FA282325-Q-A028 RN Conf Room Equip. Replacement Q&A

1. “There is no mention of MS Teams or VTC, but the ordering table mentions GFE PTZ Camera. What do they intend to use the room for? There are no microphones listed in either the ordering table or GFE.” ANS: The camera and microphone are already installed in the room and connected to the computer via USB. All necessary cabling is in place as part of the current setup. The Room doesn’t have VTC capabilities, it’s for MS Teams meetings only.

2. “The RFQ lists a GFE display, and to integrate a GFE projector screen, but do not mention a GFE projector. Is there a GFE projector or does one need to be provided?”

ANS: The projector is on hand and only requires mounting

3. “RFQ states repair or replace and provided the ORDERING TABLE. Can we assume that the ordering table is ALL that is needed” ANS: Yes, the ordering table outlined in the SOO sufficiently details the requirements for the repair and/or replacement of the RN conference room equipment. Unless otherwise specified, we will proceed under the assumption that the ordering table serves as the comprehensive reference for all necessary components.

4. We noted that Extron is referenced in the ordering table, but the RFQ does not specify that Extron is mandatory or indicate a brand name-or-equal requirement.

Could you please confirm whether functionally equivalent substitutions from other manufacturers are acceptable, provided that they meet or exceed the technical requirements listed in the solicitation? ANS: Yes, functionally equivalent substitutions from other manufacturers are acceptable

5. In order for vendors to put a bid together properly along with any programming, will need to get a list of the existing GFE items (make, model, and pictures if you can) so that we can work on our solution to you. ANS: 3 TV’s, Projector, USB Camera Logitech:

1. GFE Projection - Christie DWU760-Is,

2. GFE Displays 3 LG TV's

3. GFE PTZ USB Camera Logitech

6. Because the Government has stated that this requirement is for the repair and/or replacement of non-working components for a conference room audiovisual (AV) system, can the Government provide as-built drawings for the system that needs repair? ANS: PowerPoint drawing provided back to PZ.

7. If not, is there a Bill of Materials for the Existing system? ANS: Provided PowerPoint.

8. Can the Government describe what is not working in the existing system? ANS:

Currently the touch panel does not appear to be able to get an IP from the control switch so users cannot select the devices to project to, for example can’t click the button to just project to the projector. We get the error message on the touch screen that it can’t get an IP so since it’s not connecting to the system it doesn’t see that it has display devices (3 tvs and projector). Users can still turn on the TVs and project manually from the desktop still through the current system. It looks like the

Extron DXP HD 4K device works we can control manually the inputs/outputs from it.

However, the touch panel and then the devices that appear to send power signal to the tv’s and projector might be faulty. With equipment being 7-8 years old a tech refresh is expected.

9. The Government states in the Q and A document: “the ordering table outlined in the SOO sufficiently details the requirements for the repair and/or replacement of the RN conference room equipment. Unless otherwise specified, we will proceed under the assumption that the ordering table serves as the comprehensive reference for all necessary components.” If it is discovered that additional equipment is required to bring the system up to a fully functional status, will change orders be accepted to procure the additional equipment? ANS: The change order table has been provided as an example to meet but those items are not on the DISA APL and the items acquired will have to be. We are looking for a solution that will be equivalent to those items listed. The requirement is to ensure a system is in place that allows users to use a touch screen to control projection of data from desktop or laptop to 3 TVs and 1 projector.

10. We noted that Extron is referenced in the ordering table, but the RFQ does not specify that Extron is mandatory or indicate a brand name-or-equal requirement.

Could you please confirm whether functionally equivalent substitutions from other manufacturers are acceptable, provided that they meet or exceed the technical requirements listed in the solicitation. ANS: Functionally equivalent substitutions that meet or exceed the technical requirements and are on the DISA Approved Products List are acceptable from other manufacturers.
