SITE VISIT INSTRUCTIONS
NOTE: Additional site visit instructions will also be posted to the Federal Business Opportunities website at www.fbo.gov prior to the event.
(a) A Site Visit and Pre-Proposal Conference will be conducted at Columbus AFB, Mississippi on 10 Aug 2011 for the purpose of answering questions regarding this solicitation.
(b) Offerors desiring to attend the site visit/pre-proposal conference must submit (via email) the requested information (not to exceed three names per Offeror) to the following individuals: Brian Elliott (brian.elliott.10@us.af.mil), Liz Preston (elizabeth.preston@us.af.mil) or Judy Endsley (judy.endsley@us.af.mil), no later than 4 Aug 11 at 4:00 p.m. Central Daylight Time (CDT). This information must be provided in advance to ensure proper access to the military base/conference site and adequate seating for the conference attendees. The following information must be provided on each attendee:

(c) An agenda for the Site Visit/Pre-Proposal Conference will be published in the near future. However, the conference will include opening comments, a tour of the facilities, open forum question and answer period, and one-on-one meetings (not to exceed 30 minutes). A deadline for the submission of questions/comments will be announced at the conference. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, offerors shall acknowledge receipt of solicitation amendments by returning a signed copy of the SF 30 to the contracting office.
(d) A record of the conference shall be posted on the Federal Business Opportunities website. The record should include minutes of the meeting, list of each company represented with Point of Contact and questions (on a non-attribution basis) submitted as a result of the conference with the Government’s response.

Offerors must deliver the proposal documents to the address in paragraph A.3 by the Date/Time above.
A. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub factors. Non-conformance with these instructions may result in an unfavorable proposal evaluation. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Offeror response to this solicitation shall consist of four (4) separate volumes described above.
1. MINIMUM PROPOSAL ACCEPTANCE PERIOD.
a. The term “acceptance period,” as used in this provision, means the number of calendar days available to the Government for awarding a contract from the date specified in this solicitation for receipt of bids.
b. The Government requires a minimum acceptance period of 240 calendar days from the date of receipt of offers. Offerors may specify a longer acceptance period than the Government’s minimum requirement.
2. INQUIRIES BY OFFERORS.
a. The Contracting Officer is the sole point of contact for this acquisition. The Contracting Officer identified for this requirement is Mr. Brian Elliott. He may be contacted by email at brian.elliott.10@us.af.mil or by phone at (210) 652-4856.
b. QUESTIONS AND COMMENTS: Questions pertaining to this RFP, or any of its attachments, shall be submitted in writing, using the Solicitation Question and Comment sheet found in Attachment 15 and e-mail to Liz Preston at elizabeth.preston@us.af.mil and Brian Elliott at brian.elliott.10@us.af.mil. However, due to the time required to research a question and provide an answer, questions received less than 10 calendar days prior to the due date of offers specified in this solicitation may not be answered. The Government will disregard questions submitted in any other format.

B. Proposals are to be submitted in accordance with Paragraph E, General Information/Instructions. Telegraphic or facsimile offers will not be accepted. The sealed envelope or package used to submit your proposal must show the time and date specified for receipt, the Solicitation Number, and the offeror’s POC name, address and phone number.
C. Offerors are cautioned that Randolph AFB has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass to gain entrance. SOME DELAY SHOULD BE ANTICIPATED WHEN HAND CARRYING PROPOSALS. Offerors should allow sufficient time to obtain a visitor pass and arrive at the bid depository PRIOR to the time specified for receipt. Late proposals will be processed in accordance with FAR 52.215-1(c) “Submission, modifications, revisions, and withdrawals of offers.”

