1. GENERAL REQUIREMENTS
1.1. TYPES OF SERVICES:
1.1.1. A/E Design Services (Title IA Investigatory & Title IB Design)
1.1.1.1. Under Title IA Investigatory and Title IB Design services, the A/E shall perform engineering studies, site investigation, verification of existing conditions, production of as-built conditions and design services. The A/E shall furnish the Government with complete project documents consisting of drawings, technical specifications, design analysis and construction cost estimates and other documents as defined in this Statement of Work (SOW) delivered in electronic native file format as well as in a neutral file read only format (Adobe Acrobat).
1.1.2. Limited A/E Construction Supervision and Inspection (Title II)
1.1.3. Title II services are construction inspections which shall include submittal and shop drawing reviews, field inspections, responses to RFI’s, or design clarifications or addendums as defined in the Delivery Order SOW furnished by the Government.
1.1.4. Other A/E Services (investigations, studies, or assessments)
1.1.5. Other A/E services cover a broad range including but not limited to engineering investigations, studies, assessments, or support to Air Force personnel in the preparation of Government design projects.
1.2. TARGET CONSTRUCTION COST
1.2.1. The target construction cost for each project will be defined in the contract documents.
This cost represents the Government’s planning and programming cost estimate used to prepare preliminary construction budgets and will be provided for information only.
1.2.2. The A/E shall design each project to provide as much detail as possible about the requested scope without exceeding the target construction cost for the project.
1.3. USING AGENCY
1.3.1. Each project will have a specific Using Agency listed in the Delivery Order (DO) SOW which will be the personnel that will occupy the space or, the particular entity to be constructed.
The attempt of each project will be to best satisfy the requirements of the Using Agency.
The A/E may meet with the Using Agency and CE Design Manager to gain an understanding of the requirements. The A/E shall design the project to best meet the Using Agency’s authorized requirements. However, the A/E shall not add to or change the negotiated scope based upon direction from the Using Agency. Should any changes in scope be brought to the A/E by the Using Agency or CE Design Manager, the A/E shall immediately notify the Contracting Officer (CO) for clarification.
1.4. CE DESIGN MANAGER
1.4.1. Each project will have a CE Design Manager listed in the Delivery Order SOW. The CE
Design Manager will be the technical representative. The CE Design Manager will develop the scope, initiate scope changes and will be the point of contact for all technical matters.
The CE Design Manager will conduct submittal reviews and answer all technical questions throughout the project.
1.5. A/E PROJECT MANAGER
1.5.1. The A/E shall appoint a contract Project Manager to serve as the single point of contact.
1.5.2. Should contact with A/E design engineers be necessary, both the A/E and CE Design Managers shall partake in the discussions.
1.5.3. A/E Project Review: Prior to submitting any documents to the Government, the A/E Project Manager shall be required to review the material for technical adequacy, coordination of disciplines, regulation compliance, errors/omissions, etc. Each submittal shall be accompanied by a statement within the transmittal letter indicating the documents were reviewed by the A/E Project Manager.
1.6. PERSONNEL QUALIFICATIONS
1.6.1. The A/E shall provide qualified personnel subject to the approval of the CO. The individuals to be utilized shall be those that were listed in the A/E’s Standard Form (SF) 330 forms submitted prior to contract award. Should the personnel to be utilized on any delivery order change from those submitted on the SF 330 forms, the resume of the new person shall be submitted to and accepted by the CO. Personnel shall meet the following minimum qualifications below:
1.6.1.1. PRINCIPAL: Professional registration shall be required. Shall be classified as a principal or owner of the firm.
1.6.1.2. PROJECT MANAGER: Professional registration in Architecture or Engineering in the Commonwealth of Massachusetts shall be required. The Project Manager shall have a minimum of ten (10) years prior design experience, and of those ten (10) years, at least three (3) years shall be prior project management experience.
1.6.1.3. SENIOR ARCHITECTS AND ENGINEERS: Shall have a minimum of ten (10) years design experience in the applicable discipline. Professional registration in the Commonwealth of Massachusetts in the appropriate disciplines shall be required.
1.6.1.4. ARCHITECT AND ENGINEERS: Shall have a minimum of five (5) years design experience in the applicable discipline. Successful completion of the Fundamentals of Engineering examination in the appropriate discipline shall be required.
1.6.1.5. JUNIOR ENGINEERS: Shall have a minimum of one (1) year experience in design of the applicable discipline.
1.6.1.6. SENIOR CAD TECHNICIAN: Technicians shall have a technical degree in the appropriate discipline or a minimum of five (5) years’ experience.
1.6.1.7. JUNIOR CAD TECHNICIAN: CAD Operator shall have a minimum of one (1) year experience in AutoCAD and formal training in AutoCAD.
1.6.1.8. DRAFTSPERSON: Shall have a minimum of one (1) year experience in the drafting of facility projects, a degree is not required.
1.6.1.9. ADMINISTRATIVE SUPPORT SPECIALIST: Shall have a minimum of one (1) year clerical/typing experience in word processing, a degree shall not be required.
