ASBESTOS ABATEMENT AND DISPOSAL REQUIREMENTS

1.2 ASBESTOS ABATEMENT SUBMITTALS
1.2.1 The Contractor shall provide all required submittals to 61 CELS/CEAN (Environmental
Engineering) through the Contracting Officer prior to commencement of work. All submittals must be reviewed and approved by Environmental Engineering prior to commencement of work.
1.2.1.1 Scope of Work: The Contractor shall provide a description of the proposed work.
This description shall address location of the asbestos to be abated, amount of asbestos to be abated, and the time and manpower needed to complete the abatement.
1.2.1.2 Equipment List: The Contractor shall provide a list of equipment items to be used in the work, including brand names, model numbers, capacity, performance characteristics, quantities, and other pertinent information.
1.2.1.3 Asbestos Abatement Plan: The Contractor shall prepare a detailed asbestos abatement plan that identifies the work procedures, health, and safety measures to be used in asbestos abatement. The plan shall include, but not limited to, the following key elements:
Abatement methods and procedures specific for each asbestos-containing component.
Means for notifying occupants of proposed work schedules.
Unique problems associated with the asbestos abatement project.
Sketch of asbestos control areas. Also include maps, diagrams, or other means of depicting locations of air monitoring pumps, negative air machines, decontamination units, hazardous waste and waste accumulation sites, and background clearance sampling locations.
Eating, drinking, smoking, and restroom procedures.
Sequencing of asbestos related work.
Personnel protective equipment, respiratory protection program and controls.
Engineering controls, containment structures, and safety measures.
Worker exposure assessment procedures.
Work practice controls.
Housekeeping.
Hygiene facilities and practice.
Disposal plan for debris and wastewater.
1.2.1.4 Proof of License, Experience, and Insurance:
The Contractor shall provide a copy of their license from the California State Contractor’s Licensing Board (CSCLB).

The Contractor shall provide certification of prior experience on asbestos abatement projects similar in nature and extent to ensure the capability to perform the abatement in a satisfactory manner. Include in this certification:
Agency for which the work was done.
Type of work (e.g., abatement, encapsulation, enclosure).
Name of the agency representative responsible for performance inspections.
Results of any inspections by other agencies (e.g., EPA, DOHS).
A record of any citations issued by federal, state, or local regulatory agencies relating to asbestos abatement activity. Include projects, dates, and resolutions.
The Contractor shall assume full responsibility and liability for compliance with all Federal, State, and local regulations pertaining to the abatement of asbestos. This includes, but is not limited to training, work practices, hauling, disposal, and protection of workers, visitors to the site, and persons occupying areas adjacent to the site. Where there is a conflict between regulations, the most stringent standard at the time of abatement shall be applied.
The Contractor shall, at its own expense, provide and maintain during the entire performance period of this contract at least the kinds and minimum amounts of insurance required in the contract. Minimum amount of insurance are as follows:

1.2.1.5 Employee List with Training, Medical, and Fit Test Records: The Contractor shall provide a list of all employees conducting asbestos abatement, legible copies of all training certificates from an approved EPA course provider, and appropriate medical and fit-test records.
1.2.1.6 Emergency Contingency Plan: The Contractor shall prepare and provide a copy of an emergency contingency plan in accordance with 40 CFR 261. The procedures must address the following asbestos abatement hazards as appropriate to the project:
Negative air pressure system failure.
Major breech of containment barriers.
Detection of excessive asbestos levels in the air.
Spilling of asbestos debris bags or containers.
Phone numbers for project manager, local fire, police, and medical personnel.
1.2.1.7 Waste Hauler/Transporter Information: The Contractor shall provide the name, address, EPA identification number/registration number, certificate of insurance, and additional information as required for the waste transporter.

1.2.1.8 Treatment, Storage and Disposal Facility (TSDF) Information: The Contractor shall provide the name, address, general facility information, list of waste stream accepted, EPA identification number, certificate of insurance, and additional information as required for the TSDF.
1.2.1.9 Advance Notification of Abatement to Applicable Regulatory Agencies: The
Contractor shall submit written notification to the appropriate Federal, State, and local agencies and provide copies to Environmental Engineering 10 days prior to the commencement of work. Provide a copy of the South Coast Air Quality Management District’s (SCAQMD) Rule 1403 Notification, and Cal-OSHA notification.
1.2.1.10 Permits/Registrations for Equipment that will be used during Abatement: The
Contractor shall secure all necessary permits/registrations in conjunction with asbestos removal, hauling and disposal. Provide copies of the permits/registrations to Environmental Engineering through the Contracting Officer 10 days prior to the commencement of the work. Permits necessary include, but are not limited to, high-efficiency particulate air (HEPA) filter vacuums, negative air machines, and generators.
1.2.1.11 Material Safety Data Sheets for all Hazardous Materials that will be on Site: The
Contractor shall provide copies of MSDS’ and the quantities for materials that will be used during abatement. Environmental Engineering, Safety, and Bioenvironmental Engineering, through the Contracting Officer, shall approve all chemicals used at LAAFB.
1.2.1.12 Proof of Laboratory Accreditation: The Contractor shall provide the name, address, and telephone number of the independent testing laboratory selected to perform sampling and analysis for personal and area air samples and bulk sample analysis. Submit proof or qualifications of testing laboratory and personnel.
Accreditation by the American Industrial Hygiene Association (AIHA) for asbestos work and certification that persons analyzing the samples have been judged proficient by successful participation in the NIOSH Proficiency Analytical Testing (PAT) Program shall be considered sufficient proof of compliance. Environmental Engineering, through the Contracting Officer, shall approve the submittals prior to beginning any testing.
1.2.1.13 Proof of Qualified Consultant: The Contractor shall provide the name, address, and telephone number of the independent, third party qualified consultant selected to oversee the asbestos abatement. The qualified consultant shall possess 2 years prior experience on similar asbestos abatement projects and shall be at a minimum, a Certified Asbestos Consultant (CAC) in accordance with 8 CCR 341.15, or a Certified Site Surveillance Technician (CSST) in accordance with 8 CCR 341.15 under the direct supervision of a CAC.