1. FACTOR 1: VOLUME I – PRICE PROPOSAL: The Price Proposal shall be prepared according to these instructions and will be evaluated in accordance with the evaluation criteria in Section M of the Request For Proposal (RFP) for the Price Factor. Compliance with these requirements is mandatory and failure to comply may result in rejection of your proposal. Note that unreasonably low or high proposed prices, initially or subsequently, may be grounds for eliminating a proposal from competition either on the basis that the offeror does not understand the requirement or has submitted an unreasonable proposal. The price proposed for mobilization should correspond to efforts described in the technical proposal for the mobilization approach; therefore, a very low price or a price of zero may be considered unreasonable. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an offeror’s proposal. Data beyond that required by this instruction shall not be considered or evaluated. The Volume I Price Proposal shall contain the following:
a. Price Information. The source selection will be conducted with the expectation of adequate price competition for this acquisition per FAR 15.403-1(c)(1)(i); therefore, certified cost or pricing data are not required per FAR 15.403-1(b)(1). However, because data is unavailable from the Government or other secondary sources to determine a fair and reasonable price, and in order to evaluate competing approaches and ensure each offeror understands the Government’s requirements, the offeror will be required to submit data other than certified cost or pricing data per FAR 15.402 and 15.403-3 as specified below. If at any time during this competition the Contracting Officer determines that adequate price competition no longer exists or that price reasonableness cannot be determined, offerors may be required to submit certified cost or pricing data or additional data other than certified cost or pricing data, as appropriate, for the Contracting Officer to determine price reasonableness. The proposed prices shall be based on the offeror’s own technical approach submitted in the Technical Proposal (Volume II) and the Government’s Performance Work Statement (PWS) requirements at Attachment 1.
1) COST/PRICE MODEL. The offeror shall complete the Cost/Price Model provided at Attachment 6 of this RFP. Under no circumstances shall this data and documentation be included elsewhere in the proposal. For each performance period, which includes the base period plus six option periods, a unit price, rounded to two decimal places, shall be proposed and inserted for Firm- Fixed-Price (FFP) Contract Line Item Numbers (CLINs) X001-X008 and 0012. Further instructions are included in the Cost/Price Model as well as in Section B of the RFP. Additionally, the offeror shall complete the worksheet included in the Cost/Price Model to provide information on labor hours, labor dollars (burdened and unburdened), vehicles, and other direct costs (ODCs) for each FFP CLIN for each performance period.
2) SECTION B. The offeror shall propose and insert a unit price, rounded to two decimal places, for each FFP CLIN of the Base Period and each Option Period. The extended amount must equal the unit price multiplied by the number of units. The offeror will also provide fully burdened hourly rates for CLINs X008 for the base period and all option periods. The prices proposed in Section B must correspond with the prices proposed in the Cost/Price Model at Attachment 6. If there is a price discrepancy between the Cost/Price Model and Section B, the price proposed in Section B will take precedence.
b. CONTRACT FORMS. Designate on the volume cover which proposal package contains the original, executed copy of the RFP. Include on each proposal cover letter or proposal cover page: name, office phone and fax number (and if applicable, cell phone number), and email address for each proposal point of contact. The offeror must complete the following and include in Volume I:
1) SF 33, Blocks 13-18, of the RFP Section A. In completing these blocks, the offeror accedes to the contract terms and conditions as written in the RFP Sections A through K.
2) All necessary clause fill-ins in Sections I through K. Ensure compliance with RFP requirements if using the annual representations and certifications electronically via the Government controlled Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. However, if the Contracting Officer is unable to access the ORCA website to retrieve an offeror’s annual representations and certifications, that offeror may, upon request by the Contracting Officer, be required to submit a hard copy of their annual representations and certifications. This request will not be construed as communications or discussions with an offeror as defined by FAR 15.306.
3) Submit a letter, signed at the vice-president level or equivalent or higher, that identifies the individual(s) with the authority to obligate or otherwise bind your company to the resulting contract and, if necessary, future contract modifications.
c. OTHER CONTRACTING CONSIDERATIONS.
1) Statement of Compliance with the Service Contract Act (SCA) and Collective Bargaining Agreement (CBA). The SCA Wage Determination (WD) provided at Attachment 3 and the CBAs provided at Attachment 4 and 5 are applicable to this requirement. The offeror shall provide a statement acknowledging that:
(a) they are in compliance with the requirements of the SCA WD and CBAs;
(b) the prices proposed for labor covered by the SCA WD and CBAs were formulated using the minimum wage and benefit rates specified in those documents as required for covered contractor personnel;
(c) the minimum wage and benefit rates specified in the SCA WD and CBAs are not escalated beyond the basic period of performance (FAR 52.222-43(a) and (b));
(d) the offeror is also required to indicate what steps will be taken to ensure that, in the event a follow-on CBA is entered into, wages, fringe benefits, and periodic increases agreed to will not vary substantially from those prevailing for similar services in the same locality (FAR 22.1013); and
(e) the offeror shall also verify that the proposed prices for each CLIN demonstrate a logical correlation to the staffing (e.g., Full-Time Employees’ man-years, man-hours, labor categories, skill mix) proposed in the Technical Proposal at Volume II.