1.6.1.10. ASBESTOS INSPECTOR, ASBESTOS MANAGEMENT PLANNER and ASBESTOS PROJECT CONSULTANT: These individuals shall be certified by the Commonwealth of Massachusetts as per 453 CMR 6.02 and 6.07. ASBESTOS CONSULTANTS shall at a minimum be certified by the Commonwealth of Massachusetts as per CMR 6.07.
1.6.1.11. LEAD PAINT INSPECTOR: An individual that is certified / licensed by the Commonwealth of Massachusetts to perform lead paint inspections.
1.6.1.12. SENIOR COST ESTIMATOR: Shall have a minimum of ten (10) years’ experience in Cost Engineering and shall possess a certification from a cost estimating professional organization that is accredited by the Council of Engineering and Scientific Specialty Boards.
1.6.1.13. COST ESTIMATOR: Shall have a minimum of five (5) years of experience and formal training in cost estimating.
1.6.1.14. SURVEY MANAGER: Shall have a minimum of ten (10) year’s survey experience.
Professional registration in the Commonwealth of Massachusetts as a surveyor shall be required.
1.6.1.15. SURVEY TECHNICIAN: Shall have a minimum of three (3) years’ experience in land surveying.
1.7. SUBMITTAL ACCEPTANCE / REJECTION
1.7.1. At each submittal, the A/E shall submit copies of all documents for review as defined in the Delivery Order SOW.
1.7.2. An incomplete and/or rejected submittal shall be defined as one with any of the following conditions.
1.7.2.1. Comments that provide a major impact to the design;
1.7.2.2. One that is missing one or more of the submittal requirements;
1.7.2.3. One that, in the opinion of the CO, has an excessive number of errors or omissions resulting in a large amount of comments for that particular point in design;
1.7.2.4. The ninety-five percent (95%) submittal shall be considered incomplete if it fails to constitute a complete, biddable package;
1.7.2.5. All rejected submittals shall require a complete resubmittal at no additional cost to the Government.
1.7.3. The A/E shall attend a review conference at each submittal unless otherwise noted.
1.7.4. Final One Hundred Percent (100%) Comments Not Incorporated
1.7.4.1. Should the CE Design Manager find that all previous comments were not incorporated, the Government reserves the right to make corrections in-house. The engineering and drafting time required to correct previous comments not incorporated will be charged to the A/E at the A/E's negotiated labor rates.
1.7.4.2. Should the CE Design Manager return contract documents and electronic files to the A/E for correction, all said corrections shall be made at no cost to the Government.
1.8. SCHEDULE
1.8.1. A project design schedule shall be developed and submitted at least three (3) working days prior to the Design Kickoff Meeting. The proposed schedule shall not exceed the contracts or delivery orders design period of performance. The schedule shall be developed using the critical path method and utilize scheduling software that shows activity names, start date, end date, duration, and relationships to other activities. Critical path activities shall be shown in red.
1.8.2. All required Government review periods shall be included as a separate activity within the project schedule. Unless otherwise indicated or agreed to, Government review periods shall not be less than ten (10) working days.
1.8.3. An updated design schedule should be included with each design deliverable.
1.9. LIABILITY
1.9.1. The CE Design Manager or CO will notify the A/E if a potential design deficiency exists.
The A/E shall have two (2) business days to respond to the CO.
1.9.2. If the CO determines that the problem is a design deficiency, the A/E shall be required to provide a corrected design within five (5) business days. This shall include complete clouded revisions to the drawings and specifications with a construction cost estimate for the corrected work. The A/E shall note that the CO will at their discretion seek reimbursement up to the dollar value of said change to the construction contract.
1.9.3. The A/E shall be liable to make corrections that are a result of design deficiencies for a period of three (3) years after the completion of the design.
2. DESIGN CRITERIA
2.1. GENERAL
2.1.1. The facilities to be designed shall be functional and aesthetically pleasing in appearance, scale, and use. The design shall be creative and reflect the regional and local architecture in as much as it complies with the Installation Development Plan and the Architectural Compatibility Plan. The Installation Development Plan (IDP) and Architectural Compatibility Plan (ACP) define areas of the Base and shall be complied with for architectural compatibility for any exterior renovations or construction work unless directed otherwise by a Contracting Officer. Copies of the IDP will be available at Base Civil Engineering for A/E review. Copies of the IDP will not be allowed to leave the Civil Engineering Administrative Building, B1810. The interior environment shall respond to human and organizational needs. The exterior and interior design shall be fully integrated and shall project the appropriate image in accordance with the IDP and ACP. Modern construction techniques and architectural treatment shall be incorporated into the design to ensure both quality and economy which provides a functional, complete energy efficient and usable facility.
2.1.2. Building components shall be designed for ease of construction and maintainability and be both economical to build and maintain. The intent of design is to provide the best possible project with the lowest life cycle cost.
2.1.3. The A/E shall investigate the site, prepare all design analysis, drawings, specifications, and cost estimates, as required in Delivery Order SOW, at a sufficient detail and quality to provide a complete and accurate bid package.
