About this file
This document is a Request for Information (RFI) Government Response consisting of 31 questions and answers regarding a volleyball court renovation project at Joint Base Andrews.
The project involves removing and replacing sand and liner materials in a 45' x 75' volleyball court located near Building B1657 and dormitory facilities. Existing sand depth measures approximately 12 inches around the perimeter and 3-4 inches toward the center, with an existing compacted base in place. The contractor must install a minimum 12-inch compacted sand depth across the entire finished court using commercially available beach/volleyball sand meeting particle-size requirements of 0.50-1.00 mm, with product data required prior to installation. A new liner must comply with PWS Section 3.3.4 specifications, and durable perimeter edging is required that prevents grass encroachment, remains flush with grade, and resists UV degradation and corrosion. All existing sand must be removed and disposed of off-base in accordance with applicable Federal and Maryland environmental laws, with no approved on-base relocation options currently available. The existing drainage system requires no repairs and should be protected during work. Existing net posts, believed to be set in concrete, must be protected throughout construction or carefully removed, stored, and reinstalled if necessary. Preparation of the underlying sub-base requires removal of vegetation and debris without major excavation. Commercial dump trucks and sand-delivery vehicles are permitted direct access to the work area during JBA Pearl-Harbor commercial inbound lane operations (0500-1600 Monday-Sunday) and outbound operations (until 2100 daily). A laydown/staging area is available near B1657. Contractor personnel requiring long-term base access badges need approximately 5 business days for processing, and sand delivery drivers require base passes. An AF Form 103 (Base Civil Engineering Work Clearance Request) is required for excavation exceeding three inches and must be processed by Base Civil Engineer staff or Civil Engineering Squadron, with unknown lead time. Contractors shall coordinate all work operations with the government project manager and notify the government immediately of any unforeseen subsurface conditions before proceeding. Wage determination requirements apply per Clause 52.222-42 with the proper wage determination attached. The offer due date is 1200 PM EDT on 08 September 2026. No minimum self-performance requirements exist for the prime contractor, allowing subcontracting to other small businesses.

2 Required Sand Depth: Please confirm that the required minimum 12-inch compacted sand depth applies across the entire finished 45' x 75' court.
See PWS sections 3.3.2
3 Edging: Can the Government provide the approximate linear footage and/or any preferred material, manufacturer, or product specification for the required perimeter edging?
In the PWS, section 3.3.5 addresses this " Install durable edging, that prevents grass encroachment, remains flush with grade, and resists UV degration and corrosion
4 Site Access/Staging: Where will the contractor be permitted to stage equipment, trucks, materials, and removed materials during performance?
Map Attached.
5 Delivery Access: Are commercial dump trucks and sand-delivery vehicles permitted to access the volleyball court area directly? Are there any specific vehicle-size, delivery-hour, or access restrictions bidders should include in their pricing?
Yes, they are permitted to enter the area directly. JBA Pearl-Harbor (Commercial) inbound lane operates 0500 - 1600 Monday to Sunday. Outbound lane closes @2100 everyday.
Security Processing: What is the anticipated processing time for contractor and subcontractor personnel requiring long-term base access badges?
5 business days of processing to ensure long-term access granted.
7 Prime Self-Performance: Does the Government have a minimum self-performance requirement for the prime contractor under this solicitation?
This contract does not have limitations on subcontracting to other small businesses
8 Exact Work Location: Please confirm the exact location of the volleyball court in relation to Building B1657 and whether the reference in the PWS to the "dormitories" is intended to identify the same work location.
Map attached.
10 Sand Disposal: Is the contractor required to remove and dispose of all existing sand off Joint Base Andrews, or is there an approved on-base location where the existing sand may be relocated, stockpiled, or reused?
The contractor is required to remove and dispose of all exisiting sand. To date there is no approved on base location for the sand to be relocated to.
11 Sand Specification: The PWS requires washed white silica or quartz sand with a particle size of 0.50–1.00 mm. Will the Government accept a commercially available beach/volleyball court sand that meets the required particle-size range and performance characteristics if the supplier's product data demonstrates compliance, or must the material specifically be identified by the supplier as silica or quartz sand?
Gov't could accept a commercially avaliable beach/volleyball court sand so as long as product data is provided to to demonstrate compliance with what the PWS states
For the new liner, is there a required material type, thickness, or minimum specification beyond the solicitation/PWS?
Reference the PWS.
Section 3.3.4 (page 9 )
Is the existing drainage system to remain in place, with the contractor only protecting it during removal and replacement, or is any drainage repair/replacement included in scope?
Currently, there are no issues with the existing drainage system
For the approximately 16 inches of new volleyball sand, may the contractor use locally sourced washed beach/volleyball sand meeting the performance requirements, or is a particular gradation/specification required?
Gov't could accept a commercially avaliable beach/volleyball court sand so as long as product data is provided to to demonstrate compliance with what the PWS states
For disposal of the removed sand and liner, are there any Government-directed disposal, hauling, recycling, or documentation requirements beyond lawful off-site disposal?