1.3 QUALITY ASSURANCE - QUALIFICATIONS
1.3.1 Abatement Contractor: Certification that the Contractor has prior experience on asbestos abatement projects similar in nature and extent to ensure the capability to perform the abatement in a satisfactory manner.
1.3.2 Competent Person: Certification that the abatement Contractor’s full time and on-site asbestos abatement supervisor meets the competent person requirements as described by the EPA under Section 206 of Title 2 of the Toxic Substance Control Act (TSCA). In addition, the asbestos abatement supervisor shall possess an Asbestos Contractor/Supervisor certificate, and be experienced in administration and supervision of asbestos abatement projects, including work practices and have had a minimum of 2 years on-the-job experience.
1.3.3 Qualified Consultant: The Contractor shall hire an independent third party consultant, separately from the abatement contractor. Certification that the qualified consultant is a CAC or CSST under the direct supervision of a CAC, and is experienced in monitoring asbestos abatement projects, including work practices and have had a minimum of 2 years on-the-job consulting experience.
1.3.3.1 The qualified consultant shall provide full time (8hr/day), on-site abatement oversight throughout the duration of the project. Additionally, the qualified consultant shall conduct all sampling (background, area and clearance); and oversee abatement operations each day to include setup, abatement, daily cleanup, and completion inspection and document these observations in their daily log.
1.3.3.2 The Contractor shall not eliminate the need for the qualified consultant without the written consent of Environmental Engineering through the Contracting Officer.
Results of air sampling and the daily logs shall be submitted, in written form, no more than 48 hours after completion of the sampling cycle to Environmental Engineering through the Contracting Officer.
1.3.4 Testing Laboratory: The Contractor shall provide the name, address, and telephone number of the independent testing laboratory selected to perform sampling and analysis for personal and environmental air samples, and bulk sample analyses.
1.3.5 Respiratory Protection Devices: Manufacturer’s certification of NIOSH approval for respiratory protection devices utilized on the site.
1.3.6 Cartridges, Filters, and Vacuum Systems: Manufacturer’s certification of NIOSH approval of respirator cartridges (organic vapor, acid gas, mist, dust, HEPA), HEPA filtration capabilities for all cartridges, filters, and HEPA vacuum systems.
1.3.7 Medical Records: Certification that employees who are involved in asbestos abatement work have received medical examinations and will receive continued medical surveillance, including biological monitoring, as required by 29 CFR 1926.1101, 8 CCR 1529, and local
02085-7 regulations pertaining to such work. Records shall be retained, at Contractor’s expense, in accordance with, 29 CFR 1926.1101 and 8 CCR 1529.
1.3.8 Training: Training certification shall be provided prior to the start of work involving asbestos abatement, for all of the Contractor’s workers, supervisors, and competent person.
Training shall meet the requirements as described by the EPA under Section 206 of Title 2 of the Toxic Substance Control Act (TSCA). Training shall be provided prior to the time of job assignment and annually thereafter. All abatement workers shall have completed a 32-hour asbestos worker course.
1.4 SITE VISIT
1.4.1 The Contractor shall visit and investigate the site, review the drawings and specifications, assess the amount of asbestos, and become familiar with conditions that will affect the work.
1.5 LIABILITY INSURANCE FOR ASBESTOS
1.5.1 Asbestos abatement liability insurance shall be obtained without additional expense to the
Government. The Contractor shall assume full responsibility and liability for compliance with Federal, State, and local regulations pertaining to training, work practices, hauling, disposal, and protection of workers, visitors to the site, and persons occupying areas adjacent to the site.
1.6 DAMAGE AND CONTAMINATION
1.6.1 Abatement and storage, transportation, and disposal of abatement waste, shall be performed without damaging or contaminating adjacent work and non-work areas. Where such areas are damaged or contaminated, the Contractor shall restore the area(s) to the original condition without additional expense to the Government and to the approval of the Contracting Officer.
1.7 COORDINATION WITH OTHER WORK
1.7.1 Abatement and waste disposal work shall be coordinated with existing work and/or concurrent works being performed in adjacent areas. The Contractor shall contact the Contracting Officer for schedules that may affect the progress of the abatement project.
1.8 SAFETY AND HEALTH REGULATORY REQUIREMENTS
1.8.1 Work shall be performed in accordance with applicable Federal, State and local regulations including, but not limited to 29 CFR 1926.1101, and 8 CCR 1529. Matters of interpretation of the standards shall be submitted to the appropriate agency for resolution before commencement with abatement activities. Where these regulatory requirements vary, the most stringent regulation at the time of abatement shall apply.