2.1.4. The Government shall retain the right to continue to provide within scope input, to clarify requirements and finalize the concepts up through the sixty five percent (65%) design review. These inputs will be at no additional cost to the Government. Inputs will include such things as variations within the existing scope, corrections to comply with Air Force regulations and codes etc.
2.1.5. The Government will retain the right to continue to provide direction as to the quality and content of the documents through the one hundred percent (100%) design at no additional cost. This is not dealing with scope but rather with technical adequacy. The intent is to get the complete and correct product the Air Force needs.
2.2. CODES / MANUALS / REGULATIONS
2.2.1. The following criteria and standards will to be applied to Delivery Order SOW. The A/E shall notify the CO when there is conflict between requirements:
2.2.1.1. Air Force Instructions: All applicable Air Force Instructions shall be adhered to. The A/E shall be responsible to research such regulations to find those that are applicable to each project. Air Force Instructions can be found at:

2.2.1.2. Engineering Technical Letters: All Air Force Engineering Technical Letters (ETL's) shall be adhered to. The A/E shall be responsible to research such letters to find those that are applicable to each project. Engineering Technical Letters can be found at:

2.2.1.3. Among Military and AF references, A/E shall pay particular focus to Anti-Terrorism (AT) Standards and incorporate these measures in all designs regardless of design type or category. For more information the A/E shall contact Hanscom Air Force Base (HAFB) AT Program Manager.

2.2.1.6. References:
2.2.1.6.1. Air Force Manuals, Publications, and Engineering Technical Letters will not be furnished for the A/E to keep.
2.2.1.6.2. A complete index and copies of most Air Force manuals regulations and ETL's will be electronically available via the Internet.
2.2.1.7. Many Government design specifications for previous projects are available at Base Civil Engineering. This information will be transferred to the A/E in a mutually agreed upon file format. The A/E shall allow a minimum of three (3) working days and a maximum of five (5) business days for this transfer. The Government will not guarantee that the information transferred will be formatted properly or compatible with the A/E's software and computer system.
2.2.2. Deviations: Air Force Criteria shall be adhered to as closely as possible. However, the A/E shall provide the most modern and most economical project design to build and maintain within the scope of services required. Should the A/E have a concept that will best satisfy the Government's needs yet be outside of the normal listed Air Force criteria, it shall be brought to the attention of the Contracting Officer and CE Design Manager immediately for consideration.
2.3. GOVERNMENT FURNISHED INFORMATION AND MATERIALS
2.3.1. The following information and materials will be made available to the A/E for the execution of this project work by the CE Design Manager:
2.3.1.1. A Delivery Order SOW will be provided for each individual DO with the Request for Proposal for that particular DO;
2.3.1.2. Appropriately Signed Programming Documents;
2.3.1.3. Standard reproducible title and signature coordination blocks to be used for final contract drawings in an AutoCAD file;
2.3.1.4. Vicinity, Location and Base plans for the title sheet in an AutoCAD file;
2.3.1.5. AutoCAD format template;
2.3.1.6. A sample Title Sheet and Second Sheet: These samples shall be strictly adhered to when formatting the title and second sheets for each project. The A/E shall be required to edit the list of abbreviations;
2.3.1.7. Submittal Sheet;
2.3.1.8. Standard specification cover sheet, sample General Provisions and Environmental Protection sections. The General Provision section is a sample only and will be edited, added to and modified to fit each individual delivery order.
2.4. EXISTING DRAWING AVAILABILITY
2.4.1. Existing site plans, building plans, details and utility plan files will be made available to the
A/E. The A/E shall be required to research the files for all applicable drawings and generate a list of any prints they feel are necessary. CE will run copies of requested drawings within seventy-two (72) hours of the request (limited to 50 copies, extra copies can be made with additional time). The A/E shall take note that all drawings in either hard copy or digital drawing file format are record drawings and not as-built drawings. Air Force record drawings are for past construction projects and may not reflect the true as-built condition. The Air Force will provide one full size copy of each drawing requested.
Any additional copies of any one particular drawing will be at a reduced scale, normally half size.
2.4.2. All drawings provided to the A/E in hard copy or electronic copy are “Controlled Unclassified Information”. The A/E shall only disclose information about HAFB and United States Air Force (USAF) facilities on a need-to-know basis and shall properly dispose of documents upon completion of their work. For additional information contact the HAFB Operational Security program manager. Note: Older drawings will be labeled as “For Official Use Only” or “FOUO”, these documents shall be handled in the same manner as “Controlled Unclassified Information” or “CUI”.
2.5. BUILDING SYSTEMS
2.5.1. Building systems shall be used to produce an essentially complete functional structure.
The magnitude of the procurement shall warrant the economic production of the components, subsystems and systems involved. Economic studies or market research data shall be available to support using building systems in lieu of procuring conventionally designed and constructed facilities.
2.5.2. The standards and quality inherent to building systems under consideration shall be in full conformance with US Air Force design and construction criteria.
