SOLICITATION: FA2823-19-Q-0058 36’ Fast Response Fire-Rescue Target Boat Q&A

Q1 - Does Section 1.0 - item a. intend to describe a traditional Rigid Inflatable Boat (RIB) design with an inflatable sponson for additional stability? SOR Reference Section 1.0 - item a. "Welded Aluminum Ridged Hull RIB, Deep V Monohull design”
A1 – Yes, the sponson would add in stability as part of the boat but also serve for boarding and bumpering purposes. The sponson is foam filled or foam filled with air bladder design. Deep V/ RIB hull design from a centerline chine most capable for the combination of stability and speed we need to achieve coupled with the type of sea state durations that are prevalent verses other chine designs such as a two or three hull.
Q2 - Is the intended design to be a deep v aluminum hull with stability derived from chine area with a closed cell foam for boarding operations as Section 1.0 items h. and r. and Section 2.0 item a. suggest?
SOR Reference Section 1.0 - item a. "Welded Aluminum Ridged Hull RIB, Deep V Monohull design”
A2 – Yes for the intended design, but the closed cell foam reference is in regards to foam within the hull that provides floatation and some soundproofing.

Q1: The statement of requirements calls out in section 5.0 Propulsion, Outboard, pre rigged Twin 300HP Mercury VERADO, 4 Stroke Outboard Engines, w one counter rotating engine W/SS props.
After speaking with Mercury Government Sales the lead times on the motors that are called out in the specification is 20 months. With this being the case and with a delivery date of 220 days after award is the government willing to accept another brand of engines or is the government willing to wait for the Mercury engines to be available.
A1: The SOR states Mercury Verado, 4 stroke 300hp outboard engine, if you submit a quote, you must also provide a revised, realistic delivery date with your submission to reflect the above.
Q2: There are different places within the specification that calls out different delivery times, one places calls out 180 days and other places calls out 220 days. Can you please confirm the correct delivery time.
A2: The SOR states that technical data package be provided 180 ARO. The SOR states that the boat delivery period will be delivered 220 days ARO.
Q3: Is the government wanting to carry foam on board the vessel, if so how many gallons?
A3: Onboard foam is not required.
Q4: The specifications calls out foot rest, does the government want the adjustable height foot rest from Shox’s as well.
A4: Yes.
Q5: The specifications calls out fresh and raw water wash-downs- How many gallons of freshwater does the Government want?
A5: 20 gallon minimum
Q6: The specified Raymarine AIS650 has been discontinued. The replacement Raymarine AIS700 does not integrate well with the Furuno suite. Do you have a clarification or other equipment you require?
A6: You are correct the Raymarine AIS 650 is discontinued, a Furuno AIS, Model FA50 Class B Transceiver is acceptable for integration into the specified electronics suite.
Q7: The specified engines (Mercury Verado 300HP) have a painfully long lead time of about 2 years, and are also not sufficient horsepower to achieve the fully loaded speed requirement of 45 knots.
The Mercury Verado 350HP engines, which are needed to achieve your speed requirement, have a lead time of about 3 weeks. Can you please provide guidance on this issue?
A7: The SOR states Mercury Verado, 4 stroke 300hp outboard engine, if you submit a quote, you must provide a revised delivery date with your submission. The government is willing to accept a reduction in performance to achieve range. Provide expected degradation of performance expected for cruise and top speed requirements.

Q8: Wiper pair foam flotation, does foam flotation belong in the next line ‘r’? And does wiper pair mean two windshield wipers?
A8: Yes; should read wiper pair which can be taken to mean single wiper provided a single wiper clears moisture from entire wind screen field of vision, if not it is to be read as dual wipers.
Q9: Can you please confirm that the size specified includes the RIB collar? The beam of 10.5’ requires an escort with where a 10’ beam does not. Will you accept a 10’ beam? Will you accept a 36’ length with +-2’ in lieu of 1’?
A9: The size specified includes the RIB collar. The beam width of 10’ is acceptable, the 10.5 should be a maximum width. The boat hull bow to stern as stated remains 36’ +-1’.
Q10: You ask for a Furuno electronics suite, yet ask for a Raymarine AIS transceiver. Will a matched Furuno AIS transceiver be acceptable?
A10: Yes, being the Raymarine AIS650 is discontinued, a Furuno AIS, Model FA50 Class B Transceiver is acceptable for integration into the specified electronics suite.
Q11: Can you confirm are there Shoxs seats for Helm and crew, (two) or are four seats required to accommodate passengers? If four seats are required are they all to be Model 4600 seats?
A11: Two Shox seats are required for the Helm and crew position not four.
Q12: Is the medical litter transport basket to be a floating basket type?
A12: The litter transport basket does not need to be a floating type basket but can be.
Q13: Is the cost of the PDIT travel expenses covered by the builder or the Air Force?
A13: The Air Force will cover the expenses for the PTID travel. Estimated travel expenditures should be included as part of your proposal submission.