2) RESPONSIBILITY DETERMINATION. To assist in determining contractor responsibility in accordance with FAR 9.104, the offeror shall explain how they plan to maintain adequate financial resources for a contract of this magnitude and length. Address fiscal plan for covering mobilization, unexpected or emergency situations, and initial performance costs prior to recoupment in the form of monthly invoice payments. Offerors must provide complete financial statements for one fiscal year and year-to-date financial information through the last quarter available. The year-end financial statements must be certified by an independent accounting firm, if practicable, or at least by an authorized officer of the organization. If the offeror intends to rely on internally available working/operation capital, evidence of availability must be submitted. If the offeror plans to rely on financial support from other sources, evidence of availability and the maximum lines of credit that may be available must be identified and must be based upon the inclusion of this contract effort. Evidence of external funding must be provided in the form of a dated letter from the external source. Documentation to support the amounts must also be included.
3) TEAMING ARRANGEMENTS AND/OR LETTERS OF INTENT. If a teaming arrangement is contemplated, provide complete, verifiable information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with same partner. Submit information relative to the formation, organization and operation of the business unit. Additional information to be submitted shall include cost and revenue sharing agreements and other information which describes the business arrangement. Disclose existing or planned agreements between and among the principals, each company’s responsibility for financial management of the venture, the business systems contemplated for use by the entity and their location. If this is a first time joint effort, each party to the arrangement must provide a list of relevant contracts.
4) EXCEPTIONS TO TERMS AND CONDITIONS. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale in support of the exception, fully explaining its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation. .
2. FACTOR 2: VOLUME II – TECHNICAL PROPOSAL: See Section E – Proposal Information/Instructions for proposal organization, chart, format and limitations. Volume II shall be prepared in accordance with these instructions and Paragraph E of this Section L. Each offeror’s proposal will be evaluated in accordance with the evaluation criteria in Section M. Each offeror shall submit information for the following sub-factors:
a. Sub-factor 1 - Integration And Changeover (Mobilization) Plan: This sub-factor assesses the offeror’s plan to integrate and changeover services to achieve full performance on the first day of contract operations and ensure a successful transition at the end of the contract period of performance without degrading the 14th FTW mission. The offeror shall:
1) Provide a detailed description for recruiting, training, and qualifying and/or certifying a sufficient number of personnel during the mobilization period to begin full performance at the completion of the mobilization period and at the end of the contract period of performance. The offeror shall also provide a timeline, which addresses the start and completion of each event (e.g., interviewing, hiring, human resource actions, training, start work dates, etc.).
2) Provide a detailed plan for providing work procedures, materials, equipment and vehicles. For vehicles, identify the type, number, quantity, and how each vehicle will be used in performance of this contract. The offeror shall also provide a timeline, which addresses the start and completion of each event (e.g., work procedures, materials, equipment, vehicles).
3) Provide a detailed plan to transfer Government provided equipment, tools and facilities identified in the PWS. The offeror shall also provide a timeline to include start and completion of each event (e.g., inventory of tools, equipment, facilities and acceptance of those items.).
4) The proposal shall effectively address risks considered to have an adverse impact to schedule and performance relating to this factor and its sub elements. The proposal shall effectively identify risk mitigating strategies in a detailed plan to eliminate or reduce the risk.
b. Sub-factor 2 - Program Management Approach: This sub-factor assesses the offeror’s plan to sustain compliant contracted mission support with a trained workforce and in an environment that identifies and corrects deficiencies. The offeror shall:
1) Provide a detailed approach to measure, track, analyze, and report performance trends and deficiencies and a strategy for implementing corrective action to ensure timely and acceptable performance in accordance with the PWS.
2) Address an understanding for supporting the host base’s Operational Plans, Plans and Support Agreements, e.g., weather evacuation, crashed or damaged aircraft recovery, etc. as identified in the PWS appendix 3H.
3) Describe the proposed QC organization, including lines of authority and provide a plan that will evaluate compliance, find and document problems and monitor corrective actions ensuring successful and timely problem resolution. Explain how recurring problems will be prevented with the aid of trend and risk analysis.
4) Describe the organization’s Quality Control Process that would be employed in this effort. Describe your approach to evaluate the quality of maintenance, identify, document and correct deficiencies. Specifically:
(a) How you intend to identify and document trends, analyze corrective actions and continual processes to improve quality, airworthiness, workmanship, and customer support. Explain how recurring problems will be prevented with the aid of trend and risk analysis.