2.5.3. The component parts shall be readily available and must be able to be procured competitively. It is not the intent that designs, or availability of specified component parts be subject to further research or development, but rather the component parts shall be standard stock items. The A/E shall be required to coordinate component parts with CE Operations and Maintenance (O&M) personnel.
2.6. SUSTAINABLE DEVELOPMENT
2.6.1. The A/E shall ensure all work performed under this contract complies with UFC 1-200-02

3. SCOPE OF SERVICES REQUIRED
3.1. DRAWINGS
3.1.1. All drawings shall be original “ANSI D” size drawings, 34" X 22" actual size. All construction contract drawings shall be prepared in AutoCAD 2020 or Revit using a version that is compatible with AutoCAD 2020. A/E shall verify and develop their own existing conditions plan in AutoCAD and Revit format. Utilization of HAFB scanned record drawings are for reference only and shall not be considered to be true accurate.
3.1.2. Title Sheet Requirements
3.1.2.1. The Cover sheet shall include owner information, project/contract information, project rendering or small location map area, and signature block. The Cover Sheet information is contained within a Border Sheet and is always given the Sheet Identifier of G-001. Other elements may be added to the cover sheet if space is available such as project index, notes, and legend. If space is not available these items will be located on a second sheet. A digital file of the cover sheet shall be provided in AutoCAD. Any deviation from the format that the A/E wishes to incorporate shall receive prior approval of the CO. Title lettering shall be ½” high.
Project information lettering shall be ¼” high to match cover sheet lettering on the provided sample cover sheet. The A/E's name and address shall appear next to "prepared by" and "66th ABG/CEN Civil Engineering Directorate, Engineering and Design Section, Hanscom Air Force Base", shall appear next to "prepared for". This shall be located in the lower right-hand corner of the title sheet, left of the signature block. Refer to A/E/C Graphics Standard (ERDC/ITL TR-12-1) Release 2.0.
3.1.2.2. The second sheet is used for a list of drawings, a legend and abbreviation list for all sheets and disciplines, and general notes which are applicable to all drawings may be added to this sheet. The second sheet information is contained within a Border Sheet and is always given the Sheet Identifier of G-002. If a third or more sheet is needed for these elements, then the Sheet Identifier will continue with G-003, G- 004...etc. Any additions to the legend, notes or abbreviations shall follow the same size and format as the existing sample and shall be the responsibility of the A/E.
3.1.3. Title Blocks on Following Sheets
3.1.3.1. The title block will include the Designer (Owner) Identification Block, Revision (Issue) Block, Management Block, Project Identification/Sheet Title Block, and Sheet Identification Block. The Designer Identification Block contains the logo and/or name of the agency that is the owner of the sheet. The Management Block contains information about the owner, the design firm, sheet data, and project management data. The top left portion of the Management Block is dedicated to the owner of the information. The bottom left portion of the Management Block shall capture information about the design firm (A/E). Four lines are provided to provide the name and address of that design firm. If desired, an A-E firm may substitute a logo for this information. All other information in the management block is to be filled out as appropriate. The project number shall be filled in with the project number provided to the A/E by the Air Force per the Delivery Order SOW. The Project Identification/Sheet Title Block is split in half with the top half containing information about the project and the bottom half containing descriptions of the content of the sheet. The sheet Identification Block contains the sheet identifier. A digital file of the title block shall be provided in AutoCAD. Refer to A/E/C Graphics Standard (ERDC/ITL TR-12-1) Release 2.0.
3.1.4. Lettering: Title block lettering is 3/32” high. (Except for sheet title 1/8”, building ID 3/16”, status 3/16” & sheet ID ¼”)
3.1.5. Blank Space: The A/E shall leave a minimum of ten percent (10%) of each sheet blank to allow space for any additions required by construction changes.
3.1.6. Any legend, etc., information appearing on a sheet other than G-001, G-002… shall be coordinated with the First/second sheet to ensure consistency is maintained.
3.1.7. Preliminary Drawings (Title IA drawings): Preliminary drawings represent an advanced state of design development or a refinement of concepts. They are intended to fix and illustrate size and character of the entire project as to plan and vertical relationships, functional layout based on workflow, kinds of materials and finishes, structural scheme, and type of mechanical and electrical systems. Site plans shall consist of survey drawings overlaid with new work. Preliminary drawings in AutoCAD, Revit and PDF format shall be included with each submittal.
3.1.8. Working Drawings: Drawings shall be reproducible showing the layout and clearly indicate the extent, type and detailed requirement for all work to be done. Separate drawings shall be prepared to cover all needed phases of architectural and engineering categories of work. Existing/demolition plans and new work plans shall be prepared for each discipline. Demolition work shall be shown on the drawings for existing conditions as long as it is clearly definable. The minimum allowable scale for plan views is 1/8 inch to facilitate reduction to half size prints. Detail drawings shall be made where necessary or desirable to clearly indicate the extent of work to be performed. Working drawings in AutoCAD, Revit and PDF format shall be included with each submittal.
