1. Retreat: The 316 Chaplain Corps (HC) at Joint Base Andrews will be hosting the Strong Bond retreat for authorized single Active-Duty personnel and married couples, in support of an Air Force Chaplain Corps led event for personnel stationed at Joint Base Andrews (JBA), MD. The retreat shall be in accordance with the Blanket Purchase Agreement (BPA) Performance Work Statement (PWS) and this Retreat Scope of Work (SOW).

2. Lodging Dates/Location: The Retreat Program Manager (RPM) requires the lodging facility to be within 30 minutes of Joint Base Andrews (JBA) from Friday 26 July 2024 to Sunday July 28 2024, for up to forty-four (44) total adults. No children will be attending this retreat; therefore, childcare is not required. The number of guest rooms required is included below:

4 Double Occupancy Rooms (4 Couples, 8 Support Staff) 12 Double Occupancy Rooms (12 Couples, 24 Attendees) 12 Single Rooms (12 Attendees) Total: 28 rooms, 44 Attendees

3. Conference Rooms: The contractor shall provide a total of one (1) conference room for RA-led instruction to accommodate the attendee capacity. This conference room may also act as the dining facility should the lodging facility provide for this level of flexibility. If audio/visual for the conference room is not included in the price of the conference room, then the RA will bring their own equipment for RA-led instruction at no additional charge.

The offeror shall provide the Government with the lodging facilities policy on bringing outside audio/visual equipment.

4. Meals: The contractor shall provide five (5) meals sufficient to feed up to forty-four (44) adults during the scheduled retreat time as follows, and in accordance with the BPA PWS:

Friday, 26 July: 5:30 pm to 6:30 pm full dinner

Saturday, 27 July: 8:30 am to 9:30 am full breakfast

12:30 pm to 1:30 pm full lunch

5:30 pm to 6:30pm full dinner

Sunday, 28 July: 9:30 am to 10:30 pm full breakfast/lunch (brunch)

***Retreats CANNOT include alcohol as part of a package and verbiage must clarify if “drinks” are included to stipulate “non-alcoholic drinks.”

5. Activities: The contractor shall provide three activity options for attendees. Example activities could be a boat tour, scenic hike, Ferris wheel ride, etc. The RA would like the option to purchase 44 vouchers for each activity to be used by attendees over the retreat weekend. However, if any vouchers go unused over the retreat weekend, the RA requests that the voucher remain valid until up to one year after date of issue, for the JBA Chapel to be able to use in support of the JBA Chapel’s outreach activities.

6. Definitive Schedule: The Government will provide a confirmation of the final number of participants by five (5) calendar days prior to the scheduled event start date and the quantity given to the contractor shall be final for contractor invoicing. Any offeror bookings must provide for this flexibility, so the Government only pays for the actual number of attendees.