(b) Address how deficiencies and cross tell information will be shared among employees throughout the maintenance complex.
(c) Describe a system for recording computing and assessing performance measurement data and monitoring corrective actions to ensure successful and timely problem resolution.
(d) Describe a Tech Order Distribution Process that ensures maintenance guidance is current, accurate, complete and assessable to the correct employees at the time needed.
(e) Describe the proposed Foreign Object Damage (FOD) prevention process, a dropped object program and programs for impoundment, weight & balance and One-Time inspections.
(f) Describe how the quality control process is linked and support the on-going and immediate training program.
(g) Describe an approach to ensure data integrity is maintained at a near zero error percentage rate for data systems and forms documentation required in the PWS, e.g., Integrated Maintenance Data System (IMDS), Aircraft Forms, Vital Records, etc.
5) Describe an approach to effectively manage the Plans, Scheduling and Documentation (PS&D) function to include required maintenance inspections and time change requirements while maintaining a scheduling effectiveness rate as listed in the PWS and ensuring a sufficient and properly skilled staff is available to meet all other PWS requirements.
6) Describe an approach to effectively manage the Maintenance Operations Center to include responses to emergencies, surges and exercises and ensuring a sufficient and properly skilled staff is available to meet the daily mission requirements listed in the PWS.
7) Describe your methodology to track and manage budget expenditures within the limitations identified in Schedule B and the PWS.
8) Describe your methodology for prevention and enforcement of a drug free workforce, including your approach to corrective action(s), remedial action(s) and mitigation minimizing impact to mission or operations.
9) Effectively address risks considered to have an adverse impact to schedule and performance relating to this factor and its sub elements. The proposal shall effectively identify risk mitigating strategies in a detailed plan to eliminate or reduce the risk.
c. Sub-factor 3 – Maintenance Management Approach: This sub-factor assesses the offeror’s overall approach to performing the aircraft maintenance mission. The offeror shall:
1) Describe how PWS requirements for all functional service areas will be accomplished and integrated.
2) Describe the procedures/approaches to servicing, scheduled and unscheduled maintenance, pre-flights, thru-flights, basic post-flights, special inspections, corrosion control, cleaning, ground handling, launch and recovery of aircraft, troubleshooting and adjustment, on/off equipment repairs and component removal and replacement and ensuring documentation of the maintenance actions to support student training requirements.
3) Describe an approach to safely execute off-station recovery of aircraft in a timely manner while continuing to execute mission requirements at home station.
4) Effectively address risks considered to have an adverse impact to schedule and performance relating to this factor and its sub elements. The proposal shall effectively identify risk mitigating strategies in a detailed plan to eliminate or reduce the risk.
d. Sub-factor 4 - Staffing And Workforce Plan: This sub-factor assesses the offeror’s proposed aircraft maintenance organization staffing plan. The offeror shall:
1) Provide an organizational structure, including charts and rationale for the proposed organization, to include roles, responsibilities, and relationships for each organizational element, e.g., branch, work center, shop. A complete Staffing/Skill (job classification) /Shift Summary Matrix (Section J, Attachment 8) will also be provided.
2) If proposed, describe your methodology to cross utilize personnel within each functional area throughout the workforce. Also, describe the percentage of the workforce that will be cross utilized to reduce manning and still maintain the proper skill mix and staffing levels to execute the mission as stated in the PWS.
3) Address backup for “one deep” positions with personnel who are properly trained and certified ensuring continuous contract performance to include a chart showing who (position) within the organization will be the backup.
4) Provide manpower determination process to include:
(a) Man-hour availability factors (FTE) to include breakout of productive and non-productive hour computations for the basic and all option years.
(b) Methodology used to determine workforce by work center (office, shop, work area), skill (job classification), and shift(s) to include weekends.
(c) Methodology used to determine projected overtime man hours to include number of hours proposed and percentages above productive hours.
(d) Explanation of any manpower adjustments beyond contract start date. Should workforce staffing decrease or increase beyond the contract basic period, the offeror shall include rationale that supports the decreases or increases to include computations used for each organizational element adjusted.
5) Provide a description of staffing to meet changing, unscheduled, urgent and surge requirements.