1.8.2 Personnel shall wear and use protective clothing and equipment as specified. Eating, smoking, drinking, chewing tobacco and chewing gum, and applying makeup shall not be permitted in the asbestos control area. Personnel of trades not engaged in the abatement and disposal of asbestos shall not be exposed at any time to airborne concentrations of asbestos equal to or greater than 0.01 fibers per cubic centimeter (f/cc) of air.
1.9 PRE-CONSTRUCTION MEETING
1.9.1 The Contractor, Contracting Officer, Environmental Engineering, and the qualified consultant, or their designated representatives shall attend a pre-construction safety meeting prior to starting any work involving asbestos abatement. Asbestos abatement submittals shall be reviewed for completeness and, where specified, for acceptance. It will be the Contractor’s responsibility to resubmit for approval any portion of the abatement submittals that were not previously approved by Environmental Engineering.
1.10 RESPIRATORY PROTECTION PROGRAM
1.10.1 A respiratory protection program shall be established as required by 29 CFR 1926.1101, 29 CFR 1910.134, 8 CCR 1529, and 8 CCR 5144. An approved respirator shall be furnished to each employee and visitor required to enter an asbestos work control area. A fit-test shall be conducted in accordance with 29 CFR 1910.134, Appendix A and 8 CCR 5144.
1.10.2 Air-purifying respirators shall be approved by NIOSH for use with dust, fumes, and mists having permissible exposure limits less than 0.05 milligrams per cubic meter (i.e. HEPA filters) and for other hazardous airborne contaminants that may be encountered, as determined by the competent person. Respirators shall comply with the requirements of all Federal, State, and local regulations.
1.10.3 The Contractor shall furnish at no cost a sufficient supply of respirator cartridges. These cartridges shall be maintained at the work site to provide new cartridges to employees, authorized visitors, and Government personnel/representatives throughout the duration of the project. Cartridges shall be replaced according to the manufacturer’s recommendations, when breathing becomes difficult or if the cartridge becomes wet.
1.10.4 If personal air sample analysis indicate that action levels or permissible exposure limits specified in 29 CFR 1926.1101 and 8 CCR 1529 have not been exceeded, then respirator protection may become less restrictive. Half-face respirators shall be the minimum respiratory protection employed.
1.11 HAZARD COMMUNICATION PROGRAM
1.11.1 A Hazard Communication Program shall be implemented in accordance with 29 CFR
1926.59, 29 CFR 1910.1200, and 8 CCR 5194.
1.12 SAFETY AND HEALTH OVERSIGHT

1.12.1 The on-site competent person shall be responsible for coordination, safety, security, and execution of the work. The competent person shall be able to identify existing and predictable asbestos abatement hazards and shall have the authority to take corrective measures to eliminate them. The competent person shall document the daily events of the abatement, including any corrective measures taken and submit them to the qualified consultant for review. After the qualified consultant reviews these documents, the Contractor shall submit Environmental Engineering these documents in writing through the Contracting Officer within 48 hours.
1.13 TRAINED AND COMPETENT PERSONNEL
1.13.1 Work shall be performed by capable personnel, qualified and trained in the abatement, enclosure, encapsulation, monitoring, testing, storage, treatment, hauling, and disposal of asbestos debris material, and in subsequent cleanup of the affected environment. Workers shall comply with the applicable Federal, State, and local regulations that mandate training requirements and work practices, and shall be capable of performing the work under the contract.
1.13.2 The competent person shall be present on the work site throughout the abatement project to supervise, monitor, and document the project’s health and safety provisions. A daily log shall be maintained showing the results of sampling tests throughout the project area. The Contractor shall ensure that no workers are exposed to an airborne concentration of asbestos in excess of 0.1f/cc of air as an eight hour time-weighted average.
1.14 POSTED WARNINGS AND NOTICES
1.14.1 The following regulations, warnings, and notices shall be posted at the work site in accordance with all Federal, State, and local regulations, including, but not limited to 29 CFR 1926.1101 and 8 CCR 1529.
1.14.1.1 Regulations: Two copies of applicable Federal, State, and local regulations and
NIOSH OSHA Booklet 3142 shall be maintained. One copy shall be posted at the work site and one copy shall be on file in the project office. Where there is a conflict between regulations, the most stringent standard at the time of abatement shall apply.
1.14.1.2 Warnings: Warnings and notices shall be posted at the work site in accordance with 29 CFR 1926.1101 and 8 CCR 1529.
1.14.1.2.1 Warning signs shall demarcate the regulated area and shall be provided and displayed at each location where a regulated area is required to be established per 29 CFR 1926.1101 and 8 CCR 1529.
1.14.1.2.2 Warning signs shall be in English and Spanish, and be of sufficient size to be clearly legible and display the following:

