The following question have been successfully received as required for solicitation FA286021R0003
1. We are a local small business that is interested in this opportunity. In review, we did not see any information on a potential site visit. Can you advise if a site visit is feasible?
ANS: Due to recent policy changes, government cannot escort contractors onto the installation. Contractors must process through the visitor’s center on a first come, first basis. The government has determined a site visit is not feasible at this time.
2. Does my company and/or staff have to hold an active Top Secret clearance in order for us to submit a bit for consideration?
ANS: See paragraph 3.6 of PWS regarding security requirements of personnel on this contract.
3. I wanted to confirm the due date for proposal on the requirement for FLECS? The Solicitation notes the due date as February 24, 2021. However, on beta.SAM it notes the due date as February 25, 2021. Can you confirm if they are due on February 24 or 25?
ANS: The due date for final proposals is now NLT 3:00pm(est) on 5 Mar 2021 as indicated within the posting of this solicitation update.
4. It wasn’t clear in the solicitation as to how the purchase of additional replacement equipment was to be addressed if not in your current inventory.
a. Will that type of purchase be immediately reimbursed? ANS: No
b. Or directly purchased by you? ANS: The contractor will quote the customer for parts not covered under the contract. For example, Schneider APC UPS can be quoted to the unit.
c. And, how are the general miscellaneous minor equipment including paint, hydraulic fluid, grease, minor platework is to be paid for? ANS: The contractor will need to cover those miscellaneous minor equipment needs. There are no plates at each FLECS gate location.
5. On the price page there is an amount of $75,000; is that designed to cover these miscellaneous and replacement parts built into the project price? ANS: Yes
6. It would be helpful to have the approximate age of each of the barrier systems included under the scope of work. ANS: This contract should only cover Rated and Non-Rated and turnstiles, not ground barriers. In the PWS, gates are considered a type of barrier. The construction of the Rated and Non-Rated Gates dates back to 2006 and have been either replaced and/or repaired since. Installation Security Section is the only entity that deals with ground barrier.
7. There is, at times, the need for a forklift for various types of barrier work:
a. Is there an existing lift or coordination with your team available for use of a lift? ANS: A forklift is not needed for this scope of work.
b. If we are to provide our own lift, is there a place to park onsite? ANS: A forklift is not needed for this scope of work.
8. I don’t recall seeing the mention of the provided electrical service to each of the barrier control units; is the electrical service from the breaker box to the unit the responsibility of this service provider? ANS: My office does not have any purview over the ground barrier gates.
Installation Security Section is the only entity that deals with ground barrier.
9. When a malfunction or failure is discovered is there a requirement for someone to verify that the electrical feed is operable and to confirm that loss of electric is not the cause of a service call? ANS: The Installation Security Section would request an emergency work order with 316 CES/Electric Shop if electrical failure was the cause.
10. Without the full detail of the facility, we would normally be under the impression that all operation of the barrier units are performed by personnel at each gate location.
a. Is this the case? ANS: Yes, Over-watch booths
b. Or, is there a centralized or remote control system that the barrier units are interfaced with for overall or remote control? ANS: No there is no remote control system, only centralized within the Over-Watch booths
c. If this interface does exist, what product are the units tied into and is that interface the responsibility of this service provider? ANS: Unknown if this interface exist.
11. PWS section 1.2.1 indicates a significant reduction in the number of gates in comparison to the existing contract SOW. Please confirm the number of gates list in Chapter 4 section 4.1 is accurate. ANS: This a count of all the assets we have concerning FLECS:

15. Please confirm that the winning contractor must be able to serge up to 5 factory certified cleared technicians within the emergency response timeframe in the event of significant catastrophic failure or simultaneous failures of the gates.
ANS: Confirmed: See para 3.12 for update referencing the response of 5 factory certified cleared techs to respond in the event of significant catastrophic failure or simultaneous failures of the gates.
16. Will the Government extend the proposal due date in order to allow the contractors time to effectively assess the questions and answers when posted. ANS: Final proposal now due as advertised for NLT 3:00pm(est) on 5 Mar 2021.
17. Please provide a list of the existing spares/equipment inventory with quantities and serviceability. ANS: There is no available spares/equipment inventory to provide.
