DEPARTMENT OF THE AIR FORCE
50TH SPACE WING (AFSPC)
MASTER OF SPACE
3 August 2016
MEMORANDUM FOR: INDUSTRY
FROM: 50 CONS/LGCZB
210 Falcon Parkway, Suite 2116 Schriever Air Force Base, CO 80912-2116
SUBJECT: Request for Proposal (RFP) for the 4th Space Operations Squadron (4 SOPS) Mission
Support (4MS) requirement, solicitation FA2550-16-R-8004.
1. The 50th Contracting Squadron announces the release of the subject RFP for the 4MS acquisition.
The 50th Contracting Squadron therefore invites industry to submit formal proposals in response to the Governments RFP. Offerors must submit their proposal by 11:00 a.m., local time, Tuesday 6 Sep 2016.
2. This acquisition will be a competitive small business set aside under North American Industry Classification System (NAICS) 541330 Engineering Services (Military and Aerospace Equipment and Military Weapons), $38.5M.
3. The 4MS Bidders’ Library is now available on CD-ROM. Each offeror (including subcontractors, teammates and/or joint venture partners and key personnel) will be limited to one copy of the Bidders’ Library. To gain a copy, please contact Contract Specialists, Mr. Mitchell Lewis, email mitchell.lewis.2@us.af.mil (719) 567-3450 or Ms. Monique Emerick, email monique.emerick@us.af.mil (719) 567-5758.
4. During market research, a request was made to industry to identify any Organizational Conflicts of Interest (OCI) (in accordance with (IAW) Air Force Federal Acquisition Regulation Supplement (AFFARS) 5352.209-9000 - Organizational Conflicts of Interest and include any additional information the respondent feels is critical to this notice. No OCIs were revealed. However, due to the nature of the 4MS scope, potential for an OCI may exist. The Government is required to make an assessment if any real, potential or perceived OCI that could prevent award of the 4MS contract to an offeror. It is important to note that the existence of an OCI could prevent award of the 4MS contract to an offeror. The Government is also required to make an OCI assessment to determine if restrictions will be needed in the awarded contract to ensure that the contractor is not, for example, developing, testing, evaluating or providing procurement recommendations to the Government regarding its own products or those of its competitors during the performance of the 4MS contract, without an OCI Mitigation Plan acceptable to the Contracting Officer. Other OCIs could potentially apply to the 4MS contract; however, it is important to note that existence of a potential OCI does not automatically mean that an offeror cannot be awarded the contract. Likewise, a potential OCI does not automatically mean a restriction will be required in the awarded contract. The Government must make a proactive assessment of potential OCIs.
a. As part of the offeror's response to this memorandum, the offeror shall provide the Contracting Officer with an OCI Mitigation Plan that addresses potential or actual OCI(s) that could prevent award of the contract to the offeror. Note that this OCI Mitigation Plan is a requirement for the Government's assessment of potential or actual OCI(s) before awarding the contract. This plan shall provide complete information regarding previous, current or anticipated future contract performance that is in any way related to mailto:mitchell.lewis.2@us.af.mil mailto:monique.emerick@us.af.mil the tasks to be performed under the Performance Work Statement (PWS) for this acquisit ion. Full disclosure should be made for the prime contractor and any subcontractors, teammates and/or joint venture partners and key personnel. The plan shall also provide the offeror's mitigation strategies for all specific OCI(s) identified by the offeror in the plan for the prime as well as its subcontractors, teammates and/or joint venture partners and key personnel. The RFP contains the requirement for submission of an OCI Mitigation Plan after award of the contract.
b. If award is made to the offeror, the resulting contract may include an OCI limitation applicable to subsequent Government work, at the prime contract level, at any subcontractor tier or at both the prime contract level and any subcontract tier. The Government may, while analyzing the OCI(s) of the offeror (if any) and, after requesting any additional information from the offeror and consideration of ways to avoid the conflict of interest, insert a special provision or clause in the resulting contract which shall disqualify the offeror from further consideration for award of future contracts.
c. Any OCI determination made by the Government as a result of information submitted in response to this portion of the cover memorandum for the RFP will be made outside the formal proposal evaluation process and any requests for additional information will not be considered discussions.
i. Any OCI Mitigation Plan or response submitted in response to this memorandum.
ii. Is not part of a proposal submitted in response to RFP FA2550-l6-R-8004.
iii. May be submitted in advance of any proposal volumes.
iv. Must be submitted no later than 11:00 a.m., local time, Monday 15 Aug 2016, as a separate document from the other proposal volumes.
v. Will not be included in page limitations for any proposal volume.
