FA2823-20-Q-0005– Aircrew Flight Equipment Maintenance As of 05 March 2020

Question 1): The NAICS Code as the one listed in the RFQ 561900 should it be 561990 as the 561900 does not come up in NAICS search.

Response 1): The RFQ attachment has been updated to reflect the correct NAICS of 561990.

Question 2): The paragraphs referenced in PWS Appendix 3 do not exist.

Response 2): The PWS has been updated to reflect the altered Appendix 3; please see PWS dated 13 February 2020.

The RFQ attachment has been updated to reflect the revised PWS.

Question 3): The job descriptions for AFE/Survival Equipment technicians will you be posting them soon?

Response 3): The applicable job descriptions have been added to the Collective Bargaining Agreement (Attachment

4) right after Article 8.

Question 4): Will the Government provide all consumable parts, supplies and materials required to provide all services described within the description of services? If no, will the Government provide a summary of parts, materials and supplies to be provided and priced by the offeror?

Response 4): Yes the government will supply.

Question 5): Will the government confirm that the repair of flight suits and flight jackets is still a valid requirement under the new contract? Is this requirement only in support of "emergency repairs"? Workload for this work is not readily apparent within APPENDIX 3 (Workload Estimates). If the requirement is valid, please provide/clarify the estimated workload.

Response 5): Yes, see revised PWS dated 02 March 2020.

Question 6): Is the current staff performing maintenance, repair and sewing machine overhauls at this time? Will the Government fund all parts and supplies necessary to perform this work?

Response 6): Yes the current staff is performing this task and the government will fund all parts and supplies.

Question 7): Will the Government please provide clarity on this performance requirement? Is this for local manufacture of AFE tools? Repair parts? Or local manufacture/repair of aircraft flyaway gear? i.e. Engine covers, pitot tube covers.

Response 7): This is referring to local manufacture//repair of aircraft flyaway gear? i.e. Engine covers, pitot tube covers. This also includes sled straps

Question 8): The current contract has multiple flight line, back shops, and support activities that warrant a stand-alone Quality Control section that is staffed with a full time Quality Control Manager (QCM), and several QC inspectors that monitor all shops. Given the size of the AFE shop and staffing level, we are confident that AFE Lead can perform these functions without increasing performance risk or quality on this contract. As this PWS element currently reads, offeror's will be required to staff a full-time, stand alone QC Manager. Will the Government revise this PWS requirement by removing: "Core QC inspectors not augmentees or shop leads/technicians"?

Response 8): No

Question 9): Are offeror's required to carry "aviation liability insurance"or "Aircraft public and passenger liability" , and provide a copy of this certificate NLT 15 days IAW PWS 4.9.8?

Response 9): No, just workers compensation, general liability, and automobile insurance (if applicable).

Question 10): Is a Table of Contents and/or List of Acronyms required for each Volume? If so, will they count against volume page count?

Response 10): No, they are not required and no they would not count against page count.

Question 11): Will the Government clarify the titles to be used for each volume?

Response 11): Volume I – Contract Documents, Volume II – Price, Volume III – Technical, and Volume IV – Past Performance

Question 12): Does the Government want each volume to be in separate files, or consolidated within a single file?

Should Volume II-Price Volume be in a separate file?

Response 12): It does not matter, please just make sure they are not huge file sizes before sending.

Question 13): Will the Government provide a new PPQ (Atch 8) to facilitate the timely completion and submission by Government and Commercial clients?

Response 13): Yes, see revised PPQ attachment.

Question 14): PWS does not reference IPI or RED X performance requirements; however, PWS does reference Inspections, and AFE operations by regulation require IPI's and RED X sign-offs on the large majority of items to be inspected and repaired IAW applicable Technical Orders. Will the Government confirm this requirement in order to perform these services? If yes, given the low density of this skill set on the contract should offeror's provide this differential pay to all employees within the shop?

Response 14): Yes. It is up to the offeror to decide how the pay is distributed.

Question 15): The job descriptions that typically reflect the required certifications are Parachute Rigger, or Aircrew Life Support Equipment Specialist/Technician. The CBA (APPENDIX A-Wages) does not reflect an appropriate Job Classification or associated wage. Will the Government provide the Job Classification titles from the CBA to be used for the shop Lead, SR and remaining AFE specialist?

Response 15): The International Associations of Machinists and Aerospace Workers and the Incumbent Contractor have affirmed that the job descriptions provided in the CBA do apply to the AFE Requirement. The Aircraft Mechanic/Aircraft Worker Job description states that he/she repairs, maintains, and inspects aircraft structures, systems (AFE is a system), components, and related equipment. He/She conducts functional tests of repaired components. Offerors are reminded of Section 4(c) of the SCLS (29 CFR 4.163), with this amendment the USAF has posted all information in its possession, and employers are responsible for making appropriate job classification decisions and coordinating with the applicable Union.

Question 16): Given this will now be a separate contract, operating under the same operational requirements as the maintenance contract, will an AFE employee be required to be in an "On Call" status during non regularly scheduled hours, and thus entitled to this pay?

Response 16): No, only over time will be handled by case-by-case basis. Please see PWS paragraph 4.3.2.

Question 17): Will the COR post all required Technical Orders and Manuals to a Data Warehouse so contractors bidding this will have access to review them?

Response 17): The technical orders are mostly FOUO, but some internet searches have revealed some of the technical orders (Air Force Technical Order Search, Tinker and Robins repositories). Any of the TOs that are not available can be provided upon request, send email to kristina.brannon.1@us.af.mil. ETIMS will be provided to Awardee.

Question 18): How do they presently mark their GFP/GFE do they use UID or RFID as described in the Defense Property Accounting System and if so, what scanner do they use to track it?

Response 18): Contractors track the GFP/GFE using a Local ID. They track all documents on a PDF excel spreadsheet.

Question 19): Tools on hand in each of the shops, will we be able to sign for those or do we need to buy?

Response 19): The tools are Government owned and will be transferred from the incumbent to the Awardee during the transition period.