Where the use of respirators and protective clothing is required in the regulated area under 29 CFR 1926.1101 and 8 CCR 1529, the warning signs shall include the following:

1.14.1.3 Air Monitoring Results: Daily air monitoring results shall be prepared so as to be easily understood by the workers and shall be placed in a clearly visible area of the work site. A courtesy copy shall be provided to Environmental Engineering through the Contracting Officer within 48 hours.
1.14.1.4 Emergency Telephone Numbers: A list of telephone numbers shall be posted in a clearly visible area of the work site. The list shall include numbers of the competent person, qualified consultant, local hospital, emergency squad, police and fire departments, Contracting Officer, and Environmental Engineering who can be reached 24 hours per day.
1.15 PERMITS, REGISTRATIONS & NOTIFICATIONS
1.15.1 It shall be the Contractor’s responsibility to submit a copy of all applicable permits, registrations and notifications to regulatory agencies. If the commencement date is unknown, the Contractor shall submit a copy of the notification without the date for review and then a copy once the abatement date is known. The Contractor shall contact the following government agencies, in writing, by certified/registered mail or overnight mail service, postmarked or delivered at least 10 business days prior to commencement of work:
NOTE: No work shall commence until Environmental Engineering makes verification of required notifications.

PART 2 - PRODUCTS
2.1 EQUIPMENT & MATERIAL
2.1.1 The Contractor shall furnish at their expense all supplies and tools needed for the abatement of asbestos. The Government shall not be held financially responsible for the Contractor’s inability to properly provide a sufficient amount of supplies and tools for the completion of the abatement according to their approved asbestos abatement plan and in accordance with all Federal, State, and local regulations.
2.1.2 When rental equipment is to be used in removal areas or to transport waste materials, the
Contractor shall submit a copy of the written notification provided to the rental company informing them of the nature of use of the rented equipment which shall be signed by the rental company and submitted to Environmental Engineering through the Contracting Officer.
2.1.3 Supplies and tools shall be stored in a place and manner that protects them from damage and contamination. Regularly inspect materials to identify damaged or deteriorating items.
Damaged or deteriorated items shall not be used and shall be removed from the site as soon as they are discovered. Stored materials shall not present a hazard or an inconvenience to workers, visitors, and/or other occupants and employees of the building.
2.1.4 The Contractor shall furnish, at no cost to personnel or the Government, equipment/clothing for protection from airborne and waterborne asbestos debris. An adequate supply of these items shall be available for workers, authorized visitors, and Government personnel use. Workers and visitors shall not take projective clothing and equipment off the work site at any time.
2.1.5 Polyethylene Sheeting and bags shall be minimum 0.15 mm (6 mil) thick.
2.1.5.1 Polyethylene Sheet - Flame Resistant: Where a potential for fire exists, flame-resistant polyethylene sheets shall be provided. Polyethylene film shall be frosted and shall conform to the requirements of NFPA 701.
2.1.5.2 Polyethylene Sheet - Reinforced: Reinforced polyethylene sheet shall be provided where high skin strength is required. The sheet stock shall consist of translucent, nylon-reinforced or woven-polyethylene thread laminated between two layers of polyethylene film. Film shall meet flame-resistant standards of NFPA 701.
2.1.6 Tape and adhesive shall be capable of sealing joints between polyethylene sheets and for attachment of polyethylene sheets to adjacent surfaces. After dry application, tape or adhesive shall retain adhesion when exposed to wet conditions, including amended water.
Tape shall be minimum 50-mm (2 inches) wide, industrial strength.

