Cross ReferenceDiscussion/Comment/QuestionGovt. Response
Draft C-001L.3.3.2, Section B, Page 105"…The Offeror shall not provide a price for cost-reimbursable CLINs." There are NTE amounts provided in Section B for these CLINs. We would like to confirm that we should NOT complete the Amount or Estimated Cost areas of Section B, they should remain blank.CONFIRMED: "Amount" areas for Cost-Reimbursable (CR) CLINs in Section B should remain blank and the offeror should NOT complete them. All NTE CR CLIN amounts will be completed by the USG upon contract award.
Draft C-002Section B, 1017, 2017, 3017, 4017 ,5017, 6017 and 7017"…The service provider shall restrict the sue (sic - use) of all motor vehicles that receive full paid for by the Government to official purposes only." Was this meant to state …motor vehicle that receive fuel paid…..?Typo will be corrected in the final RFP from "full" to "fuel".
Draft C-003Section B, Page 92.1.9.1, Page 2-1-7The SP shall operate a simplified purchase program to procure parts, equipment and non-recurring non-personal services associated with the performance of this contract. The SP shall have buying authority up to the simplified acquisition threshold. Is the acquisition threshold limitation on a per transaction basis or cumulative? The simplified acquisition threshold applies on a 'per transaction' basis.
Draft K-001FA3002-14-R-0015, H-003 Performance Incentive Plan, Pg 81 of 122Will the monthly adjudication of the Performance Incentive Plan be adjudicated at Sheppard AFB or AETC Headquarters? The contract administration will be delegated to the Administrative Contracting Officer (ACO) at Sheppard AFB upon award. PIP implementation and administration (including performance assessment and adjudication process) will be performed at Sheppard AFB.
Draft K-002Draft RFP_FA3002-14-R-0015Section B - Supplies or Services and Prices, ITEM NO 0001 Option, Supply Services, Mobilization/Transition, page 2The RFP states regarding the computation of Mobilization/Transition costs that "...included herein should be of a non-recurring nature that are directly associated with the start-up such as, but not limited to: hiring employees, processing installation entry/security requirements and accounting for Government provided property. Additionally, include any costs associated with finalizing the contract after the end of the final contract period." Considering the incumbent will have zero to minimal costs compared to that of the Offerors, the incumbent will have an unfair advantage in this area. Request that the Government consider having a Plug Cost for Mobilization/Transition in order to ensure the incumbent does not have an unfair advantage over the rest of the Offerors. The mere existence of inherent competitive advantage through incumbency does not create an unfair competitive advantage (ref: GAO B-266339.2, Apr 16, 1996, 96-1 CPD 188 at 7, Optimum Tech, Inc.). For example, an incumbent contractor's acquired technical expertise or firsthand knowledge of the costs of performing a requirement does not constitute an unfair advantage. The Government does not intend to equalize or discount such advantage, therefore, a "plug cost" for mobilization will not be utilized.
Draft K-003Attachment 2, Current CBAPage 1Often times CBAs get updated after a re-negotiation between the Union and the Prime incumbent. Has there been any CBA addendums or changes since the 18 May 2015 publication date? There are no addenda to the primary CBA released with the draft RFP; however, there is a second CBA that covers the part of the workforce under the AGE subcontractor (TSquare). The most current version of that CBA will be released in the final RFP as Attachment 4b.
Draft K-004Attachment 1a - PWS, 2.1.22.12.1.Page 46The PWS states that " The SP shall provide all general purpose vehicles defined as commercial design motor vehicles procurable and available from regular production lines and available also for civilian use." Considering the incumbent has already purchased the present SP vehicles that are on the program, this gives the incumbent an unfair advantage over their competitors. Request that the Government consider having a Plug Cost for SP vehicles in order to ensure the incumbent does not have an unfair advantage over the rest of the Offerors.See the response in Draft K-002. A "plug cost" for vehicles will not be utilized.
