FA282325-Q-A028 RN Conf Room Equip. Replacement Q&A

1. “There is no mention of MS Teams or VTC, but the ordering table mentions GFE PTZ Camera. What do they intend to use the room for? There are no microphones listed in either the ordering table or GFE.” ANS: The camera and microphone are already installed in the room and connected to the computer via USB. All necessary cabling is in place as part of the current setup. The Room doesn’t have VTC capabilities, it’s for MS Teams meetings only.

2. “The RFQ lists a GFE display, and to integrate a GFE projector screen, but do not mention a GFE projector. Is there a GFE projector or does one need to be provided?”

ANS: The projector is on hand and only requires mounting

3. “RFQ states repair or replace and provided the ORDERING TABLE. Can we assume that the ordering table is ALL that is needed” ANS: Yes, the ordering table outlined in the SOO su iciently details the requirements for the repair and/or replacement of the RN conference room equipment. Unless otherwise specified, we will proceed under the assumption that the ordering table serves as the comprehensive reference for all necessary components.

4. We noted that Extron is referenced in the ordering table, but the RFQ does not specify that Extron is mandatory or indicate a brand name-or-equal requirement.

Could you please confirm whether functionally equivalent substitutions from other manufacturers are acceptable, provided that they meet or exceed the technical requirements listed in the solicitation? ANS: Yes, functionally equivalent substitutions from other manufacturers are acceptable

5. In order for vendors to put a bid together properly along with any programming, will need to get a list of the existing GFE items (make, model, and pictures if you can) so that we can work on our solution to you. ANS: 3 TV’s, Projector, USB Camera Logitech:

a. GFE Projection - Christie DWU760-Is,

b. GFE Displays 3 LG TV's

c. GFE PTZ USB Camera Logitech

6. Because the Government has stated that this requirement is for the repair and/or replacement of non-working components for a conference room audiovisual (AV) system, can the Government provide as-built drawings for the system that needs repair? ANS: PowerPoint drawing provided back to PZ.

7. If not, is there a Bill of Materials for the Existing system? ANS: Provided PowerPoint.

8. Can the Government describe what is not working in the existing system? ANS:

Currently the touch panel does not appear to be able to get an IP from the control switch so users cannot select the devices to project to, for example can’t click the button to just project to the projector. We get the error message on the touch screen that it can’t get an IP so since it’s not connecting to the system it doesn’t see that it has display devices (3 tvs and projector). Users can still turn on the TVs and project manually from the desktop still through the current system. It looks like the

Extron DXP HD 4K device works we can control manually the inputs/outputs from it.

However, the touch panel and then the devices that appear to send power signal to the tv’s and projector might be faulty. With equipment being 7-8 years old a tech refresh is expected.

9. The Government states in the Q and A document: “the ordering table outlined in the SOO su iciently details the requirements for the repair and/or replacement of the RN conference room equipment. Unless otherwise specified, we will proceed under the assumption that the ordering table serves as the comprehensive reference for all necessary components.” If it is discovered that additional equipment is required to bring the system up to a fully functional status, will change orders be accepted to procure the additional equipment? ANS: The change order table has been provided as an example to meet but those items are not on the DISA APL and the items acquired will have to be. We are looking for a solution that will be equivalent to those items listed. The requirement is to ensure a system is in place that allows users to use a touch screen to control projection of data from desktop or laptop to 3 TVs and 1 projector.

10. We noted that Extron is referenced in the ordering table, but the RFQ does not specify that Extron is mandatory or indicate a brand name-or-equal requirement.

Could you please confirm whether functionally equivalent substitutions from other manufacturers are acceptable, provided that they meet or exceed the technical requirements listed in the solicitation. ANS: Functionally equivalent substitutions that meet or exceed the technical requirements and are on the DISA Approved Products List are acceptable from other manufacturers.

