1. Approximately how many pilots per year are you planning to train? /

Can AETC provide a preliminary student throughput estimate? This requirement is for the creation of a complete schoolhouse for screening, training, housing and supporting international students. The details of such require at least a cursory estimate of the number of students annually, to narrow the scope.

AFSAT Response: The country request was for a minimum of 12 pilots annually. In addition, AFSAT has is expecting additional international pilot billets in FY10 and FY11. AFSAT Best Estimate Quantity (BEQ) is 15 the contract basic year and desires to expand a BEQ of 20 in the option years.

2. How soon do you desire to set up this schoolhouse?

AFSAT Response: The country request was for Calendar Year 10.

3. What is the approximate mix of pilots you are looking for - ie percentage Helos, Fighters, Mobility?

AFSAT Response: 50% + of pilot production is expected be a fighter aircraft track.

4. What platforms will these pilots transition to?

AFSAT Response: Requesting country will transition pilots to a fourth generation jet fighter aircraft however contract may support any country involved in US Security Assistance/Cooperation.

5. What countries are we expecting to participate?

AFSAT Response: Not able to provide requesting country's identification at this time, however contract may support any country involved in US Security

Assistance/Cooperation.

6. Has the Government decided on a location?

AFSAT Response: No.

7. Will you be having an industry day to cover these RFIs?

Where and when?

AFSAT Note to AETC CONS/LGCI: A industry day is advisable to answer industries questions. Request AETC CONS/LGCI set a date and location.

Randolph AFB does seem to be a good location how about the basement of A4/7?

8. The RFI states the training will be accomplished in aircraft provided by the contractor, and mentions simulator training. Will the simulators utilized also be provided by the contractor or is there capacity in the government SUPT system for this simulator training?

AFSAT response: The cost/benefit or risk analysis has not been accomplished on government provided simulators. For the purpose of the request for information, assume no government provided equipment.

9. Is there government provided allocation of available airspace (i.e.

MOAs, military training routes etc.) for this effort? The AETC syllabus requires significant participation in available airspace of differing classifications, what are the requirements of the training provider?

AFSAT response: For the purpose of the RFI expect AETC coordination with the FAA in allocation of airspace once the contractor if the contractors identified training location has acceptable training airspace available.
