About this file

This document contains site visit notes from December 17, 2024, for an Integrated Solid Waste Management (ISWM) and Recycling Services contract opportunity at Schriever Space Force Base (SFB), Colorado. The notes detail access requirements, security protocols, and operational considerations for contractors performing waste management services at the base.

Key details include: contractors must register employees and vehicles with the 50th Security Forces Squadron for base access through the Irwin Ave Gate; electronic devices are prohibited in the Restricted Area (RA); there is no base recycling center and all materials are processed off-base; three buildings generate food waste (Child Development Center, Dining Facility, and High Plains Cafe); contractor-owned compactors are operated by building occupants; Building 750 (Consolidated Space Operations Facility) is under construction until May 2025; snow clearance is handled by the 50th Civil Engineering Squadron; and quotes must be submitted through the PIEE Solicitation Module with proper registration and roles established well in advance of the due date. The base housing area is not included in the contract scope, and there are no requirements for compost collection or specific container colors.

18 December 2024 FA255025Q0002, Integrated Solid Waste Management (ISWM) and Recycling Services

Notes from Site Visit, Conducted 17 Dec 2024, 0900-1120, at Schriever SFB, Colorado.

Contract Specialist: Emily Heck, 50th Contracting Squadron Contracting Officer: Stephen Cooper, 50th Contracting Squadron Contracting Officer's Representative: Casey Waughtel, 50th Civil Engineer Squadron Contracting Officer's Representative: Andrew Aragon, 50th Civil Engineer Squadron

1. Briefed that the purpose of the site visit was familiarization with the performance location, Schriver Space Force Base (SFB), and that questions should be limited to those associated with the familiarization (such as, "Is that open top container part of the requirement?") Other questions concerning the solicitation should be submitted in writing by e-mail to the Contract Specialist and the Contracting Officer.

2. Noted that nothing stated during the site visit changes the solicitation's terms and conditions;

any changes to the solicitation will be made only by a written amendment.

3. Noted that site visit participants are not allowed to take electronic devices into the Restricted Area (RA) during the site visit; cell phones, smart watches, fitness trackers, cameras, recording devices, personal computers, and tablets are all prohibited and should be left in attendees' vehicles.

4. Noted that a briefing in the RA portal is required before entering the RA, and will include a list of other prohibited items, such as weapons, illegal drugs, alcohol, and hazardous material.

5. Briefed that the two maps referenced in the Performance Work Statement (PWS) were not classified, but were identified as Controlled Unclassified Information (CUI) by the organization that is responsible for the information; CUI replaced the previous "For Official Use Only" designation. Because the two maps are identified as CUI, they were not included in the solicitation released on PIEE Solicitation Module. However, the maps may be requested, as noted in the solicitation; if the requesting firm is not listed in the Joint Certification Program (JCP), then the requesting firm, if registered in the System for Award Management (SAM), need only complete, sign, and submit the statement in the solicitation and then send by e-mail to Emily Heck and Stephen Cooper, and the maps will be sent by the secure file transfer system

DOD SAFE.

6. The site visit participants entered Schriever SFB using the Irwin Ave Gate (the West Gate), which is the gate contractors use to access the base. Both ISWM contractor employees and trucks must be registered in advance with the 50th Security Forces Squadron (50 SFS) so that employees and vehicles are included on the base Entry Authorization List (EAL); registration is accomplished at the Schriever SFB Visitor's Center/Pass and ID building, which is off Enoch Road, just south of where Enoch Road crosses the Schriever SFB fence line, but before the Enoch Road Gate. All ISWM contractor employees who will be alternate drivers, as well as all alternate trucks, must also be registered with 50 SFS in advance or they will not be able to access the base if needed.

7. Noted that ISWM contract services are not mission essential; at certain times, such as during severe winter storm conditions, the base may be closed to non-mission essential personnel to provide priority to the personnel performing mission essential functions.

8. Noted that at the Irwin Ave Gate, a full search will be made of contractor vehicles, including refuse and recycling trucks, before entering the base. A separate search will be made when contractor vehicles enter the RA, and when departing the RA. The West Entrapment, to the north east of Building 780 (the Secure Area Logistics Facility (SALF)), on Kepler Ave, is the designated entry to the RA for contractors. As of the date of the site visit, the West Entrapment is closed for reconstruction, so all contractor vehicles will be using the North Entrapment to enter and exit the RA during the West Entrapment reconstruction. The North Entrapment is at the southern end of Falcon Parkway, to the west of Building 200 (Building 200 is the North Portal building). Once the West Entrapment construction is completed, contractors will use it for entry to the RA and for exit from the RA.

