendix D learning outcomes.”

If the higher degree of detail is, in fact, required in the Section L.3.2.1.1 and L.3.2.1.5 responses, we ask for consideration of the time necessary to develop a course agenda that reflects the level of detail required to describe delivery methods, teaching philosophy, and expectations tailored for each topic in each course. Would the Government consider doubling the page count for the technical volume and extending the proposal submission due date by two weeks?
The Government considers 50 pages adequate for offerors’ to provide a satisfactory or better technical proposal. However, given the possibility more pages could be required, an additional 10 pages will be added to the Technical Volume limit. The proposal deadline will not be extended.
The RFP was revised at Section L to increase the Technical Volume page limit to 60 from 50.
50
Would the government consider accepting electronic delivery of submissions to minimize potential shipping complications and other time constraints?
Proposal submission instructions will remain unchanged.
No change.
