The retreat shall be in accordance with the Blanket Purchase Agreement (BPA) Performance Work Statement (PWS) and this Retreat Scope of Work (SOW).
2. Lodging Dates/Location: The Retreat Program Manager (RPM) requires the lodging facility to be within 50 minutes of Joint Base Andrews (JBA) from Friday 26 July 2024 to Sunday July 28 2024, for up to forty-four (44) total adults. No children will be attending this retreat; therefore, childcare is not required. The number of guest rooms required is included below:
4 Double Occupancy Rooms (4 Couples, 8 Support Staff) 12 Double Occupancy Rooms (12 Couples, 24 Attendees) 12 Single Rooms (12 Attendees) Total: 28 rooms, 44 Attendees
3. Conference Rooms: The contractor shall provide a total of one (1) conference room for RPM-led instruction to accommodate the attendee capacity for the dates and times provided below. This conference room may also act as the dining facility should the lodging facility provide for this level of flexibility. If audio/visual for the conference room is not included in the price of the conference room, then the RPM will bring their own equipment for RPM-led instruction at no additional charge. The offeror shall provide the Government with the lodging facilities policy on bringing outside audio/visual equipment.
Friday, 26 July: 3:00 pm to 8:00 pm
Saturday, 27 July: 9:00 am to 2:00 pm
Sunday, 28 July: 9:30 am to 12:00 pm
4. Meals: The contractor shall provide five (5) meals sufficient to feed up to forty-four (44) adults during the scheduled retreat time as follows, and in accordance with the BPA PWS:
Friday, 26 July: 5:30 pm to 6:30 pm full dinner

Sunday, 28 July: 9:30 am to 10:30 am full breakfast/lunch (brunch)
***Retreats CANNOT include alcohol as part of a package and verbiage must clarify if “drinks” are included to stipulate “non-alcoholic drinks.”
5. Activities: The contractor shall provide three activity options for attendees. Example activities could be a boat tour, scenic hike, Ferris wheel ride, etc. The RPM would like the option to purchase 44 vouchers for each activity to be used by attendees over the retreat weekend. However, if any vouchers go unused over the retreat weekend, the RPM requests that the voucher remain valid until up to one year after date of issue, for the JBA Chapel to be able to use in support of the JBA Chapel’s outreach activities.
6. Definitive Schedule: The Government will provide a confirmation of the final number of participants by five (5) calendar days prior to the scheduled event start date and the quantity given to the contractor shall be final for contractor invoicing. A Firm Fixed Price is a price that does not adjust based on actual costs. However, because of the nature of the bookings required to plan a retreat, the price will not adjust downward if there are fewer attendees than originally stated in the Retreat Scope of Work. In the event the Call Order awardee (contractor) receives word five days prior to the event that a few rooms/attendees will be added, then the Government’s initial quoted price will not adjust for the original need outlined in the Retreat SOW, however, the Government will be responsible for the increase in the price pertaining only to those supplementary add-ons.