9. Base Recycling Center. There is no base recycling center. References to a base recycling center in the solicitation (for example, in the PWS or in the Contract Line Item Number (CLIN) descriptions) is the result of the use of the Air Force standardized PWS and CLIN structure. All base recycling material is taken off base for processing.

10. On Schriver SFB, open top refuse (Municipal Solid Waste) and recycling containers are positioned by buildings which generate a large volume of refuse or recycling. The solicitation has the services and containers that each offeror will use for pricing the quote. During the site visit, there were some open top containers seen on base which are not included in the ISWM requirement; for example, some base buildings have construction metal recycling containers under other contract arrangements. Other open top containers on Schriever SFB belong to the incumbent contractor and may not be in use under the contract as of the date of the site visit.

Again, the solicitation has the services and containers that each offeror will use for pricing the quote.

11. All of the refuse and recycling compactors for the ISWM requirement, identified in the solicitation, are contractor-owned.

12. There are no locked enclosures or locked fences around refuse containers nor recycling containers. Most of the small containers are in enclosures with metal doors which are secured with metal bars (cane bolt or drop rod) which fit into holes in each enclosure's concrete floor but which are not locked. However, some of the small containers are simply positioned on building driveways and are not in enclosures.

13. Noted that the base housing area is not included in the scope of the ISWM requirement.

14. Noted that there are three buildings on base which generate Food Waste for collection under the ISWM requirement; the Food Waste is not collected in separate containers from refuse. The three buildings are:

Building 60, Child Development Center (CDC), outside the RA.

Building 300, Dining Facility (DFAC), inside the RA. The DFAC is on the eastern end of the building.

Building 730, High Plains Cafe, inside the RA. Building 730 is next to Building 720, which houses the Missile Defense Agency (MDA).

15. Briefed that Building 750 inside the RA is the Consolidated Space Operations Facility (CSOF), which is still under construction as of the date of the site visit. Building 750 is fenced off from the RA as of the date of the site visit and the construction contractor manages access to the fenced off area. The construction fence is expected to be removed in May 2025, at which time Building 750 will be inside the RA and the vehicle access used during construction will be closed and out of use. As of May 2025, Building 750 is expected to be accepted by the Department of the Air Force, and separate contract services will start the process of fitting out the building to prepare it for occupancy. During the fitting out process, refuse and recyclables will be generated, and the four concrete bays for refuse and recycling containers (one container per bay) will be used to collect the building refuse and recyclables. Until the construction fence is removed, the ISWM contractor will not have access to the four concrete container bays, and the construction contractor will be responsible for the collection and removal of refuse and recyclables. During the site visit, the four container bays did not have metal enclosure doors, but doors may be installed by the time the construction fence is removed.

16. Compost. There is no requirement for the collection nor disposal of compost under the ISWM requirement.

17. Container color requirement. The PWS does not include a requirement that containers provided by the contractor under the ISWM requirement be of a certain color.

18. Operation of Compactors. Building occupants operate the compactors provided under the ISWM requirement; at present, the compactors are not controlled for operation by each building's Government Building Manager.

19. Building 400 Open Top Container for Pallets. Building 400 currently has an Open Top container positioned for collection of the pallets used for the delivery of equipment and furniture to the building, due the large number of deliveries on pallets to the building. Building 400 is one of the largest buildings on the base and supports many base customer organizations.

20. Snow clearance. Clearance of snow from the driveways where containers are located is performed by 50th Civil Engineering Squadron (50 CES) personnel responsible for Base Operations Support (BOS) services. However, snow clearance for driveways is a lower priority than, for example, main roads on the base.

21. Briefed Building 700 has a satellite communications facility and is separately fenced, so its refuse and recycling containers are across Sputnik Street from the building.

22. Special Event Support. The base does not support many special events.

23. Submission of Quotes. Briefed that, as stated in the solicitation, quotes need to be submitted in the PIEE Solicitation Module. Access to the solicitation in PIEE does not require PIEE registration, and does not require Solicitation Module registration. However, in order to submit a quote in PIEE Solicitation Module, an offeror must have registered access to the PIEE

Solicitation Module, and also must have an employee(s) with the Proposal Manager role. It may take time to gain access to PIEE, and then to gain access to Solicitation Module, and then to have an employee with the Proposal Manager role approved. These actions should not be left until the day quotes are due; it is recommended that offerors go ahead and complete all actions required to be able to submit quotes in PIEE Solicitation Module in advance of the quote due date and time.
