STATEMENT OF REQUIREMENTS

FOR

96 RANSS/RNRT1

Maritime Target Asset 36’ Fast Response Fire/Rescue Boat

12 AUG 2019

The 96 Range Group, Range Support Squadron, Mobile Targets Section is soliciting to acquire one (1) 36’ Fire/Rescue Boat and Trailer which meet the following specification and features.

1.0 STANDARD FEATURES

a. Welded Aluminum Ridged Hull RIB, Deep V Monohull design

b. Balanced hull design

c. Built to ABYC standards, structurally designed to meet ABS High Speed rules for High Speed

Naval Craft

d. Oversized port and starboard side walkways provide quick and safe access forward and aft

e. Ladder for MOB and rescue operations

f. All construction is in accordance with ISO Standard 12215

g. Entire structure of the vessel is made of 5086 aluminum alloy

h. Dead rise will assure a safe, smooth ride and the wide water-plane area will increase stability

i. Boat shall have anti-fouling bottom paint applied in Black color

j. Center console design W/ front windscreen

k. Integrated Metal Hard Top or Metal T-Top

l. Heavy Duty Tow Post with reinforced back plate

m. Hull form to be designed patrol and fire and rescue missions

n. Six (6) 12” cast aluminum weld on cleats

o. H/D bow eye and transom tie-downs

p. Single color Gray Paint W/ Black Rib

q. Wiper Pair Foam Flotation

r. Foam high density closed celled

s. Tie downs recessed six (6)

t. H/D Bow Eye and Transom Tie- Downs

u. Land Transportable on Specified Trailer

2.0 HULL TYPE

a. Ocean going aluminum, Deep V center console

b. Hull Lettering port /starboard

c. HIN number attached to transom

3.0 SIZE

a. 36’ (+- 1’) plus appendages with 10.5’ or Greater beam

4.0 SPEED

a. Top Speed: 45 plus knots at full load

b. Cruise Speed 30 Knots at full load

5.0 PROPULSION

a. Outboard, pre rigged Twin 300HP Mercury VERADO, 4 Stroke Outboard Engines, w one counter rotating engine W/SS props

b. Digital Gauges & Throttles, Power Steering

6.0 FUEL CAPACITY

a. Three hundred (300) Gallons (+- twenty (20) gallons)

7.0 ELECTRICAL SYSTEM

b. House Battery system 12VDC – one marine grade battery with switch

c. Quad battery System w/ isolators

d. Optima Blue Top, 8016-103 D34M high-performance AGM Marine Battery with minimum 4 year life span used for extensive electronic systems

e. Blue Sea Marine 360 Panel System, 360 Circuit Panel System uses an open frame to mount a broad selection of modules, allowing multiple functions to be combined for the Electronics Distribution Panel

f. Two (2) 12VDC power receptacles on dash

8.0 LIGHTING

a. LED navigation lights (running and anchor)

b. LED Flood Light

c. Red/white overhead dome light

d. Magnetic compass w/ dimmable back-lighting

e. Appropriately placed lighting to provide low level and high visibility options during night missions

f. Light Remote spotlight

g. Dimmer Switch Panel

h. White and Amber Strobe Lights 360 Degree Visibility (T-Top Mounted)

9.0 ELECTRONICS/ INSTRUMENTATION

a. Radar: Furuno DRS6ANXT-Solid State Radar with pulse compression utilizing Doppler technology combine with RezBoost technology with Target Analyzer and Fast Target Tracking high resolution features with 10M cable

b. Radar Display: Furuno TZTL12F-NavNet TZtouch 2 Chart Plotter/Fish finder, with Twelve

12.1 inch Touch Screen Display interfacing RezBoost technology with data type NMEA2000

c. Radios: Two (2) Marine VHF, Model ICOM IC-M605A radio with up to three stations intergraded AIS receiver mating functions of COMMANDMIC and Raymarine AIS 650 system and a large 4.3" color TFT LCD display provides nearly a 180 degree viewing angle

d. Remote Mic Port

e. Antenna: VHF Phase III 6db, Shakespeare 6225-TL with Flagship Phase III technology mating the COMMANDMIC ICOM radios

f. Gyroscope: Furuno PG700-Flux Magnetic Sensor with Enhanced Stability by Solid-State Rate with Automatic magnetic field distortion correction, sensor detecting terrestrial magnetism allowing flexible compatibility with Furuno display with a Six (6) meter cable connection

g. GPS: Furuno GP330B, Capable of NMEA2000/NMEA0183 Data Output, Certified GPS/WAAS Sensor providing position, course and speed information through NavNet-3D system connecting into Furuno Gyroscope and Display

h. Raymarine AIS650 B Class B Automatic Identification System (AIS) Transceiver connecting to the ICOM 650A Radios

i. FLIR

j. Full gauge package to include horn, Ritchie SS-5500 compass and electronic digital throttle control or equal

k. Gauge package to include dimmer capability

10.0 FIRE PUMP PACKAGE

a. Capacity: five hundred-seventy five (575) GPM + (Hercules sixty-four (64)HP)

b. Hard piping, Sea Chest, FW Flush, two (2) Manual Monitors

c. Firefighting Foam Capability

d. Eductor Nozzle

e. Sea chest placement will ensure that the deck space is maximized

f. The sea chest is easily accessible for maintenance as is the hard piping, which is efficiently run underdeck to the monitor location

g. The pump will draw its fuel and 12V power from the boat systems and the pump controls will be located at the pump

h. Included in the package will also be a fresh water flush system for the entire fire pump system.

11.0 ANCILLARY FEATURES

b. SHOX Model 4600 seating a highly engineered shock mitigated solution for high speed interceptors and offshore interdiction. Ideal for helm, crew, or passenger suspension seating with seated or standing operation, include a behind the seat leaning post (drop out base for operating in a standing or sitting position) and foot rests amounted to the console

13.0 DOCUMENTATION

a. Technical Data Package for boat shall include all electronics in hard copy format for basic structural, plumbing and electrical drawings.

b. Delivery period of boat documentation package is one hundred-eighty (180) Days After Receipt of Order (ARO).

14.0 LABELING:

a. Per Mil Standard on all plastic and metal identification plates

b. IUID tags required for boat, engines and trailer

15.0 WARRANTY

a. Standard Commercial on boat, trailer and all attached components.

16.0 DELIVERY

b. Delivery is FOB Eglin AFB, FL.

c. Boat and Trailer must have a title for the boat and/or Certificate of Origin for the trailer accompanied with a Bill of Lading that includes HULL and VIN numbers.

d. Boat must be configured with motors mounted on trailer and in “Turn-Key” condition.

e. Delivery Period two hundred-twenty (220) Days ARO.

f. If vendors cannot provide a boat as specified above, No prototype or substitute hulls will be accepted.

g. Builders Trial and Pre Delivery Inspection at builder’s facility required.

h. The manufacturer will conduct sea trials to verify all boat systems are operational.

i. The manufacturer will notify the Air Force in writing that the boat is ready for acceptance testing.

j. Within ten (10) working days, Air Force representatives will perform a separate sea trial for technical acceptance of deliverable in conjunction with the manufacturer at their facility.

k. Final inspection and acceptance of deliverable watercraft will be performed at Eglin AFB, FL.