3.1.9. Details Outside of the Normal Practice
3.1.9.1. The following details are outside the normal practice of the profession but are specifically required by the Air Force. This list in no way limits the amount of detail required and represents only the type of additional detailing required. The A/E shall note that more details are required for Air Force work than for most commercial work because Air Force personnel, not A/E personnel will inspect the work. Details shall be abundant and clear so that the Air Force inspector will easily determine if the contractor is installing items properly. Often construction details to show "how" the work is to be done shall be required. The design documents shall be of sufficient detail and clarity that the project may be bid without a site visit. The Air Force will not require prospective bidders to visit the site.
3.1.9.2. Civil/Site: Boring logs indicating locations, subsurface conditions, and ground surface elevations shall be on the drawings. Boring logs indicating locations, subsurface conditions, and ground surface elevations shall be provided on drawings.
At a minimum, boring reference plan shall be developed on existing conditions survey plan developed showing topography and indicating vertical datum reference.
All Civil/Site drawings shall have on a unique level, four points which enclose the project site. Each point shall have the Massachusetts State Plane Coordinate System coordinates adjacent to the point.
3.1.9.3. Electrical: Lighting layout, wiring layout, fire alarm layout and one line diagram shall be shown on the drawings. Electrical panel schedules shall be arranged as constructed. Loads shall be balanced between phases. Circuit numbers shall be designated as they appear in panels (each pole shall occupy a separate circuit number, odd numbers on one side, even numbers on the other, etc.). A layout of a graphic enunciator shall be provided.
3.1.9.4. Mechanical: A control diagram, sequence of operations, piping, instrumentation, and point list shall be on the drawing. All devices or components shall be clearly labeled and/or described.
3.1.9.5. Structural: Member sizes and all connection details shall be shown. Design loads and minimum bending stress of members shall be included in the structural general notes.
3.1.10. Details of the location and scope of the asbestos abatement required shall be shown on the project drawings, floor plans identifying areas of asbestos may be utilized.
3.1.11. All other required details will be shown wherever normal professional practice warrants or where necessary to clearly demonstrate the type of work.
3.1.12. Details shall be shown at a scale that is large enough to be able to easily read drawings even when reduced to half size.
3.1.13. Drawings shall be in an orderly manner and organized by discipline. Details shall be easy to locate, grouped by discipline, and properly referenced throughout the plan set.
3.1.14. Drawings and specifications shall indicate that all work performed under the project will be the responsibility of a Prime Contractor.
3.1.15. All sections, details and elevations shall be called out on the drawing with a two-part symbol containing the section/detail/elevation identification and the sheet on which the section/detail/elevation is located.
3.1.16. The A/E shall leave sufficient space between items on each drawing so that when reproduced at half-size the drawings remain legible and comprehensible.
3.1.17. Should the drawings be unclear, difficult to follow or not concise in the opinion of the CE Design Manager, the A/E shall rearrange the drawings at no additional cost to the Government.
3.1.18. Final Drawings shall be a complete set of biddable documents stamped and signed by a Massachusetts licensed Professional Engineer or Registered Architect. Each sheet must be stamped and signed.
3.2. CAD REQUIREMENTS
3.2.1. GENERAL
3.2.1.1. The Government will make available, whenever possible, drafted drawings, CAD files or Geographic Information System (GIS) files to the A/E for design purposes. All CAD files provided by the Government will be in either AutoCAD or MicroStation format. All CAD files produced by the A/E shall only be acceptable in AutoDesk AutoCAD or Revit format and conform to the standards established by the latest Architecture, Engineering, and Construction (A/E/C) CAD Standard as developed by the CAD/BIM Technology Center (formerly the Tri-Service CAD/GIS Technology Center) and the United States National CAD Standard. The latest versions of these standards at the time of task order award shall be used. Acrobat versions of these standards can be downloaded from the CAD/BIM Technology Center Homepage https://cadbimcenter.erdc.dren.mil/. The CAD files shall conform to the practices established in the United States Army Corps of Engineers CAD Drafting Standard (ERDC/ITL TR-12-1.) The A/E will also receive an AutoCAD template. All CAD files shall be created such that the full functionality of the graphics program may be utilized.
The A/E shall deliver digital files and related documents to comprise a complete set of drawings.
3.2.1.2. All Revit models are to be submitted in “.rvt” File format zipped with all attachments. The model is to be submitted with each discipline having their own “.rvt” File. The files should be setup to be linking to create a cohesive Revit model. All detail views should be Revit based, minimizing AutoCAD attachments as much as possible. All data and schedules shall be Revit based intelligent information, as much as possible. All components shall be properly hosted within the model and align with correct levels/walls for hosting. The project shall be set up with accurate levels.
Existing conditions shall be performed, and Phases shall be used to show the progress of the project.
3.2.1.3. The Government will provide a Title Sheet and Standard drawing sheet file template in AutoDesk AutoCAD format for A/E use. The Government will not accept any drawing submittals using the title block and sheet format of the firm or any other format.
3.2.2. DRAWINGS
3.2.2.1. Manually drafted graphic documents: Boring logs and test pit information shall be manually drafted, scanned, and digitally imported into the digital (CAD) file; the remainder of all items shall be done on the latest AutoCAD version in use by CE.