6) Describe the process for sustaining trained and qualified personnel, including training management and instructor staffing approaches that ensure employees are fully trained, task proficient and task certified throughout the life of the contract.
7) Describe the approaches for formal classroom and hands-on training programs and certification processes for entry level and transition employees.
8) Describe an approach to recruit and retain an experienced, motivated labor pool for the life of the contract.
9) Describe an approach for CBAs and contingencies that will ensure there will be no interruption of services due to labor disruption and disputes or call up of reservists by executive order.
10) Effectively address risks considered to have an adverse impact to schedule and performance relating to this factor and its sub elements. The proposal shall effectively identify risk mitigating strategies in a detailed plan to eliminate or reduce the risk.
3. FACTOR 3: VOLUME III – PAST PERFORMANCE INFORMATION: See Section E – Proposal Information/Instructions for proposal organization, chart, format and limitations. Volume III shall be prepared in accordance with these instructions and Paragraph E of this Section L. Each offeror’s proposal will be evaluated in accordance with the evaluation criteria in Section M. Volume III shall contain the following:
a. Contents. The offeror shall submit a Past and Present Performance, Volume III, containing the following:
1) Table of Contents.
2) Summary Page describing the role of the offeror and each subcontractor, teaming partner, and/or joint venture partner that the offeror is required to provide Past Performance Information Sheets in accordance with paragraph 3.
3) Past Performance Information Sheets. Submit information on no more than five (5) contracts that you consider relevant in demonstrating your ability to perform the proposed effort. The offeror shall submit Past Performance Information Sheets in accordance with the format contained in Attachment 12. This information is required for the offeror and subcontractors, teaming partners, and/or joint venture partners proposed to perform meaningful work determined to be critical to overall successful performance. The offeror shall submit Past Performance Information Sheets identifying active or completed contracts - either Government or commercial - for each prime, teaming partner, and/or joint venture partner (within the same division or cost center) and for a subcontractor performing meaningful or critical work. Each relevant contract shall have been performed during the past three (3) years from the date of issuance of this solicitation, except that ongoing programs must have begun no less than six (6) months from issuance of the RFP. The Past Performance Information Sheet for each contract is limited to five (5) pages. Offerors are cautioned that the Government will use data provided by each offeror in this volume and data obtained from other sources in the evaluation of past and present performance. The following may be provided as part of the Past Performance Information Sheet(s):
a) Quality and Satisfaction Rating for Contracts Completed in the Past Three Years: Provide any information currently available, e.g. letters, metrics, customer surveys, independent surveys, etc., which demonstrates customer satisfaction with overall job performance and quality of completed product for same or similar type contracts. In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, numerous warranty calls, etc.
b) Submit information on contracts that you consider relevant in demonstrating your ability to perform the proposed effort. Include rationale supporting your assertion of relevance. For a description of the characteristics or aspects the Government will consider in determining relevance, see Section M, and paragraph C(2)(b). Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. To clearly link the past performance information to the technical capability sub-factors, the offeror should identify which contracts are relevant indicators of performance against a technical capability sub-factor. Categorize the relevant information into the specific evaluation sub-factors used to evaluate the technical proposal:
Sub-factor 1: Integration and Changeover Plan Sub-factor 2: Program Management Approach Sub-factor 3: Maintenance Management Approach Sub-factor 4: Staffing and Workforce Plan
4) Specific Content. Offerors may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk. Merely having problems does not automatically equate to a “Limited” or a “No Confidence” rating, since the problems encountered may have been on a more complex program, or an offeror may have subsequently demonstrated the ability to overcome the problems encountered. The offeror is required to clearly demonstrate management actions employed in overcoming problems and the effects of those actions, in terms of improvements achieved or problems rectified. This may allow the offeror to be considered a “Substantial Confidence” or “Satisfactory Confidence” candidate.
5) Subcontractor Letters of Consent and Client Authorization Letters.
a) Subcontractor Letters of Consent. Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor’s consent. Provide with the proposal a letter in Attachment 13 from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor. Consent Letters executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing the release of past performance information so the offeror can respond to such information.
b) Client Authorization Letters. If applicable, offeror must also include Client Authorization Letters for each identified effort performed for a commercial customer, authorizing release to the Government of requested information on the offeror’s performance.
6) Organization Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the offerors, your "roadmap" should be both, specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.
