About this file
This is Amendment 0002 to Solicitation FA282326Q0046, issued by the United States Air Force at Eglin Air Force Base (FA2823 AFTC PZIO) with an effective date of July 31, 2026. The amendment changes the solicitation number from FA282326Q00460001 to FA282326Q00460002.
The primary purpose of this amendment is to add FAR clause 52.219-14 (Limitations on Subcontracting) and provide answers to questions submitted by offerors. The limitations on subcontracting clause applies to small business set-aside contracts and establishes maximum subcontracting thresholds based on contract type: 50 percent for services and supplies, 85 percent for general construction, and 75 percent for construction by special trade contractors. These percentages represent the maximum amount that can be paid to subcontractors that are not similarly situated entities. The clause defines similarly situated entities as first-tier subcontractors with the same small business program status as the prime contractor and considered small under the applicable NAICS code. Compliance with these limitations must be demonstrated by the end of the base contract term and each option period, or by the end of each order performance period. Special provisions apply to joint ventures, requiring small business proteges and 8(a) participants to perform at least 40 percent of joint venture work. The amendment references an attachment containing questions and answers dated July 31, 2026, though the specific Q&A content is not detailed in this document.