Draft K-005Attachment 2, Current CBAConsidering this contract is being performed under a CBA, there is significant financial and performance risk to Offerors who do not have the current workforce demographics for basis of estimate purposes. There is also the risk associated with proposing a "junior" work force and then upon award realizing the current workforce is more senior." This may lead to financial risk for the offerors upon award by having to hire more senior level positions than expected. And not knowing these demographics provides an unfair advantage to the incumbent who has this knowledge. In order to ensure the Offeror does not have an unfair advantage, request the CBA workforce demographics to include the following: 1)Seniority List; 2) Average Yearly Vacation Hours per Employee; 3) Number of Employees per labor grade; 4) Number of people taking single or family benefit plans (i.e., medical, dental, vision, etc.,The detailed information requested is considered proprietary data and the Government is prohibited from providing proprietary workforce demographic information. However, Attachment 15 of the final RFP will provide employment dates of the current union workforce, as deemed releasable and provided by the incumbent.
Draft K-006H-003 Performance Incentive Plan, Page 81 of 122Will the monthly adjudication of the Performance Incentive Plan be adjudicated at Sheppard AFB or AETC Headquarters? The contract administration will be delegated to the Administrative Contracting Officer (ACO) at Sheppard AFB upon award. PIP implementation and administration (including performance assessment and adjudication process) will be performed at Sheppard AFB.
Draft K-007PWS 2.1.20.2.1Page 2-1-40, PWS 2.1.20.2.1L.4.3.3.2 Manpower DeterminationWill the Government provide a summary of the current workforce demographics? The data will assist with accurately estimating productive hours, and medical benefits costs.See the response in Draft K-005.
Draft K-008Section I, Page 82 of 122We will be making ODC purchases on CLINs X013 through X016. Some supplies may be available from government sources. Will the government consider including FAR 52.251-1? If so, would the government consider granting access to these resources in support of FFP CLINs?FAR Clause 52.251-1 will be included in the final RFP and apply as prescribed in FAR Part 51.107.
Draft K-009PWSThe PWS provides for maintenance and support for pilots for other countries, primarily NATO. This is potentially a 'Deemed Export'. Can the government specify under which agreements this support will be provided as part of our ITAR compliance review?"Deemed Export" refers to release of controlled technology to foreign persons under the authority of an export license granted by the Bureau of Industry and Security prior to release. Typical organizations using "deemed export" licenses include universities (for scientific research), high tech research labs, bio-chemical firms, as well as the medical and computer sectors. Sheppard Aircraft Maintenance requirement is simply for maintaining T-6 and T-38 aircraft and does not involve releasing any controlled technology to foreign persons. Therefore, International Traffic in Arms Regulation (ITAR) or Export Administration Regulations (EAR) compliance is not required for nor applicable to this requirement.
Draft K-010PWS 1.1.21-1-1, PWS 1.1.2The PWS provides for maintenance and support for pilots for other countries, primarily NATO. This is potentially a 'Deemed Export'. Do any countries outside the thirteen (13) listed in PWS 1.1.2 participate in ENJPT?See the response in Draft K-009. There are no additional participating nations other than listed 13 nations at this time.
Draft K-011RFP Attachment - Proposal Incorporation MemorandumPer Attachment 5, will the final RFP still state “In spite of FAR Clause 52.215-8, Order

of Precedence – Uniform Contract Format, the Performance Work Statement, as

amended, shall take precedence over any portion(s) of the proposal incorporated."?Yes. The FAR 52.215-8 Order of Precedence is: a) Schedule; b) Representations; c) Contract Clauses; d) Other documents, exhibits, and attachments; and e) Specification. The specific intent of the Attachment 5 language is to clearly identify that the requirements established by the PWS take precedence over incorporated portions of the proposal should any conflicts or inconsistencies arise during contract performance.
Draft P-001L.5.2.2 Summary Page, page 113RFP: "Describe the role of the offeror and each subcontractor, teaming partner, and/or joint venture partner for whom the offeror is required to provide PPI." How is it determined for which subcontractor, teaming partner, and/or joint venture partner the offeror is required to provide PPI?L.5.2.2 paragraph was revised to add, "in accordance with L.5.2.3" at the end of first sentence. L.5.2.2 refers to L.5.2.3, Past Performance Information (PPI) states: "Submit information on no more than four (4) total recent contracts the offeror considers most relevant in demonstrating their ability to perform the proposed effort. Two (2) of the past performance references may be for subcontractor, teaming partner, and/or joint venture partners, that will perform major or critical aspects of the requirement."