7) Questionnaires. The Government will send out a Past Performance Questionnaire in Attachment 11 to each of the Points of Contact (POC) identified in the Past Performance Information Sheets. Ensure the POC provided is available and knowledgeable of the service provided under that contract. The POC will be asked to submit completed questionnaires directly to the Government. Once the Past Performance Questionnaire is completed by the POC and submitted to the Contracting Officer, the information contained therein shall be considered sensitive and shall not be released to the offeror.
4. FACTOR 4: VOLUME IV – SMALL BUSINESS SUBCONTRACTING PLAN: See Section E – Proposal Information/Instructions for proposal organization, chart, format and limitations. Volume IV shall be prepared in accordance with these instructions and Paragraph E of this Section L. Each offeror’s proposal will be evaluated in accordance with the evaluation criteria in Section M. Volume IV shall contain the following:
It is the Government’s intention of ensuring that small business concerns have the maximum practicable opportunity to participate in the performance of this acquisition. This factor assesses the offeror’s plan for maximizing participation of small businesses (SB), veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), historically underutilized business zone (HUBZone), small disadvantaged business (SDB), woman-owned small business (WOSB), and historically black colleges and universities (HBCU) and minority institutions (MI). Offerors shall propose goals that are realistically obtainable and provide rationale for the proposed goals. Offerors shall provide rationale if unable to meet the Government-wide goals. Failure to submit, or negotiate through discussions, an Acceptable subcontracting plan shall render that offeror ineligible for award. The current Government-wide goals for small business participation are provided below:

1) Each large business prime offeror shall provide a clear, detailed, logical and realistic Subcontracting Plan for maximizing participation of SB, VOSB, SDVOSB, HUBZone, SDB, WOSB, and HBCU/MIs, in accordance with FAR 52.219-9(d) (in the order listed), DFARS 252.219-7003 and AFFARS 5319.704. With the plan, the offeror shall complete and submit the form in Attachment 7 – SB Subcontracting Checklist, which provides the specific small business concern targets expressed as dollars and percentages of total contract value, and as dollars and percentages of planned subcontract dollars for the contract period of performance, to include option years.
2) Each prime offeror shall provide a clear, detailed, logical and realistic Small Business Participation Plan (SBPP) for maximizing SB participation. The SBPP which will be used for the purpose of evaluating the extent to which offerors identify and commit to small business in contract performance on the Columbus Aircraft Maintenance Services. The plan will be incorporated into the resulting contract. The SBPP is required from all offerors.
3) Offerors shall provide (as applicable), all proposed first, second and third tier subcontractors, individually, by company name with complete address, respective business type, the principal service or supply being provided, expected monetary value, and a copy of any binding agreements or enforceable commitments executed with the organizations.
4) If applicable, offerors shall provide a description of any teaming arrangement, joint venture partner and/or subcontractor, to include organizational relationships and responsibilities, which identify and resolve problems before they impact contract performance.
E. General Information/Instructions:
1. Documents submitted in response to this RFP must be fully responsive to and consistent with the following:
a. Requirements of the RFP, PWS, and Government standards and regulations pertaining to the PWS.
b. Evaluation Factors for Award in Section M of this RFP.
c. Pages exceeding the page limitations or information varying from that set forth in this Section L, will not be read or evaluated, and will be removed from the proposal. The page count does not include the transmittal letter, cover pages, tab-divider pages, title pages, table of contents, lists of tables and drawings, glossary of acronyms, cross reference matrix, position qualifications, and manpower matrix.
d. Proposal format for each Volume shall be as follows:
1) Proposals will be printed on 8 1/2” x 11” paper except for fold-outs used for charts, tables, diagrams, or provided attachments, which may not exceed 11” x 17”.
2) A page is defined as one face of a sheet of paper containing information. Page margins shall be no less than ¾ inch.
3) Typing shall be 12 pitch, Times New Roman font. Smaller font size may be used in tables, drawings, charts, graphs, and diagrams, but shall not be less than 8 pitch, Times New Roman.
4) Elaborate formats, bindings or color presentations are not desired or required.
5) Original Unbound and written copies of an offeror’s proposal shall be submitted in separate three ring binders; however, the Original Unbound proposal shall also include a standard (5 ½ inch spaced) two-hole punch applied to the top center of each page when viewed in portrait orientation.
6) Proposal Organization Chart: This chart gives specific instruction on how to outline and submit your proposal. Identify each area of your proposal according to the title and paragraph identification numbers listed in the chart. A proposal which fails to conform to this format may be rejected and rated “Unacceptable”.

