Questions Answers
1. Is 4,000 lbs the correct amount of Dry Ice? 1. Yes, 4,000 lbs was the correct amount of dry ice listed in the PWS. However the requirement has been modified and is changing to a BPA.
Instead of 4,000 lbs/week, the Unit of issue will be 1,000 lbs and the qty will be changing from 12 months to an annual estimate of 230. The government will coordinate with the vendor prior to delivery for how many units of 1,000lbs should be delivered the next Monday. Average order per week would be between 3000‐5000 lbs.
2. Does the contractor drop off the ice outside, in a warehouse, a hangar, to a freezer?
2. The vendor delivers dry‐ice to Bldg 1900 (89 APS Air Freight Terminal [warehouse]).
There are 10 dry ice containers located in the interior of the warehouse for the vendor to offload the dry ice.
3. Was a sources sought posted to SAM.gov 3. A sources sought was sent a number of local vendors (MD and VA) searched through the dynamic small business search on SBA.gov utilizing the NAICS Code of the solicitation. Sufficient replies were received to have expectation of competition. No sources sought was posted on beta.SAM.
4. Please provide the Gov’ts rationale for the short suspense. 4. This is for a mission essential service conducted on Joint Base Andrews. The first delivery needs to take place 6 April to avoid potential mission impact.
5. Solicitation only 4 pages? Is there a SF 1449 for submission? 5. Correct, only 4 pages. No SF 1449. Simple reply with filled in line items or an excel doc matching line items will suffice.
6. Did not see provisions for a site visit. 6. A site visit was deemed not required for this requirement as it is a delivery of dry ice to a location, offloading palletized dry ice to a warehouse and removing empty containers for use the following week.
Contractor is escorted from Commercial gate to delivery location.
7. Can you confirm the due date is 31 Mar @ 5:00 pm EDT? 7. Due date has been extended to 1 April 2020 @ 5:00 pm EDT due to an amendment being issued.
8. At the delivery location, what are the on‐site offloading/storage conditions? 8. There is a warehouse the contractor deliveries to. Currently there is space for 5 containers (2,000 lbs ea). (please see example image of the bin below). The contractor must supply own pallet jack for use. (liability issues)
