About this file

This is a Performance Work Statement (PWS) for the relocation of Enterprise Land Mobile Radio (ELMR) equipment at Hanscom Air Force Base in Massachusetts, prepared by the 66th Air Base Group Communications and Information Division.

The contract requires the relocation of one Motorola GTR 8000 Expandable Site Subsystem (ESS) housing six Motorola GTR 8000 base radios/repeaters from the 4th floor to the 1st floor Data Center. The Period of Performance is 11 weeks post-award, structured as follows: Weeks 1-2 for post-award site assessments; Weeks 3-6 for Cutover Plan submission and approval; Weeks 7-8 for physical relocation execution; and Weeks 9-11 for final testing and As-Built documentation. The contractor must provide all specialized labor, materials, tools, equipment, and supervision to safely decommission, transport, and reinstall the subsystem to Full Operational Capability (FOC). Key technical requirements include conducting comprehensive site surveys of both locations, providing precise specifications for fiber, network connectivity, and power requirements, performing controlled power-down and transport operations, installing and securing the cabinet with seismic bracing, routing RF coaxial jumpers, evaluating and potentially installing new coax/heliax cables, verifying adequate power (-48V DC or 120/240V AC) and HVAC cooling in the Data Center, and adhering to the Motorola R56 Standard. The contractor must be a Motorola Solutions Certified Channel Partner or employ GTR 8000-trained technicians to maintain system warranties.

Five deliverables are required: Pre-Installation Site Survey Report (due 15 days after award), Cutover/Migration Plan (due 10 days before the scheduled move), Post-Installation Test Report (due 5 days after move completion), Updated As-Built Documentation (due 15 days after move completion), and Final Acceptance Form/DD Form 250 (due upon successful system test). Contractor responsibilities include performing all testing and optimization, administering safe work procedures, proper debris removal and disposal, programming and alignment per OEM recommendations and Motorola R56 standards, and ensuring VSWR readings and IP connectivity meet baseline metrics. Normal operating hours are Monday-Friday, 7:30 am-4:30 pm Eastern time, excluding Federal Holidays, though the contractor may be required to respond to emergencies outside these hours. All contractor personnel must be U.S. citizens, comply with Department of Air Force Instruction 31-101 physical security standards, wear identification badges, and be escorted at all times on the installation. The Government will provide access to resources, cable conveyances, zoning approvals, necessary permits, and Civil Engineering approvals.

Hanscom AFB MA

Date: 23 July 2026

Prepared by:

66 ABG/SC

Hanscom AFB, MA 01731

Purpose:

The purpose of this project is to relocate one (1) Motorola GTR 8000 Expandable Site Subsystem and its ancillary radios/repeaters located in , Hanscom Air Force Base (AFB), Massachusetts

01731.

The Period of Performance (POP) is 11 weeks after contract award and is outlined as follows:

Weeks 1-2: Post award site visit to be conducted as necessary for follow-up assessments

Weeks 3-6: Submission and approval of the Cutover Plan.

Weeks 7-8: The actual execution of the move.

Weeks 9-11: Final testing, troubleshooting, and submission of As-Built documentation.

Scope:

Scope. Relocate one (1) Motorola GTR 8000 Expandable Site Subsystem (ESS), currently housing six

(6) Motorola GTR 8000 base radios/repeaters, from the 4th floor to the Data Center on the 1st floor of .

Services. The Contractor shall provide all specialized labor, materials, tools, equipment, and supervision required to safely decommission, physically transport, re-install, and re-integrate the subsystem. The objective is to ensure the ESS is restored to Full Operational

Capability (FOC) in the new location. This includes the proper handling of all associated

RF cabling, network connections, power configurations, and grounding systems, as well as conducting comprehensive post-move testing and optimization to verify system integrity.

▪ The contract shall conduct a comprehensive site survey of both the existing (4th floor) and future (1st floor Data Center) locations.

▪ The contractor shall provide the Hanscom LMR manager with a list of precise requirements for the relocation such as fiber, network connectivity, and power needs to accommodate the new location.

• What is the required AC and/or DC operating voltage range?

• What is the power draw (in Watts or Amps) during both standby and full power transmission?

• What is the maximum current draw in Amps during transmission?

• What is the specific plug on the power cord (e.g., NEMA 5-15P, IEC

C14)?

• What is the repeater's maximum rated duty cycle?

• Can the equipment be mounted in a standard 19-inch rack, or does it require a proprietary or free-standing rack?

▪ The contractor shall perform a controlled power-down of the ESS and the six

GTR 8000 units.

▪ The contractor shall transport the ESS rack and all associated components from the 4th floor to the 1st floor Data Center.

▪ The contractor shall install and secure the ESS cabinet in the designated footprint within the Data Center.

▪ The Contractor shall securely bolt the ESS cabinet to the data center's raised or concrete floor in accordance with seismic bracing standards appropriate for the facility. The Contractor shall also install and route all intra-rack RF coaxial jumpers between the GTR 8000 base stations and the site's RF antenna distribution system (e.g., combiners, multicouplers).

▪ The contractor shall power up the system and perform complete operational testing and diagnostic checks.

▪ The Contractor must evaluate the existing RF transmission lines. If new coax/heliax cables (e.g., LDF4-50A, AVA5-50) must be run from the 1st floor

Data Center to the antennas, the Contractor must provide and install them.

Require that the new cable lengths do not introduce excessive insertion loss that degrades the radio coverage.

▪ All installation, grounding, and bonding shall strictly adhere to the most current version of the Motorola R56 Standard and Guideline for Communication Sites.

▪ The Contractor performing the relocation, installation, and optimization must be a Motorola Solutions Certified Channel Partner or employ technicians with documented Motorola GTR 8000 training to maintain system warranties and integrity.

▪ The Contractor must verify the 1st floor Data Center has the specific power requirements (e.g., -48V DC or 120/240V AC depending on your specific ESS configuration) and adequate HVAC cooling capacity for a fully loaded 6-repeater

ESS cabinet before moving the equipment.