Draft T-001PWS 2.1.10.11.12.1.10.11.1, Page 2-1-11The incumbent SP shall provide employee training records to the employee NLT the first day of contract change-over period. Is the contract change over period the same as Mobilization/Transition period?USG intended to state, "….the first day of Mobilization/changeover period." The PWS was corrected accordingly.
Draft T-002PWS 2.1.82.1.8. Maintenance Information Systems (MIS)PWS states: "For T-38 interface the SP shall use the Integrated Maintenance Information System (IMIS)." Question: What system is the SP to use for T-6 interface?Removed statement on IMIS because the SP is not required to input anything into IMIS. Additionally, there is a Technical Order (TO) requirement for an Integrated Data Acquisition Recorder System (IDARS) download on the T-6, however, the SP is not required to input any information.
Draft T-003FA3002-14-R-0015, L.4.3.1.1 Mobilization, Pg 108 of 122H-5 & (See Appendix G)Will the Government provide the same support vehicles, that they are providing today on the current contract or should offeror's bid to provide 100% of the required fleet? i.e. Tugs and AGE.No, all vehicles, including tugs, will be SP provided with the exception of a crash recovery trailer. Aerospace Ground Equipment (AGE) is GFE, which will be provided by the Government.
Draft T-004FA3002-14-R-0015 Maintenance, Pg. 109 of 1223.1.1.6., Pg. 3-1-2One Time Inspections (OTIs)The workload associated with OTIs is not predictable and could present elevated risk for an offeror, will make every effort to complete these tasks within the fixed price labor CLINs-but intensive, projected OTIs could prove to be costly. Does the government consider OTIs as - over-and-above work? If no, will the government provide an estimate of annual work hours associated with this work? No, one-time inspections are not over and above. They are a standard part of the requirement. OTIs are rare and usually locally developed, therefore, any OTIs that may have been accomplished would be imbedded in the workload estimates that were provided and part of the man hour per flying hour.
Draft T-005FA3002-14-R-0015 Maintenance, L.4.3.2.1, Pg 109 of 1222.1.11.1., Pg 2-1-12One Time Inspections (OTIs)The workload associated with OTIs is not predictable and could present elevated risk for an offeror, will make every effort to complete these tasks within the fixed price labor CLINs-but intensive, projected OTIs could prove to be costly. Does the government consider OTIs as - over-and-above work? If no, will the government provide an estimate of annual work hours associated with this work?See the response in Draft T-004.
Draft T-006Attachment 1a - PWS 3.1.3.15. Off Station RecoveryPage 68PWS states that the Service Provider (SP) establish Maintenance Recovery Team(s) (MRT) and provide vehicles and trailers to perform off-station recovery of disabled aircraft IAW AFI 21-101. Are these vehicle recovery trailers Service provider - owned? How many does the government require to have on hand?Yes, they are SP owned. The number of these vehicles should be proposed based upon the offeror's assessment of the Government provided workload data.
Draft T-007PWS 2.1.8 Maintenance Information Systems (MIS).Page 2-1-6PWS states: "For T-38 interface the SP shall use the Integrated Maintenance Information System (IMIS)." What system is the SP to use for T-6 interface?Removed statement on IMIS because the SP is not required to input anything into IMIS. Additionally, there is a Technical Order (TO) requirement for an Integrated Data Acquisition Recorder System (IDARS) download on the T-6, however, the SP is not required to input any information.
Draft T-008PWS 2.1.8.1Page 2-1-6Throughout PWSPWS states: "The SP shall use MIS products and perform all MIS input tasks IAW AFI 21-101, AFI 21-101 AETC SUP, AFI 21-103, TO 00-25-254-1, AFCSM 21-556 (V2), AFCSM 21-303 (V2) and 00-20 series TOs." This is only one example of references to directives throughout the PWS. When and where may offerors gain access to cited directives in the PWS?The offerors can access AF publications on an approved military website, www.e-publishing.af.mil (e-pubs) as stated in PWS 2.1.16.1. Majority of local Sheppard publications are also accessible via the same e-pubs website. Some Sheppard pubs, such as Base Plans, are restricted due to security concerns (these are base procedural documents and non-cost related). Only the contract awardee will be granted access upon successful completion of a security clearance.