2.1.7 Impermeable containers/bags shall be used to receive and retain asbestos contaminated material until disposal. Containers shall be labeled in accordance with EPA, DOT, and OSHA standards.
2.1.8 Chemicals, including caustics and paint strippers, shall be properly labeled and stored in leak-tight containers.
2.1.9 Vacuum systems shall be equipped with a HEPA filter when used during abatement operations that generate dust. The systems shall be suitably sized for the project and filters shall be capable of removing particles as small as 0.3 micrometers at a minimum efficiency of 99.97 percent.
2.1.10 Surfactant or wetting agent for amending water, will be 50 percent polyoxyethylene polyglycol ester and 50 percent polyoxyethylene ether, or equivalent, at a concentration of 1 ounce per 5 gallons of water.
2.2 NEGATIVE AIR PRESSURE SYSTEM
2.2.1 Asbestos abatement shall be conducted utilizing a negative air pressure system and pressure differential recordings taken. Asbestos shall not be until the proper engineering controls and HEPA filtration systems are in place.
2.2.2 HEPA Filter Requirements: The negative air pressure system shall be equipped with approved HEPA filters per UL 586. Negative air pressure equipment shall be equipped with new HEPA filters and shall be sufficient to maintain a minimum pressure differential of -5 Pa (0.02 inch) of water column relative to adjacent, unsealed areas.
2.2.2.1 Local Heating, Ventilating, and Air Conditioning (HVAC) Systems: The building
HVAC system shall not be used as the negative air pressure system for the asbestos control area, and shall be shut off prior to the commencement of any abatement activity.
2.2.2.2 Discontinuing Negative Air Pressure System: The negative air pressure system shall not be shut down during asbestos abatement work unless authorized by Environmental Engineering through the Contracting Office. At the completion of the asbestos abatement and disposal project, units shall be run until full cleanup has been completed and air clearance samples have been collected, analyzed, and have passed final clearance testing requirements in accordance with all Federal, State, and local regulations. Dismantling of the negative air pressure systems shall conform to the written decontamination procedures. Pre-filters shall be removed and properly disposed of and the intake to the machines shall be sealed with polyethylene to prevent environmental contamination.

PART 3 - EXECUTION
3.1 WORK PROCEDURES
3.1.1 Asbestos abatement and related work shall be performed in accordance with the approved
Contractor’s Asbestos Abatement Plan. Procedures and equipment required limiting occupational and environmental exposures to asbestos during removal shall be in accordance with 29 CFR 1926.1101 and 8 CCR 1529, and as specified herein. Asbestos and associated waste shall be disposed of in compliance with Federal, State, and local regulations.
3.1.2 The Government will make every effort to locate and identify all asbestos containing material prior to bidding; however, this is not always possible. These materials are often hidden and cannot be discovered until during demolition activities, after the start of construction activities, or after the results of sampling are known. At these times, the Contractor shall notify Environmental Engineering through the Contracting Officer immediately.
3.1.3 Throughout the progress of the work, the Contractor shall provide written notification to
Environmental Engineering through the Contracting Officer of all asbestos containing materials specified to be removed under this contract which, when verified to meet one of three categories described below by the qualified consultant, shall not be removed from the work area.
3.1.3.1 Asbestos containing materials that cannot be removed without causing damage to structural (load bearing) members of the facility. This does not include situations in which the contract documents specifically authorize the destruction of structural members to access asbestos-containing materials.
3.1.3.2 Asbestos containing materials that cannot be removed without causing damage to nonstructural components of a facility that the Government does not wish to have damaged. This does not include situations in which the contract documents specifically authorize the destruction or dismantlement of nonstructural members as part of the scope of work.
3.1.3.3 Asbestos containing materials discovered in the work area during the course of the project, which were not part of the scope of work and have not been added to the scope of work by the Government.
3.1.4 Work Stoppage
3.1.4.1 If at any time, the Contracting Officer or Environmental Engineering determines that work practices are violating Federal, State, or local regulations or, in their opinion, endangering workers, Government employees, or the public, the Contracting Officer will immediately notify the Contractor (verbal notification to
02085-14 be followed by written notice) that operations shall cease until corrective action is taken, and the Contractor shall take such corrective before proceeding with the work. Loss or damage due to stop work order(s) shall be the Contractor's responsibility.
3.2 EXISTING CONDITIONS
3.2.1 Existing conditions are reflected correctly to the best of Government's knowledge. Should conditions be encountered which are not exactly as indicated, modification to new work shall be made as required by the Contracting Officer.
3.2.2 Results of tests of asbestos containing materials (which are specifically excluded from these contract documents) taken from building materials within the scope of this project are available for review at the Environmental Engineering office; however, the Contractor is cautioned that, should interpretations be made, opinions be formed, and conclusions be drawn as a result of examining the test results, those interpretations, opinions, and conclusions will be those made, formed, and drawn solely by the Contractor.
3.2.3 Government makes no representation, warranty, or guaranty that the conditions indicated by the test reports either are representative of those conditions existing throughout the area, or that unforeseen developments may not occur, or that materials other than or in proportions different from those indicated may not exist.
3.2.4 Contractor is advised that the locations of all asbestos containing materials may not be clearly known and that the Contractor shall proceed with caution in all phases of the work.
3.3 ASBESTOS ABATEMENT METHODS
3.3.1 The Contractor shall utilize wet methods during removal. Dry removal shall not be permitted unless absolutely necessary (i.e. removal at electrical sources, below zero temperatures, etc.) and with prior written approval by Environmental Engineering through the Contracting Officer.
3.3.2 Preparation
3.3.2.1 The Contractor shall ensure that the removal of the asbestos containing materials, unless specified otherwise, shall be executed in a contained work area.
3.3.2.2 The Contractor shall isolate the work area for the duration of the project;
completely sealing all openings including, but not limited to, ducts, diffusers and grilles, doorways, and windows, with 6-mil polyethylene taped securely to a clean surface. Spray adhesive used on finished surfaces should be avoided where possible.
3.3.2.3 The Contractor shall ensure that the HVAC systems are shut down.

