About this file

This document is a Questions and Answers (Q&A) file for a Blanket Purchase Agreement (BPA) for carpet cleaning services at Hanscom Air Force Base (HAFB). The BPA is a new requirement with no incumbent contractor, establishing carpet cleaning services via task orders on an as-needed basis for up to 1 million square feet of carpeted areas. Key details include:

The solicitation covers carpet cleaning using hot water extraction and carpet shampoo methods, with up to 10 mobilizations and cleaning of up to 10,000 square feet annually. Cleaning will be performed based on specific customer needs, with work potentially required in various buildings containing both broadloom and carpet tiles. The prevailing wage rate is set at the janitor level (11150), and contractors will need to follow base access procedures, including commercial vehicle search area protocols. Payment will be made every 30 days for completed work, and while no site visit will be arranged, floor plans will be provided when specific areas need cleaning. Furniture moving, access to janitor closets, and flexibility in cleaning hours are part of the service requirements.

Question Answer I would like to inquire whether there is a current incumbent contractor and, if so, what the previous contract value was. This is a new requirement therefore there is no incumbent contractor.

Please clarify how the ordering phases will be structured throughout the five-year period (for example, every two months, three months, etc.)? This BPA established carpet cleaning via task order on an as needed basis Hanscom AFB has over one million square feet of administrative office space, I would like to confirm whether this entire area is to be serviced within the full five-year period or on an annual basis.

No, the Government will place a call against the BPA to create a task order for cleaning services on a as needed basis.

Can a site visit be arranged?

The Government will not be holding a site visit for this effort. Per the PWS there are multiple buildings that will require on call carpet cleaning and a site visit would not be beneficial

Total square footage of carpeted areas included in the BPA Up to 1 million square feet, cleaning services will be on an as needed basis A breakdown by building or area if possible Maps of the buildings will not be provided Any floor plans, facilities lists, or previous contract data No Confirmation of whether the BPA will be issued as full base coverage or task orders for specific buildings on an as need basis This BPA establishes carpet cleaning via task order on an as needed basis Confirm the the approximate quantity and/or specific square footage for the following:

Number of rooms Number and length of hallways or corridors Any other carpeted common areas included

This BPA is dependent on calls to have carpet cleaned over a 5 year period, as such there is no guarenteed amount of areas to be cleaned

Is CMMC Level 2 required?

Carpet Shampoo CLIN Quantities and Frequency For the “Carpet Shampoo” CLIN, the Bid Schedule lists a quantity of 100,000 SF with a frequency of 10. Can you confirm if the intent is:

• 100,000 SF per occurrence, cleaned 10 times annually, for a total of 1,000,000 SF each year under this CLIN, or

• Another interpretation of the quantity and frequency that we should be following? Up to 10,000 SF Mobilization CLIN Structure The “Mobilization” CLIN is listed with a unit of “EA” and a frequency of 10. Can you clarify:

• Whether this refers to 10 separate mobilizations per year tied to the 10 Carpet Shampoo events, and

• If offerors should price one mobilization per visit/cleaning cycle, or if a different pricing approach is intended? Up to 10 mobiliztions a year Definition of “Carpet Shampoo” in Relation to the SOW The SOW outlines carpet cleaning as HEPA vacuuming, spot treatment, and hot water extraction with proper drying equipment. Can you confirm whether “Carpet Shampoo” in the Bid Schedule refers to:

• A full deep cleaning process consistent with the SOW (pre-vacuum, spot treatment, agitation with approved chemistry, and hot water extraction), or

• A different, more limited method distinct from the hot water extraction described in the

SOW?

A full deep cleaning process consistent with the SOW (pre-vacuum, spot treatment, agitation with approved chemistry, and hot water extraction)

How often is the carpet expected to be cleaned? 1 time per year? every 6 months? or 10 times per year?

Carpet cleaning is on an as need basis and therefore varies on the amount of calls will be made

Is payment every 30 days for work completed? Yes Is there an incumbent company currently handling the previous contract? if so what was the total amount of that contract? This is a new requirement therefore there is no incumbent contractor.

What is the square footage of the carpeted area to be cleaned? The square footage varies on the area to be cleaned Are there water access and wastewater disposal points? Yes Can a truck mounted system can be used or if the entire project requires portable machines due to building length/layout Both depending on the building Is there electrical outlet availability and circuits needed for multiple portable units? Varies by building/location What is the average building layout, distance between areas, floors, and travel time for equipment? Varies by building/location Is there stair/elevator access? Varies by building/location Please provide staffing levels and realisting production rates. NA

FA283526A005 Carpet Cleaning BPA

To clarify the assumption of 1500 sqft being able to be cleaned in one hour; is there a way to get an understanding of how often the services would need to be performed throughout the course of the year? This will vary as this BPA is for as needed services

The bid schedule we received says: 1,000,000 sf -> Carpet Shampoo 100000 SF / Mobilization 10 EA Does this mean you have 10 different areas of 100,000 SF requiring cleaning? If not, please specify how many buildings and mobilizations per year are required.

Depned on needs “Carpet cleaning” isn’t specified on the list of wage rates. What’s the prevailing wage to use? 11150 Janitor SOW states:

Hot water extraction Could you please clarify the maximum square footage we are expected to clean at any given time? Furthermore, what is the recommended cleaning schedule for 100,000 sq ft—should this be performed on a weekly, monthly, or alternative basis? Only certain areas to be cleaned when customers pay for it How frequently is the carpet across the entire base scheduled for cleaning (e.g., once a year, twice a year, or otherwise)? No wholke base is being done What are the designated working hours for cleaning services—nights or weekends? What works best to the customer, depends on area The specification lists both hot water extraction and carpet shampoo; our standard practice for commercial carpets is primarily carpet shampoo.