Draft T-009PWS 3.1.4.26 Transient Aircraft MaintenancePage 3-1-18PWS States: "Transient Maintenance is a US only cost, funded on a US only CLIN versus an ENJJPT funded function. Due to this reason, Transient Maintenance functions cannot be combined with other T-6 and T-38 functions (ex, CDDAR and off station recovery) that are funded through ENJJPT. The Transient Maintenance function must be on a separate CLIN and consist of Transient Aircraft Maintenance only. To what CLIN does the SP charge specialist support from the ENJJPT maintenance staff to repair a transient aircraft, per PWS Para 3.1.4.26.1?Transient maintenance costs should be priced on the transient maintenance CLIN.
Draft T-010PWS 3.1.7.5.1Page 3-1-24PWS states: "The SP shall be responsible for the periodic change out of all exhaust filters in the painting bay." Are the exhaust filters themselves to be Government furnished or SP furnished? If the latter, is the cost of these filters reimbursable? These are Government provided either through normal supply channels or via the simplified purchase program.
Draft T-011PWS 3.1.10.1 Government ObservationsPage 3-1-25PWS states: "The 80th Flying Training Wing Commander (Functional Commander) will be responsible for continuous observation of the SP’s performance IAW the Government Quality Assurance Surveillance Plan (QASP), written as 80 FTW OI 21-101, and any clauses included in the contract." Where can offerors gain access to the cited 80 FTW OI?The 80 FTW OI has been corrected in the PWS to read "21-1". The offerors can access AF publications on an approved military website, www.e-publishing.af.mil (e-pubs) as stated in PWS 2.1.16.1. While the majority of local Sheppard publications are also accessible via the same e-pubs website, some Sheppard pubs, such as Base Plans, are restricted due to security requirements (these are base procedural documents and non-cost related). The contract awardee will be granted access upon successful completion of security clearance.
Draft T-012Appendix A
The appendix contains and exhaustive list of publications which offerors will likely need to address in their proposals. How and when can offerors obtain access to these references?See the reponse in Draft T-011.
Draft T-013Appendix BCThe last month of data shown in this appendix is September 2014. Will this data be updated when the final PWS is posted to include FY 15 results?Yes, the historical data in Appendix BC will be updated through the latest full FY15 month available.
Draft T-014L.4.3.1.2 Quality Management System (QMS). M.4.1.1.2. Quality Management System (QMS)
Subparagraphs b) and d), Page 110RFP: "b) Methods to identify and track discrepancies, analyze root causes, and document discrepancy trends. d)System to record, compute, assess and report performance measurement data." Will the Government accept the use of an automated software system for recording, computing, assessing, performing trend analysis, and reporting performance measurement data; or is there one such already in use AETC wide? There is not an AETC-wide standard system. If the proposal provides an automated software system that complies with L.4.3.1.2. and M.4.1.1.2. evaluation criteria, it will be acceptable to the Government.
Draft T-015PWS 2.1.22.12.42-1-42, PWS 2.1.22.12.4This PWS paragraph references Appendix IC. Please clarify the reference, we can not find Appendix in the draft PWS document. These are Government furnished equipment lists and will be provided in the Final RFP.
Draft T-016PWS 2.1.23.12-1-45, PWS 2.1.23.1Note: Custodial services are provided for restrooms and office areas on a scheduled basis. What is the schedule for office and restroom cleaning?Deleted Note from PWS paragraph 2.1.23.1. As per PWS paragraph 2.1.26.10, the base custodial contract provides for custodial services in certain identified areas. For these areas, the SP is still expected to keep the general appearance maintained (e.g. ensure no trash on the floor, clean spills, etc.). The base custodial schedule is subject to change, but can be requested through the CO upon occupation of the facilities.
Draft T-017PWS 2.1.26.102-1-52, PWS 2.1.26.10This paragraph states: The Government will provide custodial services through the base custodial contract, to include equipment, materials, supplies/consumables, labor, etc., for administrative offices, latrines/restrooms, break rooms, hallways, and common areas in all buildings occupied by the SP. PWS 2.1.23.1 says the SP shall ensure hangars, industrial areas, office, break room, warehouses, and restroom areas under the SP’s control present a professional (clean and neat) appearance at all
times. Question: Please clarify housekeeping/custodial responsibilities?See the response in Draft T-016.