3.3.2.4 The Contractor shall remove all movable objects from the work area that are vulnerable to damage or contamination, or that will impede or prevent the completion of the work at no additional cost to the Government. All movable objects removed from the work area shall be cleaned prior to being moved to the designated storage area.
3.3.2.5 The Contractor shall clean and cover fixed and movable objects that can remain in the work area with 6-mil polyethylene sheeting taped securely in place. Special precautions shall be taken to protect fixed objects vulnerable to damage or contamination.
3.3.2.6 The Contractor shall adequately mark and chart all removed objects on a plan to ensure proper reinstallation upon completion of the decontamination of the work area. The objects shall be stored in a location designated by the Government and in a manner that will prevent contamination or damage to the objects. Damaged and missing objects shall be replaced at the Contractor’s own expense and to the satisfaction of the Government.
3.3.2.7 After work area abatement, but prior to clearance testing, the Contractor shall remove heating, ventilation and air conditioning system filters, and pack them in protective 6-mil polyethylene sheeting for burial in the approved waste disposal facility.
3.3.2.8 The Contractor shall clean the proposed work areas before installing plastic on floors and walls using HEPA vacuum equipment or wet-cleaning methods, as appropriate. The Contractor shall not use methods that raise dust such as dry sweeping or vacuuming with equipment not equipped with HEPA filters.
3.3.4 Containment
3.3.4.1 Contractor shall cover entire floor with two layers of 6-mil protective coverings and a single 10-mil protective floater sheet. Cover walls and columns with 6-mil protective covering. Floor coverings shall extend a minimum of 12" up vertical surfaces and behind wall coverings. All seams shall be staggered, adhesive-sprayed, and securely taped.
3.3.4.2 The Contractor shall install a 2' x 2' Plexiglas observation window(s) at strategic location(s) in the containment barrier to allow observation of work from outside the work area. The Contractor shall not install observation windows at locations accessible to building occupants or the public.
3.3.4.3 The Contractor shall seal all wall, plumbing, duct, and other cavities to prevent asbestos materials from falling into such cavities during the work.
3.3.4.4 The Contractor shall check regularly (at beginning, middle, and end of each shift as a minimum) all polyethylene isolation and containment (protective) barriers for
02085-16 punctures, loose seals, contact with heat-generating devices, etc. Problem areas shall be repaired or mended immediately.
3.3.4.5 The Contractor shall maintain existing emergency exits from the building. There shall be a minimum of two exits from work areas where possible. The first exit shall be the worker decontamination enclosure system. The second exit may be the equipment decontamination enclosure system or a ripcord type emergency only exit in the plastic containment at a door, window, or other appropriate location. Exits, where possible, shall be on opposite ends of the work area. All exits shall be labeled in bright letters or signage. The second exit shall be labeled "Emergency Exit Only." Establish alternative exits satisfactory to fire officials where existing building or work area emergency exits are unavoidably blocked by activities of this project.
3.3.4.6 The Contractor shall provide and maintain appropriate fire extinguisher inside and outside the work area, in accordance with Section 01030, Fire Protection Standards.
3.3.4.7 The Contractor shall install and maintain temporary emergency exit lighting with battery backup power in all work areas. Work areas with natural lighting and no night work to be performed are exempt from this requirement. Flashlights shall be in the possession of the worker at all times while in the work area.
3.3.4.8 The Contractor shall ensure that electric power during the wet removal or encapsulation phase of the work is shut off. The Contractor shall be responsible for providing temporary power and lighting when necessary and ensure safe installation of temporary power sources and equipment per applicable electrical code requirements, including appropriate ground fault protection. Temporary light fixtures shall be explosion-proof. Provide and maintain auxiliary diesel generator equipment where existing facility power is insufficient. Locate generator or vent generator exhaust in a manner that will prevent carbon monoxide hazards to workers and the public. When power shutdown is required, the Contractor shall check for conditions where shutdown will pose a danger to the building or to the building's components. The Contractor shall take all precautions necessary, including inspections and testing, to ensure the safety of his employees and other building occupants from electrical hazards during the course of the work.
3.3.4.9 The Contractor shall install and maintain negative air pressure equipment during the abatement and decontamination phases of the project until the clearance test has passed. A sufficient amount of air shall be exhausted by the unit(s) to create a pressure of -0.05 inches of water within the work area with respect to the area outside the work area. The negative pressure for occupied facilities shall be -0.05 inches of water. If only one unit is necessary to provide the specified negative air pressure in a work area, the Contractor shall have a backup unit in place should the first unit fail and for filter changes. Install and maintain emergency self-starting diesel generator backup power for negative pressure equipment in the event of power loss in the facility. Locate generator or vent generator exhaust in a manner
02085-17 that will prevent carbon monoxide hazards to workers and the public. When more than one negative air pressure is required, emergency power backup is required for only 50% of the units.
3.3.4.10 The Contractor shall install and maintain a manometer from the time abatement begins until the clearance test has passed in work areas where adjacent areas are occupied by unprotected workers, other building users, or the public, and when dry removal methods are required to be utilized due to restrictive project conditions. Report readings to the observation service at the start and end of each work shift.
3.3.4.11 The Contractor shall notify Environmental Engineering when preparatory steps are completed. Asbestos abatement work shall not commence until all preparation requirements have been completed; all tools, equipment, and materials are on hand; all required submittals, notices, and permits have been approved; and until the qualified consultant authorizes, in writing, that work may commence.
3.3.5 Abatement
