FA255019RA011 B400 Elevators RFI 001
1) Would you please provide photographs of the following areas that were inaccessible during the site visit? Elevator Pits, Pit channels, Data Tags on Car Top Cross Heads
Government Response: Pictures posted on Amendment 002.
2) Would you please provide any as-built or other drawings showing the elevator original installation details?
Government Response: Original installation drawings are not available.
3) Would you please identify that laydown area that will be made available to the contractor for staging a storage container, and small office trailer?
Government Response: This would be addressed post-award and dependent on available space close to the building.
4) Are portable toilets to be provided for this work? If so, can they be staged behind the loading dock area?
Government Response: No, the Restroom in B400 may be used.
5) Please refer to Attachment #1 – SAFB Security Requirements, Section 01 55 04
Paragraph 1.24 Escorts. This section indicates, as follows. “1.2.4.1 The Contractor shall be responsible for providing their own security escorts for the duration of this contract
(including option years). Security escort personnel shall comply with the provisions detailed in Circulation Control, paragraph 2.3.” This same topic is again addressed in
Attachment #0 Statement of Work. Paragraph 9.4 through 9.6. Is the contractor required to provide any security escort during this project? If so, where can this escort be obtained? Are they to be present at all times during the work? And what is the cost?
Government Response: Contractors are to go through the security badging process or they can find available escorts (highly unlikely).
6) “Attachment 4 Design Guide Version March 2017,” “Attachment 7 UFGS 14 21 23,”
“Attachment 8 UFGS 14 24 13,” and “Attachment 9 UFGS 14 24 23,” appear to be guides and specifications that haven’t been edited to specifically fit the requirements of this project. Are we correct to conclude that “Attachment 6 GLEN 19-
2013_Drawings_PDF” and “Attachment 0 Statement of Work,” provide the scope of work for this project? If so, are references in Attachments 4, 7, 8, 9, that are not identified as a part of the contractor’s scope of work in Attachments 0, 1, 2, 3, 6, 10, 11, 12, 13 for reference only?
Government Response: Attachments 4, 7, 8, and 9 are Specifications to be followed for construction of this project and shall be followed as stated in the
SOW under section 2.8. These are specifications that are specific to government facilities.
7) Refer to Attachments 7, 8, 9. Paragraph 1.4 NEW INSTALLATION SERVICE. This section indicates. Provide elevator warranty service in accordance with the manufacturer's maintenance plan, warranty requirements, and applicable safety codes, for a period of 12 months after the date of acceptance by Contracting Officer.
a. Since the Government currently has Kone under contract to perform this function is it desired to have this included in the scope of this project? Or would the
Government prefer to have the Contractor respond only in need of warranty service?
Government Response: The installer shall perform the service work in the warranty period to maintain the warranty.
b. If the Government does desire that the Contractor include the maintenance in the scope of this project, please clarify if monthly or bi-weekly service should be included.
Government Response: Service should be performed in accordance with safety and manufacturer’s requirements, in order to maintain the warranty.
8) “Attachment 5 GLEN19-2013_Design Analysis_Redacted” is missing from the RFP documents uploaded to FBO.gov. Would you please provide this document or otherwise amend the RFP?
Government Response: “Solicitation Package 1” on FBO contains the file
(Amendment #1).
9) Form SF1442 Page 1 Indicates as follows. “The Government plans to award all elevators on one contract. However, the project may have to be split into two requirements which will involve CLIN 0001 and CLIN 0002 being awarded together and/or CLIN 0003 and
CLIN 004 being awarded together. If there is a set of elevators not awarded this Fiscal
Year due to available funding (before 30 Sep 19), then the other set will be advertised the next fiscal year. Contractors are to bid appropriately per set of elevators.”
a. Would you please advise if it is acceptable for the Contractor to conclude that if awarded CLIN 001 and CLIN 002, or CLIN 003 and CLIN 004 can be done taking both elevators out of service at the same time? Or is the work to be sequenced differently?
Government Response: Elevators one and two may be taken out of service at the same time due to a shared shaft and safety concerns while working. Elevator’s three and four shall not be offline while elevators one and two are not operating.
Only two elevators shall be inoperable at any time.
b. Additionally, if all elevators are awarded what is the desired sequence of work?
Government Response: There is no preference between which two elevators are worked on first.
10) Are we to retain the existing key cylinders from the key switches in the existing COPs, or provide new key cylinders with new keys? Is there a specific make/model key cylinder we are to use?
Government Response: A new cylinder shall be provided. Please refer to the design guide page 16 for specifications.
“Lock cylinders shall not be less than seven pins.
