*This solicitation close date has been extended from 31 March 2020 @ 5:00pm EST to 1 April 2020 @ 5:00pm EDT.*
*To be considered for award vendors proposals must acknowledge this amendment. A significant change to the requirement has been made. Quotes that do not acknowledge this amendment shall be considered non-responsive.*
*There is a 2nd round of Q&A that will close 31 March 2020 @ 2:00pm EDT.
The purpose of this amendment is to update the solicitation for a change to the fixed nature of the dry ice delivery. The Government now anticipates one or more Blanket Purchase Agreements (BPAs) instead of one contract resulting from this solicitation. Updated Solicitation, Performance Work Statement (PWS) and Q&A has been added on beta.sam.gov.
Solicitation FA286020QM004 is amended as follows:
1. The amount requested weekly is no longer fixed at 4,000 lbs. Amount is now flexible in 1,000 lbs. amounts. Minimum order shall be 1,000 lbs. if an order is placed for that week. Estimated weekly amount is between 3,000 to 5,000 lbs. per week. Please see updated Performance Work
Statement (PWS) for more information. CLIN structure has been changed to reflect a change in requirement:
a. Unit of issue has been changed from months to 1000 pounds of Dry Ice / Each
b. *For evaluation purposes an estimated annual amount of 230 has been added to qty
(approx. 4,000 lbs/week)*
c. Six month extension CLIN 4001 has been removed
2. Due date has been changed from 5:00pm EST, 31 March 2020 to 5:00pm EDT, 1 April 2020. Due to the changes to the solicitation, a second round of Q&A is being allowed. 2nd Q&A closes 31
March 2020 @ 2:00pm EDT.
3. Q&A round 1 responses have been uploaded to beta.sam.gov.
4. Performance Work statement v2 has been uploaded to beta.sam.gov.
5. 3. Of the solicitation has been changed to read: The Government will award one or more BPA’s for Dry Ice Delivery for the 89th APS at Joint Base Andrews.
6. FAR 52.212‐2 has been updated as follows: The Government will award one or more BPA’s resulting from this solicitation on the basis of a “Lowest Price Technically Acceptable” (LPTA) approach. An award may be made to one or more of the lowest evaluated offers that are technically acceptable. To be acceptable, the offer must meet the Performance Work Statement, acknowledge all amendments and conform to the specifications described herein.
7. FAR 52.217‐8 has been removed.
8. 7. Of the solicitation has been changed to read: All quotes must be sent via e-mail to A1C Nicholas Brawner at nicholas.h.brawner.mil@mail.mil, and SSgt Byron Howard at byron.e.howard.mil@mail.mil. Quotes shall be submitted no later than 5:00 PM EDT, 1 April 2020. For a quote to be considered for technical evaluation, vendor must acknowledge Amendment 1. Questions shall be submitted no later than 2:00 PM EDT, 31 March 2020.
Dry Ice Delivery for the 89th APS 30 March 2020
1. Solicitation
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation number FA286020QM004 is being issued as a Request for Quote (RFQ) using the Simplified Acquisition Procedures in accordance with FAR Part 13 guidelines. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020- 04/01-15-2020. All responsible sources may submit an offer to be considered by the agency.
2. Acquisition Details
This requirement is a 100% Small-Business set-aside. The North American Industry Classification System (NAICS) code is 325120 (“Industrial Gas Manufacturing”), and the business size standard is 1,000 Employees.
3. The Government will award one or more BPA’s for Dry Ice Delivery for the 89th APS at Joint Base Andrews. The following items are being procured:

5. Clauses & Provisions

Government will award one or more BPA’s resulting from this solicitation on the basis of a “Lowest Price Technically Acceptable” (LPTA) approach. An award may be made to one or more of the lowest evaluated offers that are technically acceptable. To be acceptable, the offer must meet the Performance Work Statement, acknowledge all amendments and conform to the specifications described herein. The Government may communicate with an offeror in order to clarify or verify information submitted in their offer.
52.212-3 - Offerors Representations and Certifications – Commercial Items (Nov 2017) All offerors must submit representations and certifications in accordance with this provision along with their offer. This provision can be downloaded from the internet via http://farsite.hill.af.mil/ or from https://www.sam.gov/ if registered in SAM (System for Award Management). Offerors that fail to furnish the required representation information or that reject the terms and conditions of the solicitation may be excluded from consideration.

5352.201-9101 OMBUDSMAN (JUN 2016)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official.
Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the

(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.

8. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of quotes. In the event the Government cancels this solicitation the Government has no obligation to reimburse or offeror any costs incurred in preparation of this quote.
