1 DESCRIPTION OF SERVICES: The contractor shall provide all labor, supplies, materials, and services to remove and dispose of the wash rack system located at Bldg. 3356 for the 316

LRS, Joint Base Andrews, MD. The system contains the gantry, gantry tracks, tire guiders, car wash brushes, water heaters, the 2 Berk power vacuum cleaners, air compressors, pumps, motors and the VIL Key system syn-tec system reader. To include all components such as tanks, barrels, plumbing, ventilation ducts, wiring, conduits, clearance signage, hoses, soap lines, air lines leading to the wash rack gantry, reels, festoons, and any other hardware or equipment associated with the current wash rack system. Performance shall be in accordance with all applicable laws, standards, instructions, executive orders, commercial practices, and requirements contained in this Performance Work Statement (PWS).

1. SPECIFIC REQUIREMENTS: All work will be done within 100 yards of building 3356 and during normal business hours. Prior to system removal, the contractor shall cover the two floor drain inlets with plywood or any type of material to prevent debris from entering the inlet prior to system removal. In the maintenance room the 3 Stationary Landa hot water pressure washer systems, the sink, gas pipes, 60-gallon air compressor, and fire alarm system will have no alterations and will remain the same. In the large open bay, the high bay heater system, lights, and garage door will remain as is. The contractor is to remove and handle the disposal of all components associated to the current wash rack system such as the gantry, gantry tracks, tire guiders, car wash brushes, water heaters, the 2 Berk power vacuum cleaners, pumps, motors and the syn-tec system reader including the wiring leading the panel, VIL Key system and the 300 gallon tank in the maintenance room, all tanks, barrels, plumbing, ventilation ducts, wiring, conduits, clearance signage, hoses, soap lines, air lines leading to the wash rack gantry, reels, festoons, and any other hardware or equipment associated with the current wash rack system. The 60-gallon air compressor will stay on property. All removed components will be placed in contractor supplied dumpsters at the approved siting in the photo After the removal of the water heaters ventilation pipes, the contractor shall seal the roof off with about a 13” X 13” watertight roof cap to prevent leaks. All electrical work shall be completed by an electrician with a valid license in the state of Maryland. All electrical wires flowing downstream from the electrical sub panel that powers the incidental equipment shall be removed. The water pipes will be capped at the “T”.leading to the garden hoses as shown in page 10 of the supplemental photos. The two manual pressure washers are to remain operational at the end of the demolition. and plumbing systems shall be capped at the nearest disconnect of real property. A licensed electrician will provide updated Panel Schedule to reflect all circuits removed during the demolition in Panel “W” located in Bldg. 3356. Electrician will cap knockouts for all circuits into Panel “W” that shall be removed per NEC code. Every electrical circuit and circuit modification shall be legibly identified as to it’s clear, evident, and specific purpose or use. The identification shall include an approved degree of detail that allows each circuit to be distinguished from all others. Spare positions that contain unused overcurrent devices or switches shall be described accordingly. The identification shall be included in a circuit directory (Panel Schedule) that is located on the inside of the Panel “W” door located in

Bldg. 3356. Electrician will cap knockouts for all circuits into Panel “W” that shall be removed per NEC code.

2 GENERAL INFORMATION:

2.1 HOURS OF OPERATION: The contractor shall perform the services required under this contract during the following hours: 7:00 A.M. – 4:00 P.M., Monday through Friday excluding

Federal holidays. Federal holidays include; New Year’s Day, Labor Day, Martin Luther King

Day, Columbus Day, Presidents Day, Veterans Day, Memorial Day, Thanksgiving Day, Independence Day, and Christmas Day. Any holiday rescheduling shall be at no additional cost to the government and shall not be the basis for non-performance.

2.2 Security Requirements: Contractor personnel performing work under this contract must be able to pass a standard background check performed by the visitor’s center to gain access to the base at the proposal submission, and must maintain the level of security required for the life of the contract. The security requirements are in accordance with the attached DD254 (The unit security monitor is responsible for initiating this form).

2.3 FEDERAL CRIMINAL HISTORY BACKGROUND CHECK. All employees of the employed contractor requiring access to Andrews AFB shall undergo a background check. All employees of the employed contractor working more than five days shall be issued a contractor’s badge for access to Andrews, MD.

2.4 WEAPONS. Weapons of any sort are not authorized on JBA, this includes guns, knives, swords, nun chucks, brass knuckles, or any other weapon that has a sole purpose to injure or maim. Combination tools such as Leatherman and small pocketknives with folding blades less than four inches are authorized if used in the performance of duty. Those found in violation of this directive are subject to apprehension, criminal charges, and debarment from the installation.

2.5 SECERITY REQUIREMENTS: Contractor personnel performing work under this contract must be able to pass a standard background check performed by the visitor’s center to gain access to the base at the proposal submission and must maintain the level of security required for the life of the contract. The security requirements are in accordance with the attached DD254

(The unit security monitor is responsible for initiating this form).

2.6 ILLEGAL CONTROLLED SUBSTANCE: The U.S. Federal government is the most vocal opponent of the drug industry, and it has set the de facto international standards regarding the legality and illegality of different drugs. Illegal controlled substance and narcotics are not authorized on JBA whatsoever. Controlled substances shall not be transported on the installation via vehicle or on an individual person. Marijuana/cannabis, cocaine, crack cocaine, LSD, methamphetamine (meth), heroin, anabolic steroids, psilocybin mushrooms, are some of the forbidden substances (this list is not all-inclusive). Prescription medications are authorized for the person the medication is issued; however, the medication must not be expired, and the label must clearly indicate the name of the person the medication is issued to. Otherwise, prescription medication may be deemed illegal by law enforcement officials. Those found in violation of this directive are subject to apprehension, criminal charges, and debarment from the installation.

2.7 CONTINUATION OF ESSENTIAL DEPARTMENT OF DEFENSE (DOD)

CONTRACTOR SERVICES DURING CRISIS. In the event the contractor is unable to perform his daily operations due to peacetime emergency and/or wartime contingency disturbances, etc., neither the Government nor the contractor shall take action for non-compliance with contract requirements. Upon notification by the CO, the contractor shall perform emergency and special event services, contingencies, operational readiness exercises or inspections. Emergency and special event services will be priced separately from routine services.

2.8 GOVERNMENT REMEDIES. The CO shall follow FAR 52.212-4, Contract Terms and

Conditions- Commercial Items (May 2015), for contractor’s failure to perform satisfactory services or failure to correct non- conforming services.

3 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES: The US Government will not provide any equipment, fuel, personnel, utilities or facilities to the contractor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided during the emergency.

5. WORKLOAD DATA/ESTIMATES: There is no historical data available as this is the first time a major renovation has occurred of the wash rack facility.
