About this file
This document is a Questions and Answers (Q&A) file for Air Force Solicitation FA282326Q0046, a 100% small business set-aside for a vacant position with a performance start date of September 1, 2026, and an anticipated award date by the end of August 2026.
The requirement involves an on-site position at a chapel facility with office space and government computer provided prior to performance start. The contractor must obtain AMS Catechist Certification, which is mandatory and may be obtained within 30 days of award; the government will cover certification and VIRTUS training costs. A site visit can be conducted during the in-person interview process. Subcontracting limitations apply under FAR 52.219-14 (added via amendment), with details specified in Performance Work Statement (PWS) paragraph 5.22. The contract includes a base year plus four option years, with uniform evaluation and submission requirements (resume, references, technical description) applying across all contract years. The government will not disclose total estimated contract value, incumbent pricing, or performance history. Questions may be submitted to the Contracting Specialist on an ongoing basis with no formal deadline. CAC issuance will be processed as soon as possible following contract award to support timely onboarding and required background investigations (NACI/SCHR).

Solicitation FA282326Q0046
Is a site visit available or planned for this requirement? If so, please provide the date, RSVP process, and point of contact.
-Site visit can be included during the in-person interview.
Is there a formal questions-due date/time for this solicitation, or should all questions be submitted directly to the contract specialist as they arise?
- Questions can be submitted to Contracting Specialist.
The solicitation does not appear to include FAR 52.219-14, Limitations on Subcontracting.
Can you confirm whether subcontracting limitations apply to this 100% small business set-aside, and if so, what percentage of the effort must be performed by the prime?
- See PWS paragraph 5.22. FAR 52.219-14 has been added to the solicitation via an amendment.
Please confirm the anticipated award date and any expected period between award and the 1 September 2026 performance start date, to allow time for CAC issuance, VIRTUS training, and background investigations (NACI/SCHR).
-Anticipated award date by end of Aug 2026.
Regarding the AMS Catechist Certification requirement (SOW 4.1.4) — is the incumbent contractor currently certified, and is there any preference given during evaluation to an already-certified candidate versus one who would begin certification within 30 days of award?
-AMS Catechist Certification is a must. Can get certification within 30 days of award.
Can the Government confirm whether office space, a government computer, and CAC will be available and issued prior to the 1 September performance start date, or whether there is typically a lag?
-We have space and computer ready and CAC will be available as soon possible after contract award.
Is there an incumbent contractor currently performing this requirement, and if so, is incumbent pricing or performance history available for reference?
Solicitation FA282326Q0046
-No, the position is vacant.
Please confirm the total estimated contract value or any prior award history/pricing benchmarks the Government can share, if permitted, to help ensure our quote is competitive and technically sound.
- Not permitted.
Are there any facility-use fees, background check costs, or certification costs (AMS Catechist Certification, VIRTUS training) that are the contractor's sole financial responsibility, or does the Government subsidize any portion of these under Section 9.0 (Conference and Training Fees)?
-Chapel will pay for AMS certification and Virtus training.
Will the same evaluation and submission requirements (resume, references, technical description) apply uniformly across the base year and all four option years, or only at initial proposal submission?
- The same will apply to all years.