Draft T-018L.4.3.1.1 Mobilization, Page 108 of 122L.4.3.1.1 MobilizationWill the Government provide a list of GFE vehicles and equipment with the release of the final solicitation? There are no Government provided vehicles except for a crash recovery trailer. The Government provided equipment list will be provided with the final RFP.
Draft T-019L.4.3.1.1 Mobilization, Page 108 of 122Section L requires offerors to provide mobilization timelines "to include start and completion dates" for required mobilization elements. All dates in our plan will hinge on the contract start date as authorized by the Government. For planning purposes, will the Government provide an estimated/notional start date to facilitate offeror mobilization planning in accordance with Section L requirements?Mobilization is anticipated to begin on 1 Sep 2016.
Draft T-020L.4.3.1.2 Quality Management System (QMS), Page 109 of 122Section L requires a mobilization plan with start and completion dates. A combination of factors, such as post-award protests or administrative delay, may cause a lag time between contract award date and the actual start date authorized by the Government's notice to proceed. For planning purposes, may the offeror assume the Start Date for mobilization begins on upon receipt of the Government's Notice to Proceed?Mobilization is anticipated to begin on 1 Sep 2016.
Draft T-021L.4.3.2.1(h) Off station recovery maintenance, page 111PWS 3.1.1.7 , page 3-1-2PWS Appendix BB, Tables BB-11 through BB-15PWS states: "The SP shall provide for transient aircraft support, Crashed, Damaged or Disabled Aircraft Recovery (CDDAR) and off-station aircraft recovery." The data in the tables only extends through September 2014 and will be almost a year out of date when the RFP is released. Will the Government update these tables to include more current, FY 2015 off-station recovery history when the final RFP is posted? No, the off-station recovery tables provide a two year history and represent what is considered a normal amount of recoveries per year. (NOTE: FY 15 data has not been finalized at this time; however, historically, the number of CDDAR and off-station aircraft recovery incidents has varied insignificantly)
Draft T-022L.4.3.2.1. (a) Page 111PWS 3.1.1.7 , page 3-1-2Table BB.10. Transient Aircraft Estimated Workload Data., page BB-11The data in these tables only extends through FY 2014 and will be almost a year out of date when the RFP is released. Will the Government update these tables to include more current, FY 2015 transient maintenance workload history when the final RFP is posted?Yes, Table BB.10 will be updated in the PWS and will be provided with the final RFP.
Draft T-023L.4.3.2.1. (b) - (g) Page 111PWS 3.1.1.4, page 3-1-2BB.5. Total Direct Man-Hour Expenditure by Element Averaged from FY12 to FY14, page BB-9The data in these tables only extends through FY 2014 and will be almost a year out of date when the RFP is released. Will the Government update these tables to include more current, FY 2015 manpower expenditure workload history when the final RFP is posted?Yes, Table BB.5 will be updated iin the PWS and will be provided with the final RFP.
Draft T-024Will Pertinent Data Files* be available prior to the release of the final RFP?Complete PWS with ALL Appendices will be provided in the final RFP.
Draft T-025Will Pertinent Data Files* be available upon the release of the final RFP?* Pertinent Data Files would include historical data for Daily Aircraft Status, Monthly Maintenance Plan Reports, Daily Mission Capable (MC) status, Out of Service Aircraft including out of service date and reasons (Awaiting Parts, Unscheduled Maintenance, Phase Maintenance etc.), visibility on the fleet Inspection Yield (Time Remaining) for each or those aircraft, etc.Data provided in the PWS, to include Maintenance Logistics Indicator Report data, will be provided with the final RFP.
Draft T-026What reports / CDRLs will the Air Force require to be submitted by the Service Provider (SP)? Will a list of these reports / CDRLs be available prior to the release of the final RFP?Required reports are included in Appendix D of the PWS. All deliverable requirements are listed in the PWS and will be provided with the final RFP.
Draft T-027The draft PWS specifies the required years of experience for some positions; will the final RFP / PWS / technical library include the experience of the workforce currently covered by the Collective Bargaining Agreement (CBA)?The detailed information requested is considered proprietary data and the Government is prohibited from providing proprietary workforce demographic information. However, Attachment 15 of the final RFP will provide employment dates of the current union workforce, as deemed releasable and provided by the incumbent.