3.2.2.2. CAD plots shall be delivered electronically for all submittals, including the one hundred percent (100%) Design Submittal. If hard copy submittals are requested in the Delivery Order SOW, the submission shall be on twenty (20) lb. bond paper. All material shall have sufficient contrast to reproduce clear and concise prints.
3.2.3. DIGITAL FILE DELIVERABLES:
3.2.3.1. Graphic Digital Files shall be delivered via the DoD SAFE File Transfer Site:

3.2.4. DESIGN FILE COMPOSITION
3.2.4.1. Electronic Drawing File Naming Convention: Drawing file names shall conform to the sheet file naming standard as established in the A/E/C CAD Standard. Individual model files within a drawing file shall be named as per the model file naming standard established in the A/E/C CAD Standard. The HAFB project number shall be incorporated into the drawing and model file names. For example, if the project number was MXRD 90-0153, the drawing file name for the first architectural plan drawing shall be MXRD900153A-101.dwg.
3.2.4.2. Digital CAD files shall duplicate their equivalent hard copy plot in every respect. This includes, but is not limited to line style, line weight, text height, text spacing, font type, and view rotation. Digital CAD and Adobe Acrobat (.PDF) files which do not match their hard copy exactly will be rejected and returned to the contractor for correction and resubmission. Include AutoCAD Plot Style Table Files with each submission.
3.2.4.3. Sheet and model file levels shall conform to the Level/Layer Assignment tables in the A/E/C CAD Standard. Any sheet and model file levels created by the A/E firm shall be named as per the convention established in the A/E/C Standard and shall include a detailed description of the level and the recommended presentation graphics (including line style, color, and line weight) for the level.
3.2.4.4. Dissimilar items of information shall not be contained in the same file. For example:
Demolition and New Work, or Mechanical and Electrical plans will not be in the same file.
3.2.4.5. All graphic elements shall be drawn at "full size" (one foot = twelve inches) in model files with text and other non-scale annotation elements in model and sheet files sized to produce clear and legible “ANSI D” size plotted sheets at a scale of 1" = 30' for civil/site drawings and 1/8" =1' - 0" for all other plan drawings. Alternate scales shall be used in special circumstances or for detail drawings where necessary to effectively represent existing conditions and/or work to be done.
3.2.4.6. Drawings shall be created using the following working units. The Government will provide seed files which meet these requirements:
3.2.4.6.1. Architectural/Mechanical/Electrical Files:
Master unit = 1 Foot
Sub unit = 12 Inches
Positional unit = 2032
3.2.4.6.2. Civil/Site/Mapping Files:
“Coordinate System = NAD_1983_2011_StatePlane_Massachusetts_Mnld_PIPS_2001_FtUS”
3.2.4.7. Files depicting proposed utilities shall have the following information alongside the graphic representation of the utility line at beginning and end, between changes of direction, manholes, and other major junctures, or every 100' (whichever applies):
3.2.4.7.1. Size, material, length, depth below finished grade, and surface elevation and invert (for valve boxes, catch basins, manholes, etc.);
3.2.4.7.2. All valve, fittings, sacrificial anodes, and similar items shall have the information above listed as close as possible to the graphic representation of the item.
3.2.4.8. All walls shall be drawn with centerlines, which shall be placed on the layer assigned below.
3.2.4.9. Drawings depicting floor plans shall use one scale factor for the entire drawing.
3.2.4.10. All graphic elements shall be contained within the borders of the title sheet. No stray work shall be permitted outside the title sheet.
3.2.4.11. All CAD drawing files shall have “clean” linework. No “overshoots” or “undershoots” in any linework shall be permitted. Snap locks shall be used at all times.
3.2.4.12. Civil/Site/Mapping files shall make full use of reference files. Each utility shall be drawn on individual design files, which are then referenced to a single design file to construct a Civil/Site/Mapping Plan. Civil/Site/Mapping drawings shall be constructed from the following types of drawings:
3.2.4.13. PLANIMETRIC Roads, Sidewalks, Buildings
3.2.4.13.1. TOPOGRAPHIC
3.2.4.13.2. WATER
3.2.4.13.3. SANITARY SEWER
3.2.4.13.4. STORM DRAINAGE
3.2.4.13.5. ELECTRICAL
3.2.4.13.6. HEATING/COOLING Steam lines, Chilled water lines
3.2.4.13.7. NATURAL GAS
3.2.4.14. The A/E shall use only True-Type fonts. Text styles and dimension styles must be uniform throughout all drawing files produced for the project.
3.2.4.15. Non-graphic Digital Files: Non-graphic database files generated shall be delivered along with graphic files. When required by the Delivery Order SOW, the A/E shall fully utilize the non-graphic attribute database features of AutoCAD. Non-graphic files will also include pen tables, color tables, cell libraries, custom palette files and resource files.
3.2.5. USERS' MANUAL FOR A/E CAD SYSTEM
3.2.5.1. A User's CAD Manual shall be developed and provided for all digital files (graphic and non-graphic) delivered. The manual shall be developed using Microsoft Word and shall be submitted in digital file form starting at the 65% project submittal.
