FA2823-21-Q-0003 – VTC Upgrade Requests for Information As of 15 December 2020

Question 1): Will the Government provide customer “as built” drawings for the existing AV system?

Response 1): We are unable to provide as-builts, but am attaching a picture of the old AV system. Currently the room is set with standard sheet rock.

Question 2): Two (2) Projectors; what will need to be projected? Content from HP computer, anything else?

Response 2): Content from HP computer and touch control panel for control system. We would mainly be projecting the HP computer but would like to separate or combine video inputs on the projectors. For future VTC capabilities, to connect a standalone laptop or other video inputs.

Question 3): Two (2) Ceiling projector mounts; what is the ceiling type, for example, 2x2 dropped ceiling tiles, if false ceiling how much space is there to the hard ceiling?

Response 3): The ceiling is 8 feet and 10.5 inches high but it does have a false ceiling. The lowest point is 2 feet space and slants upward to the back of the room.

Question 4): Six (6) speakers; Are there any requirements as far as size, shape color, location or mounting (ie wall vs ceiling)?

Response 4): The room has 8 speakers and they are mounted in the ceiling. The TRD called for 6 speakers, it has been amended to 8, see TRD dated 8 December 2020.

Question 5): One (1) microphone; where is it located, what type (handheld, lav, desktop) is it wireless or wired? Is it only connected to room speakers for voice reinforcement?

Response 5): Microphone should be mounted at the lectern but also have enough slack to move the lectern to another position on the stage.

Question 6): One (1) 7" touch control panel for a new control system. What is it expected to control exactly, what inputs - is it just to select which projector is active? What functions?

Response 6): Expecting a table of some form with a touchscreen to control the projector, but it cannot be wireless.

We would mainly be projecting the HP computer but would like to separate or combine video inputs on the projectors. For future VTC capabilities, to connect a standalone laptop or other video inputs.

Question 7): The existing Apollo screen; what is the size/aspect ratio, is it one screen or two, is it motorized, is it expected to be controlled by the new control system?

Response 7): The Projector screen is one screen and is 20 feet wide by 7 feet high. It does have a control button located to the right of the screen. Not a requirement to control the screen from the proposed equipment.

Question 8): The existing Bogen Amp, what connects to this amp, as the proposal has a new amp, will the Bogen amp remain, if so what is it used for?

Response 8): The Bogen amp runs the old audio system in the briefing room. This equipment is getting replaced.

Question 9): The existing JQA projector, is this projector not being removed as part of this project? if not, what is the purpose of the projector and what will it connect to?

Response 9): The JQA projector is being removed from the room as part of the uninstall. See revised TRD dated 8 December 2020.

Question 10): The TRD calls out uninstall of existing equipment and specifically mentions monitors, but there do not appear to be any new monitors in the design, is that correct?

Response 10): There is one computer monitor for the controller connected to the HP desktop.

Question 12): The title of this solicitation is "VTC upgrade" but the TRD contains no VTC equipment. Is something missing? Please confirm or help us understand what is the VTC component as it may effect cabling and components connections.

Response 12): The original project was for a VTC Upgrade, but the requirement was reduced to what has been solicited, but the project prevailed with the initial name.

Question 13): There is no requirement for the following:

•VTC Codec (such as Cisco) •DSP (such as Biamp) •Control System Processor (such as Crestron) •Equipment rack.

Response 13): The VTC Codec and the DSP would depend on what solution/equipment the Vendor is offering. The Control System Processor is the control system touch screen mentioned in the TRD Requirement paragraph 3. An equipment rack will not be used, the equipment will go on desk with the existing computer.

Question 14): What type of security clearances would the installers require to access the building if any?

Response 14): There isn’t a clearance requirement for the main briefing room.

Question 15): What would be the working hours?

Response 15): The conference room will be available to the Awardee from 0600 to 1800, Monday through Friday.

Question 16): Will all the equipment under "existing conditions" be uninstalled and replaced by the equipment listed under "Requirements"?

Response 16): HP computer, keyboard, mouse and monitor are staying at the desk. The old Panasonic, old Bogen, old speakers, old projector and old projector mount will be removed.

Question 17): The RFQ states that offerors are to submit the "ATTACHED REPRESENTATIONS AND CERTIFICATIONS AND SUBMIT WITH THE OFFER". Where is the attachment?

Response 17): The reps and certs will be attached to the posting amendment.

Question 18): If I understand correctly, Davis Bacon wages do not apply to this opportunity, correct?

Response 18): Yes, that is correct.

Question 19): Is this a Service Contract opportunity? If not, where in the Executive Order do I reference the wages for this project?

Response 19): No, this is considered a commercial commodity buy with incidental services for the installation.

Question 20): As one of the projectors is new, can you confirm that facilities will provide a standard electrical outlet at/near the new projector location, or let us know if we need to pull a new electrical circuit.

Response 20): The project is for two new projectors. The old projector and mount will need to be removed. There is electric connection where the old project is about 10 feet away from each of the new projector position.

Question 21): Please confirm new/replacement ceiling tiles will be provided by facilities for when we remove the old speakers and projector mount?

Response 21): The Government does not have replacement ceiling tiles. Please provide for the replacement of them, the information regarding the existing are attached in pictures.

Question 22): The picture "MBR_room.jpg" shows what appears to be a motorized projector lift in the down position for the existing projector. Should this lift be reused, or replaced, or do you want a new solution with no lift and the projector mounted below the ceiling tile? Likewise, what would you like for the second projector?

Response 22): The lift can be reused but must match both sides of the room to support the two new projector. If not reused, it will need to be removed. New solution with no lift with just projector mount is fine. Have both projectors cover all of the 20 feet by 7 feet. Projector need to be able to share an input to have one screen or have separate inputs to have separate items on each projectors.

Question 23): What are the dimensions of the room? (including ceiling height)

Response 23): 31ft and 8in front to back; 32ft side to side; and 8ft and 10 inch tall.

Question 24): Is there an existing control system? If so will the uncompiled code be provided?

Response 24): no

Question 25): Is there an existing touch panel that will be re-used?

Response 25): no

Question 26): What type of mic is the government requesting? (Wired, Wireless, lapel etc.)

Response 26): wired

Question 27): Is there an existing DSP for the mics to connect to?

Response 27): no
