4MS Final RFP – QUESTIONS & ANSWERS

1. RFP, page 2: CLINs x002 (PBWO Labor) descriptions in Section B of the Solicitation do not distinguish the portion of the PWS that is applicable to these CLINs. Please verify if this is only for support to PWS 1.2.1.3 or if other sections should be priced in these CLINs.

Government Response: All PBWO tasks/labor should be priced for CLINS X002. If you actually read the PWS you will see PBWO noted in the following sections: 1.2, 1.2.1.3, 1.2.4.5, CDRL A004 & 3.13.

Offerors must price accordingly.

2. RFP, page 60: Section 2.2.3 identifies that text size should be no less than 11 point. Is there a designated font type (e.g., Times New Roman) or flexibility for small font sizes for figures/graphics/tables?

Government Response: Section 2.2.3 (b) has the answer to your question in the second to last sentence: “For tables, charts, graphs and figures, the text shall be no smaller than 8 point.” As in all government RFPs, if it is not specifically spelled out, Offerors have the choice. The font type is not spelled out in our RFP so offerors may use the font they wish.

3. PWS, page 6: Section 1.2.1.3 does not identify any travel required for the PBWO support. Are

PBWOs required to travel to the backup facility at Vandenberg, CA for any contingency planning or backup operations?

Government Response: At this time VAFB does not support full on PBWO operations. If we have to operate from an area other than SAFB, it will be in the local area and not require additional travel.

4. PWS, page 6: Section 1.2.1.3.1 states “Provide personnel for 24/7 protected watch stander as support to the crew…”.

a. This implies support outside the core hours identified in Section 1.1.1 (0730-1630), so please clarify the hours required for PBWO support and if specific hours are required for shifts (e.g., 8 hours starting at 0730, 12 hours starting at 0730, etc.) or if shifts are at the discretion of the offeror.

Government Response: The answer to your question is in section 3.13.

b. Do PBWOs need to comply with Space Mission Force requirements of advanced training and being pulled off of shifts for this training throughout the year?

Government Response: There is an abbreviated version of advanced training for the PBWO positions that will be administrated by the contractor and overseen by the COR. The position needs to be manned 24x7 so the contractor needs to account for any additional training of its personnel.

5. PWS, page 14: CDRL A016 is identified as “Contractors Progress, Status and Management Report”.

However, it is identified as “Management Report” in PWS Exhibit A and “Monthly Status / Activity Report” on the DD 1423 (box 3/subtitle). Please clarify that these are the same reporting requirement and if these titles should be consistent.

Government Response: PWS Exhibit A has been corrected to note CDRL A016 title to “Contractors Progress, Status and Management Report.” CDRL A016 BLOCK 2 already notes Contractors Progress, Status and Management Report.

6. Attachment L-2: The note identifies that all PWS 1.2 paragraphs must be addressed. Does the

Government want offerors to address PWS 3.1.1 (Contractor Program Manager) and/or PWS 3.1.2 (Contractor Security Manager) in the staffing plan table?

Government Response: ALL STAFF WILL BE IN THE STAFFING PLAN.

7. Attachment L-4: The sample table identifies $50,000 ODC budget for the phase-in option, but there is no equivalent CLIN identified in Schedule/Section B of the RFP. Please clarify if this amount should be included in offeror’s price submission.

Government Response: Attachment L-4 incorrectly notes the phase in ODC costs in the amount of $50,000 and was an oversite in this SAMPLE document. Offeror price submission should not have an amount for ODC in the “phase-in” block.

8. RFP, Section B: The future period PBWO CLINs (1002, 2002, 3002, 4002, 5002) are not identified as

OPTIONs and the phase-in CLIN (6001) is identified as an OPTION. Please clarify that those are correct.

Government Response: PBWO CLINS are identified as ‘OPTIONs” in the verbiage as they are OPTIONS.

Corrected RFP so ITEM NUMBER area notes “OPTION” on PBWO CLINS 1002, 2002, 3002, 4002 & 5002.

9. RFP, page 67, 69: The executive summary in Volume III is identified in both section 5.1 (page 67) and section 5.4.5 (page 69). Please clarify if the Government intends offerors to include the executive summary at the beginning of Volume III or at the end of the volume.

Government Response: Removed Section 5.4.5 from RFP. Also corrected reference in Section 5.1 from “Refer to Table L-1 for page limitation.” to “Refer to Table 2-2 for page limitations.”

GOVERNMENT NOTE:

PWS PARAGRAPH 1.2.3.9 UPDATED:

Manage and provide system administration support to the 4 SOPS Communications Support website databases and the associated operating software on the server. Operational problems with this tool shall be corrected within 72 hours of identification. The Contractor shall ensure the website databases are updated with the latest data, and shall archive replaced databases. Database baseline updates shall be applied as AEHF systems are fielded.

Amendment 0001 will be issued to address these minor administrative changes which will not require an extension to the RFP submission date.
