About this file
This is a Questions and Answers document (Question Set 1) for solicitation FA255025Q0002 for Integrated Solid Waste Management (ISWM) and Recycling Services at Schriever Space Force Base, issued by the 50th Contracting Squadron on January 15, 2025.
The Q&A clarifies that there is no base recycling center facility at Schriever SFB, and contractors are not required to have an employee present at a recycling center. All references to a Base Recycling Center in the RFQ documentation are due to standardized Air Force PWS and CLIN structure templates. The document confirms that all base recycling material is taken off-base for processing, and contractors may transport mixed recyclables to their own facility or a third-party off-base facility for separation and resale, provided materials are sorted and weighed before commingling with other customers' recyclables.

FA255025Q0002, Schriever SFB, ISWM and Recycling Acquisition 15 Jan 2025
Question Set 1 50th Contracting Squadron
Question 1. Recycling Center
Reference: Performance Work Statement at 1.2.3. Base Recycling Center / Material Recovery Facility. The government will provide the contractor use of the base recycling center as shown in Appendix B. Alternately, the contractor may transport mixed recyclables to a contractor-owned or third party off-base facility for separation and resale so long as government recyclable materials are sorted and weighed prior to commingling with other customers’ recyclables.
Question: Is the contractor required to have an employee present at the recycling center during the day to operate?
Answer: No. All references to a Base Recycling Center in the RFQ are the result of the use of the standardized Air Force PWS and CLIN structure. All base recycling material is taken off base for processing. Also, there is no Schriever SFB Recycling Center (building of facility) in the Performance Work Statement at Appendix B