3.3.5.1 Before removal, asbestos materials shall be sprayed with amended water. The asbestos materials shall be sufficiently saturated without causing excessive dripping and to prevent emission of airborne fibers, at any time, in excess of 0.01 fibers/cc. Spray materials repeatedly during the work process to maintain a wet condition. If the materials are not easily saturated, then the work area shall be constantly misted to keep fiber emission minimal.
3.3.5.2 Asbestos material shall be removed in manageable sections by a multiperson team, some of whom are wetting and the remainder removing and cleaning. Any material that falls to the floor shall be wetted and picked up immediately. Material shall not be allowed to dry out. Material drop shall not exceed 15 feet. For heights up to 50 feet, provide inclined chutes or scaffolding to intercept drop. For heights exceeding 50 feet, provide enclosed dustproof chutes. Before a second area can be started, removed material shall be packed into approved and labeled packaging while it is still wet. The outside of all containers shall be clean before leaving the work area. Move containers to the washroom (shower room when equipment decontamination system is not required), wet-clean each container thoroughly and move to holding area pending removal to uncontaminated areas.
3.3.5.3 Asbestos material applied to concrete, steel decks, beams, columns, pipes, tanks, and other nonporous surfaces shall be wet-cleaned to a degree that no traces of debris or residue are visible.
3.3.5.4 Asbestos material applied to plaster shall be removed down to the brown coat. To ensure that no asbestos materials are left on the brown coat, the qualified consultant shall take samples of the plaster brown coat. If any bulk sample analysis for a
02085-18 room or area is positive (asbestos content greater than 1/10 of 1% (greater than 0.1%) the removal and sampling procedures shall be repeated in that room or area until no positive results are recorded.
3.3.5.5 Asbestos material debris, drippings, splatters, and overspray on surfaces within accessible ceiling cavities and other accessible areas shall be removed in the same manner and cleaned to the degree as specified above.
3.3.5.6 The work area shall be kept orderly, clean, and clear of work materials, polyethylene sheeting, tape, cleaning material, and clothing, and all other disposable material or items used in the work area shall be packed into properly labeled protective packaging and removed from the work area.
3.3.5.7 Protective packages and drums containing asbestos materials shall be cleaned and stored in the isolated holding area until that time when the materials are to be loaded and hauled to the hazardous waste disposal facility for burial. The packages and drums shall be stored in piles no higher than 4 feet and in a manner that will not result in damage to the packages or drums. Transport bags in covered drums or carts from the holding area to the transport.
3.3.6 Encapsulation
3.3.6.1 Peeling and deteriorated surfaces shall be abated using wet methods prior to application of the approved encapsulant. Surfaces shall be prepared according to the manufacturer’s specifications. Surface coatings shall not be applied to friction surfaces such as window tracks or doorjambs.
3.3.6.2 Encapsulants shall be a penetrating or bridging type, pollution-free, nontoxic, with a Class A fire classification as specified herein. Encapsulants with the ingredient methylene chloride shall not acceptable unless the Contractor can prove to the Government's satisfaction that equal substitute materials are not available.
3.3.6.3 Encapulant shall be a water-dispensed coating, insoluble in water when cured.
3.3.6.4 Encapsulant shall be used undiluted.
3.3.6.5 Encapsulant shall have a written certification from the manufacturer that the encapsulant is compatible with the replacement material and will safely withstand temperatures of all surfaces on which the encapsulation will be applied.
3.3.6.6 Environmental Engineering, through the Contracting Officer, may at any time take random samples of encapsulant from open containers or spray equipment for testing to ensure product quality and compliance with the contract documents.
3.3.6.7 Encapsulant found not to be in conformance with requirements of these contract documents shall be removed from the site immediately. All areas where the
02085-19 defective encapsulant has been applied shall be sprayed with approved encapsulant or remedied in a manner, including the possibility of removal and replacement of the subject asbestos containing material, acceptable to the Government. Re-encapsulation expense shall be borne by the Contractor.
3.3.6.8 Encapsulant shall be applied to structural members before reapplication of spray-applied or trowel-applied fireproofing shall be a component of the fireproofing system when it was tested and rated by the Underwriters Laboratory (UL), American Society for Testing Materials (ASTM), Factory Mutual (FM), or other building code approved testing agencies.
3.4 MONITORING/SAMPLING
3.4.1 Personal and area air monitoring sampling results shall be reviewed by the qualified consultant and submitted, in written form, no more than 48 hours after completion of that sampling cycle to Environmental Engineering through the Contracting Officer. The log shall list each sample result, sampling time and date, sample type, identification of personnel monitored, flow rate and duration, air volume sampled, analytical method used, analyst’s name and company, and interpretation of results.
3.4.2 Area Air Monitoring: Area monitoring shall be performed by the qualified consultant, which shall conduct air sampling of the abatement project (1) outside the building, (2) immediately outside the work area, (3) in the work area, (4) in the decon clean room and
(5) in the exhaust of the negative air machine. The qualified consultant shall coordinate the number of samples to be taken per designated area with Environmental Engineering.
Environmental Engineering shall have the final approval authority on the number of samples to be taken.
3.4.3 Personal Air Monitoring: The competent person shall collect and use personal air monitoring results to determine the effectiveness of engineering controls, the level of PPE, and to determine if proper work practices are being employed. The Contractor and the qualified consultant shall take steps together to reduce the concentration of asbestos in the air.
3.4.4 Clearance Air Monitoring: Clearance air monitoring shall be competed by a qualified consultant after the abatement area has passed a visual inspection. Clearance air monitoring shall include a minimum of 3 air clearance samples taken for each contained area in which removal of less than 500 sq feet or 250 linear feet of asbestos containing material has been abated. Clearance air monitoring shall include a minimum of 5 air clearance samples taken for each contained area in which removal of more than or equal to 500 sq feet or 250 linear feet of asbestos containing material has been abated. Aggressive air sampling techniques, as noted in section 3.6.1, shall be used when taking these samples.
“In Progress” air clearances are not an acceptable means of clearance air sampling and will be rejected.
3.5 CLEANUP

