The Air Force has initiated changes throughout the Civil Engineering community to support the Implementation of Enterprise-Wide Civil Engineer Transformation (CET). As part of the CET, the Civil Engineer’s workload and requirements will likely shift during contract performance. In order to support the contractual flexibility necessary to support the CET, the Government is requiring Offerors to propose a Tiered Pricing structure to meet the Government’s O&M requirements. Offerors should sufficiently review and consider all Government provided data including: Civil Engineer’s Performance Work Statement (PWS), Technical Library data, historical workload, applicable publications and performance standards (Service Summaries) to develop a reasonably priced, technically acceptable approach to meet the Government’s minimum needs.
NOTE: The historical workload should be viewed as an “estimated workload.” It is exclusively provided as a historical reference point to facilitate prospective offerors in crafting executable proposals. The data DOES NOT definitively indicate actual future hours required to deliver the required support. Offerors must consider the technical and pricing implications of this approach in submitting Firm-Fixed Pricing within the Tiered Pricing structure.
The Government intent is to exercise this pricing tier approach to accommodate the full implementation of the CET and future budgetary constraints. Prior to contract award, as specified in the Request for Proposals, the Government will name the base year Pricing Tier. The elected Pricing Tier will remain effective until the Government directs a shift to another of the five pre-priced Pricing Tiers. The Government anticipates efficiencies gained or lost as a result of shifting tiers will be reflected throughout the Tiered Pricing Structure. The Government intends to minimize Pricing Tier shifts during contract performance. Typically, a shift would occur as driven by budget changes and or as directed by Higher Headquarters. While the Government reserves the right to unilaterally direct a Tier shift in conjunction with exercise of an option, it acknowledges that a shift at a time other than exercise of an option will require a bilateral modification to the contract.
