Question #QuestionResponseDate
Please clarify documents expected for the submission. Section L states, “Qualified firms desiring consideration shall submit one electronic Standard Form (SF)330, Part I and Part II - Architect-Engineer Qualification package. Text for each applicant is limited to 40 pages each, exclusive of indexing tabs, project, photos or drawings with brief captions.” Does this mean Project Sheets and CPARS/PPQs (Section F) are not included in the page count?Project Sheets and CPARS/PPQs (Section F) will not count against the page count.22-Jan-24
Along with the SF 330 forms, is the Contracting Office expecting Section K (Reps and Certs) to be filled out and returned as well?Vendors registered in SAM may omit Reps and Certs from the submission. Vendors not registered in SAM will need to complete Section K Reps and Certs.22-Jan-24
Evaluation Factor 2 “Specialized Experience and Technical Competence” requires demonstration of technical competence in “(1) Development of construction documents”. Would the government consider development of a Design-Build Request for Proposal (Construction Documents) as a Highly Relevant project for a “typical facility renovation project that includes the repair and/or upgrade of building systems and architectural finishes for administrative office buildings of at least 30,000 square feet.”No, the Government does not consider development of a Design-Build RFP to be a highly relevant project.22-Jan-24
Please confirm if the solicitation is a Small Business set aside or an Open/Unrestricted, it is not clear from the documentation? The cover letter references the NAICS 541330 size standard, but does not specify. The Solicitation is Open/Unrestricted.22-Jan-24
Proposal submission due date, on the Cover Letter you indicate “4 February 2024”, which is a Sunday? But then in the solicitation, Section L, Page 44, you indicate “3 February 2024”, a Saturday? Is it possible to make the submission date a weekday, such as 7 February? The due date and time is amended to Monday, 5 February 2024, noon Eastern Standard Time.22-Jan-24
Proposal requirements, in Section L, it is indicated that SF330, Part I and Part II is limited to 40 pages, exclusive of indexing tabs, projects, photos or drawings, this is confusing? Typically, Section F of the SF330 is the project examples to demonstrate “Specialized Experience and Technical Competence”, is it your intent that they be excluded from Part 1 and the 40 page limit? Typically, in other DoD solicitations, there is a page limitation on Part I of the SF330, but the Part II (which includes past performance evaluations) is excluded from the page limitations.Project Sheets and CPARS/PPQs (Section F) will not count against the page count.22-Jan-24
Section M, Specialized Experience and Technical Competence, is the specific number of example projects that need to be provided? Normally, 10 are provide in an SF330, but with a 40 page limitation and 10 resumes required, it will be tight.Project Sheets and CPARS/PPQs (Section F) will not count against the page count. Offerors may submit up to 10 projects in accordance with SF330 instructions.22-Jan-24