3.5.1 Clean surfaces of contaminated equipment thoroughly by wet sponging or wiping before moving such items into the washroom (shower room when equipment decontamination system is not required) for final cleaning and removal to uncontaminated areas. Ensure that personnel do not leave work area through the equipment decontamination enclosure.
3.5.2 Do not bag water used during abatement activities. Properly filter and drain water into building sanitary drain unless prohibited by local regulations. Filter shall have a maximum pore size of 1.0 micron.
3.5.3 The Contractor shall perform a complete visual inspection of the work area to ensure that the work area is free of any contamination.
3.5.4 If any evidence of asbestos material or debris is encountered, the Contractor shall remove the contaminants and shall wet-clean all surfaces within the work area to remove asbestos residue.
3.5.5 Sealed drums and bags, and equipment used in the work area shall be included in the cleanup and shall be removed from the work area at the appropriate time in the cleaning sequence.
3.5.6 The Contractor shall notify the qualified consultant that the work area is ready for initial review. Upon proper notification, the qualified consultant shall review the work area for conformance with the Asbestos Abatement Plan and all Federal, State, and local regulations. The Contractor shall remedy all non-compliance issues until the work area is in compliance at the Contractor's expense.
3.5.7 Upon review of the qualified consultant and after written notification, the Contractor shall encapsulate surfaces where asbestos containing materials were removed. Unless specified otherwise, the Contractor shall encapsulate those portions of the items where the asbestos containing material was missing prior to the start of this Contract.
3.5.8 Upon completion of the encapsulation work, the Contractor shall notify the qualified consultant and Environmental Engineering through the Contracting Officer 24 hours in advance that the encapsulated surfaces are ready for encapsulation review and clearance testing.
3.5.9 The qualified consultant shall review the encapsulated surfaces for conformance with the
Asbestos Abatement Plan and all Federal, State, and local regulations. The Contractor shall remedy all non-compliance issues until the work area is in compliance at the Contractor's expense.
3.5.10 Upon successful compliance with the encapsulation review of the qualified consultant, the work area is ready for clearance testing. Refer to the appropriate article on Air Monitoring in this section for clearance testing standards.

3.6 CLEARANCE TESTING
3.6.1 Work is not complete until final inspection and air testing are performed using Aggressive
Sampling and Phase Contrast Microscopy (PCM) methods in accordance with the guidelines set forth in Sections 6.4 and Appendix M of EPA Document 560/5-85-024, Guidance for Controlling Asbestos-Containing Materials in Buildings, and with the exception that only one air sample be taken for each work area and that 1,500 liters of air is required. A minimum of 3 clearance samples shall be taken for each contained area in which removal of less than 500 sq feet or 250 linear feet of asbestos containing material is abated and 5 clearance samples for each contained area in which removal of more than or equal to 500 sq feet or 250 linear feet of asbestos containing material has been abated. The Contractor shall not eliminate aggressive sampling without the written consent of Environmental Engineering through the Contracting Officer.
