Performance shall be in accordance with all applicable laws, standards, instructions, executive orders, commercial practices.

1.1 SPECIFIC REQUIREMENTS: Mold remediation involves a detailed procedure tailored to Building 1539, Rooms 12, and 19 located at 1539 D Street Joint Base Andrews 20762. The contractor shall conduct a thorough initial assessment to determine the extent and type of mold, identify the source of the mold, and an evaluation of the moisture sources causing mold growth. Following the assessment, the contractor shall create a comprehensive remediation plan that outlines methods, timelines, and safety measures that comply with regulations from entities like the EPA and OSHA. The contractor shall implement proper containment and air filtration techniques to prevent the spread of mold spores during the remediation process. The contractor shall also include protocols for the safe removal and disposal of mold-infested materials and cleaning all salvageable surfaces. No structural work, including repairs, are to be conducted by the contractor, only the identification of the source, remediation, cleaning, and disposal of the mold. The contractor shall not remove or alter any HVAC units. If mold is determined to be caused by the HVAC units, the contractor shall include their findings in their report.

1.1.1 The contractor’s responsibility extends from the initial mold inspection to implementing preventative measures following the remediation work. Contractors shall manage the containment of the affected areas, utilize HEPA-filtered air scrubbers to maintain negative air pressure, and conduct meticulous cleaning and drying of all surfaces. The contractor will remove and dispose of irreparable materials unless it would involve removal of HVAC units, with thorough drying to eliminate moisture. The contractor shall be responsible for notifying relevant stakeholders, documenting the remediation process, conducting final inspections.

1.1.2 For the successful completion of the project, various items and materials will be required. These include, but are not limited to, HEPA air scrubbers, dehumidifiers, fans, containment barriers, antimicrobial and mold-inhibiting cleaners. The exact quantities of these items will depend on the size of the affected areas, the extent of the mold growth, and the condition of the existing structures. For instance, enough HEPA air scrubbers must be on-site to adequately filter the air space of all contaminated rooms, and sufficient antimicrobial cleaners must be available to treat all affected surfaces thoroughly. All items must meet military specifications and safety standards to ensure the efficacy and safety of the mold remediation effort at Joint Base Andrews.

1.2 The contractor shall work within specified hours in section 2.1. The contractor is not required to provide services beyond these regular business hours unless specifically requested for emergency or special event services, which are priced separately.