11. The RFQ states repair or replace and also provided the ORDERING TABLE. Can we assume that the ordering table is ALL that is needed? ANS: No, the ordering table is there for sample products only and are not on the DISA Approved Products list (APL), which the new components will need to be on the DISA APL for us to have authorization to add them to the network. Our current VDS is about 8 years old and in need of tech refresh due to failing components such as the current touch screen no longer picks up an IP from the main switcher and therefore users cannot select from the touch panel the display devices. However, manually users can still turn on the display devices and manually select the input/outputs and the data from the desktop will still display to them. We need a video distribution system that has a touch screen to allow users to select to up to 4 GFE display devices (3 LG 75 inch TVs and 1 Projector) and allow sound, microphone, and camera capability with GFE provided camera, microphone, amplifier, and speakers. A GFE desktop and/or laptop, will need to be able to connect to the system as that will be the source of sound, and to display the data to the 4 GFE display devices. The VDS is used to support live meetings that also use Microsoft Teams for online meeting capability as well. Model of 2 LG 75-inch TVs are 75UV340C the other one is 75UL3J-E, the projector is Christie DWU760a-iS, the camera is Logitech PTZ Pro, amplifier is Digital Music Amplifier Professional Audio & Sound DMS 3080. Speakers are the ones in the ceiling and we do not have that information.

a. There isn’t a SOW or PWS, just the SOO. So, is the ordering table all that is needed? ANS: No, see above answer and updated SOO.

b. There is no mention of having the room become capable of MS Teams or VTC, but the ordering table mentions a GFE PTZ Camera. We would need to know what they intend to use that room for. Keep in mind that there are no microphones listed in either the ordering table or GFE. ANS: The VDS is used to support live meetings that also use Microsoft Teams for online meeting capability. There is a GFE camera, microphone, amplifier, speakers, projector, 3 TVs.

c. The RFQ lists a GFE display, and to integrate a GFE projector screen, but do not mention a GFE projector. Is there a GFE projector or does one need to be provided? ANS: There is a GFE Christie DWU760a-iS projector already installed and works with current system.

12. Touch Panel Replacement The ordering table lists an Extron 10” Tabletop TouchLink Pro panel. Could you confirm whether this item is expected to be replaced, or if the existing touch panel will remain in place as GFE? ANS: Yes, item will need to be replaced.

Based on the Q&A, it appears the room is currently functioning with MS Teams, and the microphone and camera are already installed. We want to confirm whether this panel should be included in our quote or excluded as an existing, functional GFE component. If replacement is required, we understand that only Extron touch panels are compatible with the existing control system. ANS We are looking for the whole system to be replaced for tech refresh, which includes the control system and touch panel.

13. DisplayPort Splitter Requirement The ordering table includes a two-output DisplayPort splitter. Could you confirm whether this functionality is still required? If so, we will source a functionally equivalent DisplayPort splitter from a compliant commercial vendor. ANS: The ordering table was used as an example only basis, we are not sure what all the parts will be needed to replace the whole VDS system which should include a new touch panel.

14. Scope of “Repair or Replace” Should all items in the ordering table be quoted regardless of their current condition, or only those components identified for replacement under the “repair or replace” scope outlined in the SOO? ANS: No, the ordering table is there for sample products only and are not on the DISA Approved Products list (APL), which the new components will need to be on the DISA APL for us to have authorization to add them to the network. 15. Mounting Hardware for GFE Equipment Regarding the projector mentioned in the Q&A, are we expected to supply mounting hardware, or will existing brackets/mounts be reused? ANS: We do not need a projector or mounting hardware for it, the projector has been replaced already with the model being Christie DWU760a-iS.

16. I am writing to request clarification. The Statement of Objectives references an Extron 7” touchpanel as part of the system, but it does not specify whether the Government prefers a wall-mounted or desktop-style configuration. To ensure compliance with the Government’s requirements and proper integration with the existing room layout, could you please confirm which form factor is preferred—or if either option is acceptable. ANS: We currently have a desktop-style touch panel which sits on the desk near the rack of video equipment, desktop, and monitors and would like to stick to that.

17. If a desktop version is acceptable, could you please confirm whether the Government prefers the TLP Pro 725c (compact) or the TLP Pro 725t (tilt-back) model—or if either is acceptable. ANS: The devices must be on the DISA approved products list so please select from there, we currently have a tilt back style model not a compact so prefer to stay with that.