3.2.5.2. The user's manual shall contain the following information:
3.2.5.2.1. Index: A complete index of graphic and non-graphic digital files. The index shall include, in tabular form, the drawing file name (As shown in Section 4.2.4, Paragraph 1), the title of the drawing, the drawing reference # (A-l, E-2 etc.), the disk number containing the file and the page number of the level assignment for the drawing.
3.2.5.2.2. Graphic File Standards: There shall be a table listing the layer names, display statuses for plotting (on/off) and the recommended presentation graphics for elements contained on the layers. The layer listing shall include all layers used for the project drawing files (sheet and model files) which contain graphic elements.
3.2.5.2.3. Cells: The manual shall include a listing of all blocks used for the project complete with a plot of each block. No more than twenty blocks shall be placed on a single page. Only blocks not contained in the resource files provided to the A/E firm at the start of the project need be listed.
3.2.5.2.4. Reference and Raster Files: If any drawing is created with the use of reference and/or raster files, these files shall be listed along with the display and plotting status of each reference file level.
3.2.5.2.5. Plotting Instructions: A tabulation of sheet files with a listing of all levels to be plotted including sheet, model, and reference file levels. Specific parameters and instructions shall be provided for production of all plots.
3.2.5.2.6. Upon acceptance of the AutoCAD files, the A/E shall provide a copy of the project plans in Adobe Acrobat (PDF) that have been prepared directly from the AutoCAD source file.
3.3. SPECIFICATIONS
3.3.1. Outline Specifications are specifically a table of contents indicating which sections are to be used in the final Technical Specification. Outline specifications are required at the thirty-five percent (35%) submittal only as indicated in Section V.
3.3.2. Technical Specifications: The A/E shall prepare detailed specifications covering each category of work for each building trade to meet Government standards for competitive bidding.
3.3.2.1. The A/E shall prepare the Technical Specifications in accordance with the Unified Facility Guide Specifications. If UFGS are not available, the technical specifications can be supplemented with commercial standards applicable to the specific project with the approval of the Government. The project number and designated date shall be typed in the upper right-hand corner of every page. The Technical Specifications shall be composed in clear, understandable language, free from grammatical errors, word omissions, blank spaces, extraneous material etc. Specifications shall be typed on white bond paper (8 1/2" X 11").
3.3.2.2. At the beginning of the contract and periodically throughout, the Government will provide the most recent set of Division 1 Specifications for all projects on HAFB and associated sites. The A/E shall fully incorporate these specification sections into the overall specification set provided at each design submittal. At the first required submittal for every individual project (task order), the A/E shall review and update as required the entire set Division 1 specifications and provide all the appropriate updates, modifications, and/or changes to the set of sections. At the completion of each Delivery Order, the A/E shall provide to the Government a written summary of all updates, modifications, and/or changes in a separate, out-of-cycle submittal. This written summary shall also be included in the Design Analysis of all other required submittals thereafter. If the A/E determines that alterations to the Division 1 specification set for the subject project are not required, provide a memo in replacement of the required summary stating that the specifications have been reviewed, the date they were reviewed, and no updates, modifications, and/or changes are required for the subject project.
3.3.2.3. Technical specifications shall include the following:
3.3.2.3.1. Describe all work to be done to permit full and free competition among bidders.
3.3.2.3.2. The specifications shall refer to American Society for Testing and Materials (ASTM) and other industry standards. The A/E should avoid specifying a specific manufacturer’s product. However, if A/E must specify a specific manufacturer then they must also include the salient characteristics of that product that other products would need to meet in order to be considered “equal”. If there is only a single product that meets the Government requirements the A/E must prepare Brand Name Justification documents for the Government. Any materials or equipment requiring a Brand Name
Justification must be identified and the Brand Name Justification included with the 65% design submission.
3.3.2.3.3. Specifications referencing architectural finishes shall call out a manufacturer with exact finishes, color, grade, style, etc.
3.3.2.3.4. The specs shall state that an approved manufacturer's installer shall accomplish any work which requires an extended warranty of more than one year.
3.3.2.3.5. The technical provisions shall define all testing required and indicate that this testing is to be done by a qualified independent commercial testing laboratory, the costs of which are to be borne by the Contractor.
3.3.3. Upon completion of the design, the A/E shall submit one (1) set of specifications electronically in Microsoft Word and Adobe Acrobat (PDF). The cover sheet to the specifications shall bear the stamp and signature of a registered professional engineer or architect.
3.3.4. The CE Design Manager will provide a sample cover sheet, General Requirements, Environmental Protection, Submittal and Quality Control sections for inclusion in the specifications. These sections are strictly samples only and must be expanded or edited to be applicable to the particular project.