BASIS FOR CONTRACT AWARD
A. This is a competitive best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at the FAR website at http://farsite.hill.af.mil.
1. This is a competitive Best Value Tradeoff Source Selection process where Technical Capability and Past Performance are of equal importance, and when combined, are approximately equal to Price.
2. The Government intends to award a contract without discussions with respective offerors; however, the Government will select the best overall offer, based upon an integrated assessment of Technical Capability, Past Performance and Price. A contract must be awarded to an offeror who is deemed responsible in accordance with FAR 15.404-1, as supplemented, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and is judged, based on the evaluation factors and subfactors, to represent the best value to the Government. The Government seeks to award to the offeror who gives the Air Force the greatest confidence that it will best meet, or exceed, the requirements. The SSA will base the source selection decision on an integrated assessment of proposals against all source selection criteria in this solicitation. While the Government source selection evaluation team and the SSA will strive for maximum objectivity, the source selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process.
3. Rejection of Unrealistic Offers. The Government may reject any proposal that is evaluated to be unrealistic in terms of program commitments, contract terms and conditions, or unrealistically high or low in cost when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
4. Correction Potential of Proposals: The Government will consider, throughout the evaluation, the "correction potential" of any deficiency. The judgment of such "correction potential" is within the sole discretion of the Government. If an aspect of an offeror's proposal does not meet the Government's requirements and is not considered correctable, the offeror may be eliminated from the competitive range.
B. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors. The evaluation process shall proceed as follows:
1. Price Evaluation (Factor 1/Volume I).
a. Price Reasonableness. The Government will evaluate the information submitted per Section L in Volume I, Price Proposal, using one or more of the techniques defined in FAR 15.404 in order to determine if it is reasonable based upon each offeror’s proposed approach. Evaluation of options shall not obligate the Government to exercise such options.
b. Total Evaluated Price (TEP). A TEP will be calculated for each offeror as the sum of the total amounts for FFP CLINs X001, X006, X007 and 0012 and the single composite prices for Contract Line Item Numbers (CLINS) X002 – X005 for the base period and all option periods. The Not-To-Exceed Cost Reimbursable CLINs will not be included in the TEP. Each offeror’s TEP will be presented to the Source Selection Authority (SSA) for award decision purposes. The monthly rates proposed for CLINs X008 will be evaluated for reasonableness but will not be included in the TEP.
1) Single Composite Prices. For price evaluation purposes only, the Government will calculate a single composite price for each Flying Hour Services CLIN (X002 – X005) by assigning weights as shown in the table below to each band and multiplying the offeror’s proposed total extended amount by those weights. The results of this multiplication will be summed to determine the single composite price for each aircraft Flying Hour Services CLIN.

3) The proposed flying hour bands (A-G) are structured to mitigate the risk that exists with the flying hour variability in the out-years. The Government acknowledges that reducing the flying hours may marginally increase the per hour cost. Additionally, an increase in flying hours should result in economies of scale. Offerors are not required but may offer different prices for each range. However, the spread between each proposed unit price should not result in a higher overall monthly CLIN price if the Government decreases flying hours and employs a lower flying hour band.
2. Technical Evaluation (Factor 2/Volume II). The Government will evaluate each technical proposal and assign a technical rating of “Acceptable” or “Unacceptable” as defined below:

a. The offeror’s proposal shall address each sub-factor as it applies to the PWS. Detailed instructions are included in the Proposal Preparation Instructions of Section L of this solicitation. The Government will assign each sub-factor a technical rating of “Acceptable” or “Unacceptable”. Technical sub-factors are of equal importance. A rating of “Unacceptable” in one or more technical sub-factors may constitute an overall rating of “Unacceptable” for the technical evaluation; and therefore, may be eliminated from further evaluation or discussion and not considered for award.
b. Description of Sub-factors:
1) Sub-factor 1: Integration And Changeover (Mobilization) Plan: This sub-factor assesses the offeror’s plan to integrate and changeover services to achieve full performance on the first day of contract operations and ensure a successful transition at the end of the contract period of performance without degrading the 14th FTW mission. The standard has been met when the offeror’s proposal:
a) Provides a detailed description for recruiting, training, and qualifying and/or certifying a sufficient number of personnel during the mobilization period to begin full performance at the completion of the mobilization period and at the end of the contract period of performance.
