(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming
Evaluation Criteria
Page 3 of to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
- Price (See number 4 under Instructions to Quoters) o Lowest price will be determined by the lowest total evaluated price based off the total of the base and all option years as listed in the pricing matrix. CLINs X017 and X018 will be included in the total evaluated price, but the totals cannot be edited. A not to exceed amount will be set at time of contract award for CLINs x017 and X018.
o CLIN X008 will be a Not to Exceed amount. Please provide unit pricing for the various container sizes. These unit prices will be used for invoicing purposes upon award. The quantities listed in the SLINS are estimated for evaluation purposes only. The unit price multiplied by the estimated quantities will be included in the total evaluated price.
o The evaluated price in the case FAR 52.217-8 Option to Extend Services is exercised will be based off the average total for each base and option year (excluding CLIN X019 Joint Services Open House Event) divided by two (six-month period instead of twelve months).
- Technical Acceptability o Evaluation method: each required technical plan element listed in number 5 under Instructions to Quoters will be evaluated independently and must meet the “Acceptable” standard. A quoter must receive an “Acceptable” rating on ALL technical plan elements to be deemed technically acceptable overall.
o Rating Standards:
Acceptable: The technical plan element demonstrates that the quoter understands the requirement and presents an approach that:
• Directly addresses all aspects of the requirement
• Provides sufficient detail to assess feasibility and capability
• Demonstrates realistic resource allocation (personnel, equipment, facilities)
• Shows compliance with applicable regulations and base requirements
• Presents logical sequencing and achievable timelines
• Indicates the quoter has the capability to successfully perform
• Contains no significant weaknesses or deficiencies
Unacceptable: The technical plan element fails to meet the acceptable rating standard.
o Technical plans that fail to adequately address any mandatory element or demonstrate significant deficiencies that would prevent successful contract performance will be deemed technically unacceptable and excluded from further consideration.
- Past Performance o Past performance will be evaluated as acceptable or unacceptable based on recent and relevant past performance
(See number 6 under Instructions to Quoters).
o Rating Standards: Acceptable performance is evaluated in accordance with the descriptions below:
Adjectival Rating Description Adjectival Rating Description Acceptable Based on the quoter’s performance record, the
Government has a reasonable expectation that the quoter will successfully perform the required effort, or the quoter’s performance record is unknown. (See note below)
Unacceptable Based on the quoter’s performance record, the Government does not have a reasonable expectation that the quoter will be able to successfully perform the required effort.
o NOTE: In the case of an quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the quoter may not be evaluated favorably or unfavorably on past performance. Therefore, the quoter shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
(b) Evaluation Methodology: In order to permit efficient competition and evaluation, the Air Force shall utilize the following methodology. Quotes shall initially be screened for price and placed in order (lowest price to highest price). The Air Force shall
Page 4 of then evaluate the non-price factors of the lowest priced quote. In the event the lowest priced quote is deemed Unacceptable, the process described shall be conducted again as many times as necessary, until such time as the Government identifies a technically acceptable quote.
In order to determine adequate price competition, the next quote will be evaluated only to determine whether it satisfied the Government’s expressed requirement. The Air Force will follow the same process until there is a quote adequate to establish price competition
The Air Force shall make award to the lowest priced technically acceptable quote. Accordingly, under this methodology, the technical factors of some quotes may not be evaluated by the Air Force. The Government reserves the right to eliminate from consideration for award all quotes at any time prior to award of the contract and to award the contract to the quoter submitting the lowest priced, technically acceptable quote.
The rating for all non-price factors must be at least “ACCEPTABLE” in order to be eligible for award.
