This document is an amendment to a Request for Quotation (RFQ) for the purchase of three (3) X-Ray machines. The government intends to award a contract to the responsible vendor whose offer is the lowest priced and technically acceptable. The requirement may be split among multiple vendors if a single vendor is determined incapable of meeting all requirements. Vendors must have an active SAM registration and provide a CAGE code, UEI, contact information, estimated delivery date, and validity period. Quotes are due by Thursday, May 16, 2024 at 1300 hours MT. Questions are due by Thursday, May 9, 2024 at 1300 hours MT. This is a firm-fixed price requirement set aside for small businesses under NAICS code 334519, with a size standard of 600 employees. FA255024Q0016 Amendment 0002

Basis for Contract Award: The Government intends to award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, considering the factors listed in this provision. If a single vendor is determined to be not capable of meeting all the requirements, then the requirement may be split by machine type among multiple vendors.

1. In accordance with FAR 13.106-2(b)(3), the Government will utilize comparative evaluations, and give preliminary consideration, to all offers received in response to this solicitation. The Government will identify from all evaluated quotes, readily discernible value indicators that fall within the parameters of price, and technical capability.

2. The Government intends to award a contract to the lowest priced offer that meets the instructions outlined in 52.212-1, and the minimum requirements outlined in this provision, whose price can be determined "fair and reasonable".

3. The Government intends to make an award without conducting exchanges with vendors after the close of the solicitation. Therefore, vendors should provide their best available pricing and to the Government in their initial quote. However, the Government reserves the right to enter into exchanges with all, some, or none of the offers at any time during the evaluation period if deemed in the best interests of the Government to do so.

Evaluation Factors: The following factors shall be used to evaluate quotes:

1.Price 2.Technical Acceptability The evaluation method for this requirement will be lowest price deemed technically acceptable.

A written notice of award mailed or otherwise furnished to the successful vendor within the time for acceptance outlined in 52.212-1 shall result in a binding contract without further action by either party. Before the quotes specified expiration time, the Government may accept a quote (or part of a quote), whether there are exchanges after its receipt, unless a written notice of withdrawal is received before award. During the evaluation process the Contracting Officer will determine a "Total Evaluated Price" (TEP) for each responsive quote. The TEP is determined by totaling the amount of all line items identified in the price scheduled/PDF Document.
