About this file
This is a Performance Work Statement (PWS) for audio-visual integration consulting and renovation services for the Air Force Judge Advocate General's (JAG) courtroom at Los Angeles Space Force Base, with a completion date of September 30, 2026.
The project involves upgrading the 96th Air Base Wing Courtroom to integrate modern Audio-Visual over Internet Protocol (AV/IP) based systems with Microsoft Teams capability, replacing outdated VTC technology sunset by the Air Force in July 2024. The contractor must install three new 65-inch display monitors to replace existing screens, four new 27-inch 4K confidence/evidence monitors, two Vaddio RoboSHOT 12E cameras, a BiAmp Tesira X800 audio Digital Signal Processor, two Shure MXA920R-R ceiling microphone arrays, and associated networking equipment including Crestron DM-NVX encoders/decoders and control systems. The system must support content presentation from five locations (podium, two counsel tables, judge's bench, and one customer-determined location), enable remote testimony via Teams/Zoom integration using existing input/output devices, and integrate with court reporting Eclipse equipment. All components must be professional or broadcast quality, non-proprietary, and modularly engineered for easy replacement. The contractor is responsible for all wiring, cabling, electrical requirements, software coding mirroring JAG Corps standards, complete system documentation in AutoCAD/Visio format, training for Air Force personnel, and five years of post-installation support including 24-hour maintenance turnaround, with full warranty coverage thereafter for manufacturer-warranted equipment.

PERFORMANCE WORK STATEMENT (PWS)
THE AIR FORCE JUDGE ADVOCATE GENERAL’S
AUDIO VISUAL INTEGRATION SYSTEM
CONSULTING AND RENOVATION SERVICES
LOS ANGELES SSC/JA
30 SEPTEMBER 2026
1.0 GENERAL INFORMATION:
The AF JAG Offices provide litigation services to wing commanders across the Air Force. Part of the litigation services provided is testimony in criminal/civil cases. In many cases a substantial cost savings can be achieved by utilizing collaborative technologies to allow remote testimony. This is not only a cost savings to the Air Force, in many cases is a mission savings as well, due to the fact a military member does not have to spend days traveling to testify and days traveling back to home station. In April 2022, DISA sunset their Global Video Services (GVS) and SAF/CN produced a memo stating Air Force units should be replacing VTC technology with capabilities that allow the integration of Teams. As a result, the JAG Corps has been implementing a strategic plan to carry out this implementation. The fourth phase of this strategic plan is retrofitting/ reconfiguring existing courtrooms to accommodate this capability and technology. Los Angeles Space Force Base (Courtroom) is a location with an existing integrated AV System in need of an upgrade/modification. In July 2024 AF JAG Corps sunset all VTC capabilities on NIPRNET. This sunsetting of VTC on NIPRNET and the outdated technology in the exiting courtroom are the driving factors of this requirement.
2.0 MISSION STATEMENT:
Increase capabilities, integrating in accordance with SAF/CN guidance while maintaining standardization to the existing video and audio hardware and software across the JAG Corps to the maximum extent possible, with modern Audio-Visual over Internet Protocol based system. The contractor shall review architectures for interoperability and where/if possible, assist the JAG Corps integrating new capabilities into existing design of AV Systems and business processes to accommodate utilizing existing hardware/software while integrating the capabilities to add Microsoft Teams Capability using existing input/output devices in rooms suites to connect to PC running Teams/Zoom (i.e. Camera, Speakers, Microphones, and display screens).
3.0 GENERAL SYSTEM REQUIREMENTS:
The contractor shall install and integrate all components, cables, etc. necessary to complete the installation and provide a turnkey solution in each of the locations. The installation is to include all accessories and appurtenances required to provide a complete and fully operational system in these locations. Any materials not specifically mentioned in these specifications but required for a finished and functional installation must be furnished and installed at no additional cost in these each location. All items not mentioned in this statement which are necessary, required, or appropriate for this work will be provided by the contractor to achieve a complete, stable, and safe operation in each location.
Components installed in the court rooms shall NOT be proprietary, and integration must be modularly engineered for easy replacement due to upgrade or failure.
The contractor shall be responsible for all required electrical requirements necessary to install these systems in the location.
In this location Audio/Visual equipment quality levels are defined as follows: consumer, which includes equipment aimed to the home market, industrial which is designed for mid-grade or small commercial use (church, boardroom, small auditoriums, etc.) and professional or broadcast which is designed for large scale theater/auditoriums or video production facilities. Professional equipment or better shall be provided for the video and audio components of this system. This project will require professional and or broadcast quality components where practical.
This document provides an equipment requirement for the courtroom location which requires AV integration support. This list is by no means comprehensively complete. I t i s intended to provide the contractor with a reasonable understanding of the scale or magnitude of this project.
The contractor shall perform their own detailed site survey to confirm the actual hardware, cabling, software, power, and labor requirements needed to complete this project.
Unless specifically mention it is assumed the AV software code for the current existing system at a location is not available and not in the government’s possession. All software coding should mirror and mimic the same standard as other JAG Corps locations. A sample can be provided to the contractor. This software standard enables drag and drop technology and simplicity to the user.

Video signaling will be converted to connect to the PC that is selected through the control panel as the USB host for the MS Team Meeting. Contractor will install a new BiAmp Tesira X800 audio Digital Signal Processor (DSP) to manage and control room audio. This DSP needs to be paired with 2 new Shure MXA920R-R ceiling microphone arrays to capture audio during court proceedings. All audio playback will be provided through the existing customer-provided ceiling speakers already installed within the room. During collaborative MS Teams calls the room audio system will use ceiling microphones and speakers using the connected PC that is selected as the USB host for the
Teams Call. System will provide audio feed from AV System to Court reporting Eclipse equipment via valid input source accepted by the eclipse equipment. All equipment will be housed in the existing equipment rack in its current location within the room.