3.3.5. Submittals shall include either a separate section or included in the general requirements section. In either case the A/E shall provide a schedule of material submittals listing specific items requiring approval, individual items shall be listed separately, listing an entire system will not be acceptable. Each entry shall be annotated as G (Government Approval required) or FIO (For Information Only), indicate the specification reference (page and paragraph) for that item, not the reference to the submittal requirement. Items that are ordinary material/equipment which require UL labeling, etc. shall not be included as a material submittal. The list shall be limited to those submittals necessary for adequate quality control. The importance of an item in the project shall be one of the primary factors in determining if a submittal for that item shall be required.
3.3.6. The A/E shall include the following items within the Technical Specifications:
3.3.6.1. Warranties: The A/E shall provide under separate cover via letter all information to indicate the items and the extent of each warranty/guarantee. If a manufacturers’ warranty is to be used, it shall be so stated. The project shall have a standard one (1) year warranty of construction; however, if an extended warranty is required the additional information shall be clearly stated.
3.3.6.2. Spare parts, Tools and Manuals; the specifications shall require the furnishing of spare parts/tools and shall allow at least ten percent (10%) extra materials in the case of certain architectural items, e.g., ceiling tiles, carpet squares etc. In these instances, the equipment shall be carefully described. The specifications shall indicate the contractor shall provide four (4) copies of operations and maintenance manuals for each major piece of equipment. Additionally, there shall be specified a training session coordinated with the CO for each piece of equipment.
3.3.6.3. Testing: The specifications shall clearly indicate the contractor shall be responsible for the procuring and the cost of all testing required by all sections of the specification. All testing shall be performed by a Commercial Testing Laboratory, self-testing by the contractor will not be acceptable. Should test results not meet the specification requirements, the contractor shall be required to redo or modify the work at the contractor’s expense. A consolidated list of all submittal requirements, e.g., test results, shop drawings, catalogue cuts, shall be included as part of the general requirements section. A form submittal sheet to list all submittals required by the specifications will be provided to the A/E. The A/E shall completely list each submittal as required in the specifications.
3.3.6.4. Government Furnished Equipment (GFE): Government furnished equipment shall be clearly identified in a listing within the specifications. The contractor shall be aware that he/she shall be responsible for maintaining and protecting the GFE once it is on the construction site. It shall be clear what the contractor shall install and if he/she shall relocate the material from elsewhere on the Base. The type and pickup point or delivery schedule shall be clearly spelled out in the appropriate section of the specifications.
3.3.6.5. Government Salvaged Material: All material to be salvaged and where it is to be delivered shall be clearly spelled out in the specification. The contractor shall be responsible for the protection and delivery of material that is to be salvaged. The CE Design Manager shall be contacted for a list of what is to be salvaged for each individual project.
3.3.6.6. Fire Alarm Protection Requirements: All HAFB Fire Department and UFC 3-600-01 specific requirements shall be included in the specifications.
3.3.6.7. Asbestos and Lead Paint Requirements: Provide an asbestos and lead paint abatement specification which details the work practices to be utilized which shall eliminate the material hazards so that the proposed construction/demolition shall be accomplished.
3.4. CONSTRUCTION COST ESTIMATES
3.4.1. The A/E shall prepare a cost estimate at each stage of design services (Title 1A & Title 1B) covering all material and labor costs overhead and profit incident to the planned and specified construction. Cost estimates shall be prepared such that the following information shall be provided to the Government in the ASTM E1557 UNIFORMAT II standard for construction elements breakdown:
3.4.1.1. Item Description
3.4.1.2. Quantity
3.4.1.3. Unit of Measurement
3.4.1.4. Element of Expense Indicator Code (EEIC)
3.4.1.5. Unit costs for Labor, Materials, and Equipment
3.4.1.6. Line-Item Total
3.4.2. Material, labor, and other direct costs for each item of work shall be spelled out. The A/E shall include line items for mobilization/demobilization, if required. A design contingency shall be included during the initial design submittals; however, by the ninety-five percent (95%) submission the design contingency shall no longer be carried. Labor and burden rates shall be based on the most current Davis /Bacon labor rates for the county in which the project takes place. For Davis Bacon wage rate determinations HAFB is located within Middlesex County. For local permit requirements HAFB is located in the Towns of Lincoln, Lexington and Bedford, MA. Off Base sites shall use appropriate wage rates based on the state and county the work is to be performed in.
3.4.3. For projects that include abatement of hazardous materials, the cost estimate shall include a detailed estimate for the removal, abatement, and disposal of the hazardous materials. A lump sum cost for abatement of hazardous materials is not acceptable.
3.4.4. For items where exact quantities may be impossible to determine without destructive testing or where additional amounts may be encountered during demolition (e.g. rock excavation, asbestos abatement etc.), separate unit prices shall be provided for work that exceeds what is carried in the cost estimate. The estimated quantity carried in the cost estimate shall be the A/E's best estimation of the most probable amount to be encountered.
3.4.5. The cost estimate shall be separated into appropriated funded work and non-appropriated funded (NAF) work. Both appropriated funded and non-appropriated funded work shall be separated by work classification as defined by AFI 32-1020 (i.e. sustainment repair, modernization repair, maintenance, and minor construction). Each submittal shall include a separate total dollar amount for minor construction, maintenance and repair.
