STATEMENT OF WORK (SOW)
FOR
SUNSHADE LIGHTING PROTECTION REPLACEMENT
AT
EGLIN AFB, FL
18 March, 2026
1. Project Scope:
To supply all necessary components, equipment, labor, and supervision required to install new lighting protection system (LPS) on 35 aircraft sun shelters on the aircraft maintenance ramp. The design and installation shall provide a means to safeguard aircraft, equipment, and personnel during inclement weather (lightning). It must also withstand harsh weather conditions here at Eglin AFB.
2. General Tasks:
2.1. Contractors must provide adequate documentation and explanation of their recommended installation plan or strategy, as well as pricing and specifications of equipment intended to be installed in their quote. Must meet airfield requirements set forth with Department Air Force Instruction 21-101, Chapter 15 (Aircraft Sunshade Sustainment), Unified Facilities Guide Specifications (UFGS) 13-31-33, and AFM 32-1065 (Grounding and Electrical Systems.
2.2. All drivers must obtain Airfield Drivers training prior to work starting. Must meet all flight line safety, FOD (Foreign Object Damage) prevention while working on the flight line.
2.3. All individuals must be on an Entry Authorization Listing to operate in the area.
2.4. Only company owned/labeled vehicles will be allowed on site and free of FOD before flightline entry.
3. Specific Tasks:
3.1. The Contractor will be required to always maintain cleanliness of all work areas during progression of work in order to alleviate foreign object damage (FOD). The Contractor will be required to remove all materials and equipment to a safe distance from aircraft parking area at the close of each day's work or be stored under the sunshades that are being worked on. This distance will be determined by the COR in coordination with Airfield Management. The
Contractor will not be allowed to stockpile any materials or store any equipment within the airfield primary surfaces or parking apron unless approved by the Airfield Manager. Designated areas will be provided by Airfield Manager. FOD inspections will be conducted daily with the
Contractor and Government.
3.2. There may be periods of time when the Contractor, due to declared aircraft emergencies, will be required to vacate the work site, and move their personnel and equipment several hundred feet away from the work site. Such removals, when ordered, will be given on short notice and expeditious action will be required. Whenever the Contractor is required to clear the work area, the Contractor accompanied by the inspector or Air Force representative will conduct an inspection sweep of the entire area to ensure all tools, equipment, and personnel have been removed from the Ramp.
3.3. The Contractor shall comply with Air Force safety standards during weather warnings.
Upon receipt by the Representative or Contracting Office Representative (COR) of a severe weather warning, the or COR will notify the Contractor of weather and will instruct the Contractor to secure all materials, equipment and trailers. The Contractor will immediately secure, remove, or protect the materials and equipment to the satisfaction of the or COR. If the Contractor fails or refuses to secure, remove, or protect the materials and equipment to the satisfaction of the or COR, the work will be performed by the
Government and the cost thereof charged to the Contractor.
3.4. The Contractor will be required to coordinate daily operations with Airfield Management and the COR to ensure minimal interference with operations.
3.5. Flight line photography. Requests to take photos on the Eglin flightline will be coordinated with the Government COR.
4. Lightning Protection System Requirements:
4.1. Install Lightning Protection Systems (LPS) 35 aircraft sun shelters at aircraft maintenance ramp. Turnkey installation will include Contractor provided labor, materials, equipment, fees, incidentals, warranties and guarantees for the design.
4.2. Lightning grounding system consists of air terminals, grounding rods (existing grounding rods will be used in lieu of new ones), connectors and wiring. Air terminals must extend at least
10 inches above the object to be protected. Each air terminal must have at least two paths to ground at opposite corners of the structure. Down conductors must not have sharp bends or loops. All bends must have a radius of bend not less than 8 inches and must not measure less than 90 degrees from the inside of the bend. All lightning protection components must not be painted, especially down conductor connectors. Grounding electrodes must be at least 10 ft.
long and made of not less than 0.75-inch diameter pipe or equivalent solid rod made of copper or copper-clad steel (existing grounding rods will be used in lieu of new ones). Grounding electrodes must be at least 3 feet from the footings and must penetrate at least 10 feet into the soil (existing grounding rods will be used in lieu of new ones). Contractor will test the grounding system IAW 32-1065, Grounding Systems, UFC 3-575-01, Lightning and Static
Electricity Protection Systems, and NFPA 780, Standard for the Installation of Lightning
Protection Systems.
4.7. Selected vendor must meet industry standards for certification and knowledge to install the required components.
4.8. Total price must include shipping FOB Destination to Eglin AFB, FL as well as all fees and expenses associated with the requirement.
5. Deliverables
5.1. Provide a quote with each of the following line items:

Shelter must incorporate a means of preventing/protecting aircraft, equipment, & personnel from lightning strikes. (i.e. Air Terminals, existing grounding rods, wiring & connectors. Must meet LP standards & certification.
0002 Turnkey Installation
Turnkey installation. Indicate estimated days to complete the work.
0003 Engineering
0004 Shipping FOB Destination to Eglin AFB, FL 32542.
6. Acceptance Criteria:
6.1. LPS systems have been installed and tested in accordance with applicable codes and standards.
6.2. Third-party testing and UL listing documents are provided.
6.3. Work site returned to a clean and serviceable condition.
