About this file

This is a Questions and Answers document (Question Set 2) dated January 16, 2025, for solicitation FA255025Q0002 regarding Integrated Solid Waste Management (ISWM) and Recycling Services at Schriever Space Force Base. The document addresses two key questions from potential offerors.

The first question clarifies that while Schriever SFB does not have an on-base recycling center, offerors must still price CLINs 1015, 2015, 3015, 4015, 5015, and 6015 for recycling services, as all recycling material is processed off-base. The second question addresses container sizes, specifying that contractors cannot substitute larger containers for those listed as "3CY" in the PWS, but may substitute larger sizes for containers listed as "30CY OPEN" or "40CY OPEN."

Question Set 2 50th Contracting Squadron

1. From the Q&A released yesterday stating that there is not a base recycling center and not to price it, is the Govt going to submit new a CLIN spreadsheet since CLIN 1015, 2015, et seq is not supposed to be priced?

Answer: The question answered on 15 Jan 2025 concerned on-base staffing of a base recycling center. Here is the question and answer:

Question: Is the contractor required to have an employee present at the recycling center during the day to operate?

Answer: No. All references to a Base Recycling Center in the RFQ are the result of the use of the standardized Air Force PWS and CLIN structure. All base recycling material is taken off base for processing. Also, there is no Schriever SFB Recycling Center (building or* facility) in the Performance Work Statement at Appendix B

* Note: Text corrected to "or".

The question answered yesterday did not state that offerors were not to price the associated CLINs (CLINs 1015, 2015, 3015, 4015, 5015, and 6015). Those CLINs are identified as "Operate Base Recycling Center / Material Recovery Facility (PWS 1.2.)." Performance Work Statement (PWS) paragraph 1.2, RECYCLABLE MATERIALS PROCESSING, includes all requirements beginning with 1.2 "RECYCLABLE MATERIALS PROCESSING" through PWS

1.2.6 "Reserved". Each offeror should price CLINs 1015, 2015, 3015, 4015, 5015, and 6015 based on the offeror's proposed price for the associated services. The clarification posted on 15 Jan 2025 was only that Schriever SFB does not have an on-base recycling center, and there is no requirement for the contractor to staff an on-base recycling center. As noted during the site visit on 17 Dec 2024, all base recycling material is taken off base for processing (Reference: Notes from Site Visit for FA255025Q0002, Integrated Solid Waste Management (ISWM) and Recycling Services, Conducted 17 Dec 2024, 0900-1120, at Schriever SFB, Colorado, dated 18 Dec 2024, at paragraph 9.)

Attachment 3, Contract Line Item Number (CLIN) Schedule for Offeror Pricing, will not be revised, since offerors need to include the prices for performance of CLINs 1015, 2015, 3015, 4015, 5015, and 6015.

2. Is the contractor allowed to substitute a larger sized container than the ones that are listed in the PWS?

Answer: Reference: FA255025Q0002, Attachment 1, Performance Work Statement (PWS) at

TABLE A2 - TASKS & FREQUENCIES.

For the containers in the table listed under the column "SIZE Cubic Yard" which are listed as "3CY," the answer is No.

For the containers in the table listed under the column "SIZE Cubic Yard" which are listed as "30CY OPEN" or "40CY OPEN" the answer is Yes.