Draft T-028Section B - CLINs X005The draft PWS and CLINs X005 mentions transient aircraft and maintenance of the transient aircraft. The draft PWS only provides one year of historical data. Will more historical data be provide or available in the technical library to allow the SP to propose staff accordingly? Or will the final RFP provide the number and aircraft model of the transient aircraft that will arrive each month? An additional table has been added to the PWS to show the historical of FY15 to date and will be provided with the final RFP.
Draft T-029The draft PWS specifies that the SP must have SECRET Facility Clearance prior to performing the work. Will it be acceptable if the service providers’ parent company has a SECRET Facility Clearance?According to a representative from the Defense Security Service, a subsidiary must acquire their own SECRET Facility Clearance to perform on this contract.
Draft T-030Section B-3 ClausePWS 3.1.2.5.1.Per Section B-3 and draft PWS Section 3.1.2.5.1, the ACO must give the SP notice of the government’s intent to fly on a weekend or holiday. The SP will be required to provide a headcount, by position, for each individual who will be working OT. However, the draft PWS didn’t include a timeframe for that requirement. How many days / weeks in advance of weekend or holiday flying will be provided to allow the SP to provide required headcount, by position, for each individual who will be working OT and allow the ACO to provide authorization / negotiate the OT?The SP will be notified of the Government’s intent to fly on weekend or holiday by COB the Thursday before flying should commence. The Government will provide the most advanced notification possible so that the SP may plan accordingly. The union requires notification of OT by noon on Friday before the weekend/holiday flying begins.
Draft T-031PWS 3.1.3.5.Per draft PWS Section 3.1.3.5 – SP required to support the Flight Line Striping Efforts – typically on weekends. Does this activity qualify for USG authorized OT?No, it should be included in the basic price since the flightline re-striping occurs based on a schedule (every two years). PWS Appendix BB will be updated to include this workload and will be provided in the final RFP.
Draft T-032Section B-1 ClausePer Section B-1, the Fight Hours “may be adjusted periodically.” Will the SP be allowed to adjust manning / adjust CLINs due to the adjusted fight hours? The projected flght hours are periodically adjusted by HQ AETC/A3R. The changed flight hours will result in Flying Hour Band shifts in CLINs X002 - X004 and contract price will be adjusted IAW Section B, Clause B-1. Manpower adjustments are business decisions made by the SP.
Draft T-033PWS 2.1.8.Per draft PWS Section 2.1.8 MIS System – Will the SP use an existing USG system? Or will the SP need to create their own MIS system? The SP will utilize existing Government systems.
Draft T-034PWS 3.1.4.5.Per draft PWS Section 3.1.4.5 requires SP to download data to the Comprehensive

Engine Management System and collect, store and analyze other T-38C data Transfer

System data. Will the SP use an existing USG system to download and store data?Yes. The SP will utilize existing Government systems.
Draft T-035PWS 2.1.9.Per draft PWS Section 2.1.9 Financial Management System – This section indicates by stating the SP Finance system in regard to Budgeting Management will interface with the USG’s Resource Management Office. What is the governments’ definition of
“interface”?Intent is for the SP budget management system to coordinate and work with the USG Resource Management Office - Should be able to easily verify purchases.
Draft T-036PWS Section 3-2, Note LPer drafted PWS Section 3-2, Note L – Is there an evaluation checklist or other criteria
for each the pass rates? If so will these checklists / criteria be provided prior to the final RFP?Evaluation checklists used by the COR for the Program Management Inspections are developed based upon the requirements of the contract and governing guidance. Technical inspections are performed using technical data, not checklists. The QASP indicates Acceptable Quality Levels for each type inspection/evaluation.
Draft T-037PWS Section 3-2, Note H and Note IPer drafted PWS Section 3-2, Note H and Note I - In the calculations for Repeat and
Recurring Discrepancies, will those component failures that are identified as High Failure items due to their design or inherent problems that either are undergoing an Engineering type review for potential modification, upgrade, and/or a fleet retrofit or those that have been accepted with this low reliability condition and where no action will be taken by the USAF to affect change, be excluded from the calculations and performance grading? These types of items will be given consideration if the SP submits a waiver request per the requirements of the PWS.