Cylinders shall accept the BEST Access Systems Premium 7-pin interchangeable core. Disassembly of knobs, lever and locksets shall not be required to remove core from lockset.
Contractor shall reserve one core for each cylinder and two key blanks for each core.”
11) May we start work at 0600 instead of 0700?
DISCUSSION: Early start enables us to move material in/out of building before “normal” work hours where doing so may interfere with building occupants.
Government Response: Yes, this is at the contractor’s discretion. The gates are open if the intent is to access base earlier and to get on site. However, be advised the Visitor Center and RA badge window are not normally open until 0700, unless the contractor is able to get all workers access to the RA.
12) Can we work 4 x 10 hr workdays instead of 5 x 8 hr workdays?
DISCUSSION: Reduces escort requirement to 4 days a week and working 0600 to 1700 reduces costs while facilitating completion of noise and fume generating activities prior to most building occupants arrive.
Government Response: Yes, this is at the contractor’s discretion. The gates are open if the intent is to access base earlier and to get on site. However, be advised the Visitor Center and RA badge window are not normally open until 0700, unless the contractor is able to get all workers access to the RA..
13) Request Proposal be due 1500 on 9/16/2019 instead of 0700.
DISCUSSION: A couple hours makes a difference in the USAF’s favor. RFI responses will impact costing, but won’t be out until 2 PM Thursday, making it unrealistic to turnaround to Subs and receive updated pricing before Monday morning. A lot of pricing will come in Monday— too late for a 0700 requirement but a 1500 due time enables Offerors the morning to confirm pricing and finish off the proposal before 1500. Those few hours will likely save the USAF thousands of dollars.
Government Response: A shift to 1200hrs on Monday morning, will be incorporated with Amendment 002.
14) Request Photographs of:
a. Top of all Cars, too include safety rails and door operators
b. Elevator Pits, too include GFCIs that require lowering and jack encasements.
c. Roof Vent requiring steel grate.
Government Response (also see #1): Available pictures will be uploaded with
Amendment 002.
15) If the elevators do not currently possess rooftop safety rails, are we to include in the base bid installing safety rails per ASME A17.1-2016?
Government Response: New Elevators shall meet all current code.
16) Please identify Phase II Firefighter Service Control (Fireman’s Hat) Functionality requirement for each Elevator?
Government Response: This should meet the requirements of the Firefighters’
Emergency Operation (FEO). “ufc_3_490_06_2018_Elevators” and
“ufc_3_600_01_2016_c2_Fire Protection Engineering for Facilities” have been added to the attachments. ASME 17.1 is referenced through the UFC requirements.
ASME 17.1, Section 2.27.3.3 outlines the requirements of Phase II operation of electric traction elevators.
ASME 17.1, Section 3.27.4 outlines the requirements of Phase II operation of hydraulic Elevators.
17) Please confirm no Emergency Power (Back-up Generator) connection requirement—Emergency
Battery Operation only for all 4 elevators.
Government Response: Correct. All elevators shall have battery backup, no backup generator is required.
18) Is the one year warranty period for each elevator to commence upon the individual Elevator’s
Final Acceptance and Placement into Service on an elevator-by-elevator basis?
DISCUSSION: Solicitation discusses one year warranty period as commencing once the last elevator has completed modernization, when traditionally the warranty for each elevator commences upon the modernized elevator being accepted by the Owner and placed in service.
Government Response: Warranty period will begin once final acceptance by the government is complete for each CLIN.
19) Is the Contractor to provide routine and emergency response for entrapments for the modernized elevators placed in service?
DISCUSSION: Solicitation does not address whether or not Contractor or existing Elevator
Maintenance Company is responsible for routine and emergency response.
Government Response:
Routine: Service should be performed in accordance with safety and manufacturer’s requirements, in order to maintain the warranty.
Emergency: Schriever emergency personnel will perform this work.
20) Is the current Elevator Maintenance Contractor responsible for maintaining each individual elevator up until the time the elevator is removed from service to undergo modernization?
Government Response: Yes
21) Does the Qualified Elevator Inspector required to be a Colorado State Licensed Elevator
Inspector?
Government Response: Yes
22) Please confirm acceptability of placing a 40 ft CONEX near building. If acceptable, request identifying location on compound where 40 ft CONEX to be placed.
Government Response: This would be addressed post-award and dependent on available space close to the building.
23) Request whether Mechanical Room for Service Elevator 3 & Passenger Elevator 4 to be cleaned and new epoxy coating applied?
DISCUSSION: Floor coating is deteriorated/compromised. No longer protecting substrate
Government Response: This work is not to be performed under this project.
