About this file

This is a Questions and Answers document for solicitation FA282325Q0011 regarding carpet removal and installation of vinyl planks at Eglin Air Force Base Building 351, Rooms 111 and 112.

The Q&A clarifies that this is a new requirement with no incumbent, requiring installation of 1500 square feet (not square yards) of Symbiotic 5.0 luxury vinyl planks in a light-gray or light-brown wood grain pattern. Room 111 consists of 3 connected rooms due to previous wall removal. Key specifications include 4-inch cove base, asbestos-free certification from 96th Civil Engineering, and permission for a dumpster on-site. Most furniture will be removed except for some appliances that can be temporarily relocated. The customer will allow substitution of equal or higher quality flooring products. If mold is discovered during work, the 96th Civil Engineering must be contacted. The total price must be broken down by Contract Line Item Numbers (CLINs).

1. Is there currently an incumbent for this project, and if so, could you kindly provide their name? This is a new requirement

2. What is the contract number, and the contract value/asset associated with this solicitation? This is a new requirement

3. I was unable to find the evaluation factors for this solicitation. Could you please provide some insight into the most important criteria for your team when reviewing proposals? Is it primarily pricing, past performance, or other factors? Evaluation factors can be found on the solicitation

4. Can you clarify for me the rooms to get new flooring? The info you sent says rooms 111 and 112 but the actual drawings show multiple rooms with flooring drawn in and 1 room with no number and 1 with only the number 1. I'm assuming Room 111 means all 3 rooms in that drawing and room 112 is pretty easy by itself.

Previous construction in Rm. 111 removed walls and opened the space. Rm. 111 consists of 3 rooms, and room 112 is as indicated per drawings.

5. Also, will we be allowed to place a dumpster at the job site?

Dumpster can be placed at the job site.

6. Are there any scaled drawings available?

Scaled drawing attached. Rm. 111 and 112 are yellow highlighted areas.

7. The solicitation lists the work requirements as 1500 square yards. The drawings do not have dimensions on them, however this seems large based on what I'm seeing. Can you please confirm if the solicitation is requiring 1500 sy or is it

1500sf? Thank you, 1500 SF

8. How would you like our proposal submitted, including any specific formats or additional documentation requirements.

Please see solicitation for guidance

9. What is the desired color for the Symbiotic 5.0 Luxury Vinyl Planks or any related specifications.

Customer prefers light-gray or light-brown with a wood grain pattern.

10. Could you please confirm that the total area requiring flooring replacement is

1500 sq yards (13500 sqft)?

1500 SF

11. I had a question about the above solicitation. I see that we need to give a price for the buildings separately. Are there separate measurements for each building? Or do we need to measure?

The Bldg. 351, However the total price should be broken down by CLINs

12. It is listed as 1500 SY. SY is used for the size of carpet and Square Feet is used for LVP flooring. I'm trying to determine if the size of the install will be 1500 Square

Feet or 13,500 square feet. Can you confirm which is accurate so that I can bid on this project please?

1500 SF

13. Should asbestos be accounted for this project?

Asbestos survey as completed by 96th Civil Engineering. I surveyed for the presence of suspected asbestos tile and/or mastic beneath the existing carpet in rooms 111 and 112 of Bldg. 351 on August 13th, 2024. It was determined that no asbestos or tile was present during the survey, so no samples were taken. Please continue with your new carpet installation.

14. Is it okay to substitute Symbiotic 5.0 or like quality and higher warranty?

Customer is okay with substitute light-gray or light-brown wood grain of equal or higher quality.

15. If mold has been noticed more that accounted for, is there a supplemental process with you all?

If during carpet removal, additional mold is discovered, customer will contact 96th Civil Engineering.

16. Are there pictures of the contents of each room that needs to be moved?

Majority of furniture is removed. There are a few appliances in left in the rooms that can be temporarily left in the hallways or moved around during flooring install.

17. What inch is the cove base? 4 inch

18. Would it be possible to get a copy of the plans for this project?

All available documentation was provided to Contracting Office.

19. I'm wondering if you know the dimensions of the two rooms?

See attached scaled drawing.

20. Do the green lines on the rendering represent the coving?

Customer did not see final package submitted for bidding and does not recall green lines???

21. I was wondering if you could kindly let us know if there's an incumbent and what the value of the previously awarded contract was?

This is a new requirement
