1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation. This is a Request for Quotation (RFQ); a written solicitation will not be issued.

2. This solicitation is being issued as a Request For Quotation (RFQ) in accordance with FAR 13.

This solicitation document and incorporated provisions and clauses are those in effect through:

3. This acquisition is set aside for Service-Disabled Veteran Owned Small Businesses.

5. The North American Industry Classification System (NAICS) code associated with this requirement is 238990.

6. The Small Business Size Standard associated with this NAICS is $19.0 million.

Description:

The 316 Logistics Readiness Squadron is looking to remove and dispose of the wash rack at Building 3356 according to the PWS. The successful offeror shall provide all personnel, equipment, tools, materials, vehicles, supervision, and services necessary to perform the removal on Joint Base Andrews (JBA). Performance shall be in accordance with all applicable laws, standards, instructions, executive orders, commercial practices, and requirements contained in this Performance Work Statement (PWS).

Please see attached PWS for more information on job specifications.

Additionally, a site visit is scheduled for 18 June 2024 at 1300 at 3356 Pennsylvania Avenue, Joint Base Andrews, MD 20762. To attend, fill out Attachment 3 and email to quincy.diswood@us.af.mil no later than 13 June 2024 at 1200.

Any questions must be emailed to the POCs no later than 21 June 2024 at 1200. All questions and answers will be posted on SAM.Gov.

General Information

FAR 52.212-1, Instructions to Offerors -- Commercial Products and Commercial Services, applies to this acquisition. As prescribed in

FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

1. Quotes in response to this solicitation must be submitted via email to the POC and Contracting Officer listed above no later than the established deadline.

4. Submit a technical plan to acknowledge contractor has the technical capabilities to perform the requirements as stated in the PWS. This statement will be used to evaluate for technical acceptability.

Technical plan must address the following technical requirements:

• An electrician with a valid license in the state of Maryland.

• Disconnect Power Sources: Ensure all electrical sources are disconnected before beginning demolition. This includes mains power, batteries, and backup power systems.

• Lockout/Tagout Procedures: Implement lockout/tagout procedures to prevent accidental re-energization of electrical circuits.

• Documentation: Review and follow equipment schematics and manuals to understand the layout and components of the electrical circuits.

• Disassembly: Carefully disassemble equipment to access electrical circuits, using tools and methods that prevent damage or unintended activation.

• Update electrical panel scheduled to reflect all electrical equipment removed.

• All electrical work shall be done in accordance with the National Electrical Coade and NFPA70.

FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services, applies to this acquisition. As prescribed in FAR

12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

- Price

- Technical acceptability (evaluated through quote and technical plan being in accordance with solicitation, performance work statement and the technical requirements).

(b) A written notice of award or acceptance of an offer, emailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
