About this file

This is a Statement of Need for the replacement of a rectifier/inverter power system at Buckley Space Force Base, Colorado. The US Space Force SBD2/OL-MSG facility at building 730, room 132 requires complete replacement of its power rectification and distribution infrastructure following water damage sustained on June 26, 2025. The system is critical for supporting DoD long haul communications operations by converting and distributing power from commercial sources, generators, and uninterruptible power supplies (batteries) to the facility's DC breaker panels.

The technical requirements specify a replacement rectifier system that meets or exceeds the current 2,800-amp load capacity (200 amps × 14 units), installation of batteries equivalent to or superior to existing C&D Technologies MS Endur II units (three strings of 48 jars each), battery disconnects meeting or exceeding Peco II -48V 1800-amp specifications, and a power distribution system meeting or exceeding the existing Lorain Power System Model 1231v1. The system must accommodate existing DC breaker panels and A/C circuits while feeding power distribution loads A, B, C, D, E, and F from commercial, battery, and generator sources. The vendor must provide equipment lead time and coordinate the installation schedule with OL-MSG site personnel, with any power loss requiring advance coordination. The related Sources Sought pre-solicitation (FA2543Rectifier) is being issued for market research purposes to identify capable vendors, with responses directed to 2d Lt Maurice Epps (maurice.epps@spaceforce.mil) or TSgt Matthew Kennedy (matthew.kennedy.24@us.af.mil).

STATEMENT OF NEED

US Space Force Rectifier/inverter system for Buckley DISA node facility Current as of 24 February 2026

1. SCOPE:

SBD2/OL-MSG, Buckley Space Force Base, CO, requires a full replacement of the rectifier/inverter system located in building 730, room 132. Power rectification is the process of converting an alternating current (AC) waveform into a direct current (DC) waveform, which is essential for powering electronic devices that require a stable, single-polarity power supply. This system hosts power feeds from commercial power, generator power and uninterruptable power supplies (batteries) to ensure steady reliable power for the DoD long haul communications.

On 26 Jun 2025, OL-MSG experienced a major water main break in the mechanical room adjacent to the DISA node facility located in building 730, room 132. This resulted in significant damage to the rectifier system that supports the facility.

2. REQUIREMENT:

Product

Quantity

Complete replacement of current Rectifier/inverter/power distribution system, battery strings, battery disconnects and A/C power circuits.

SPECIFICATIONS: The replacement rectifier must meet or exceed the current amp load of the existing system of 2,800 amps (200amps x 14 units). The contractor shall install batteries equivalent to or better than the existing batteries (C&D Technologies MS Endur II). The quantity of existing batteries are 3 strings with 48 jars per string. Each string shall include battery disconnects equivalent to or better than the existing units (Peco II, -48v 1800 amp) The system must feed new power distribution to the D/C breaker panel to include load A,B,C,D from commercial power, battery power and generator power sources. The power distribution must meet or exceed the existing unit (Lorain Power System Model 1231v1) Power must feed into the A,B,C,D,E and F sectors of the DC breaker panel. The inverter system must accommodate the existing DC breaker panels and A/C circuits within the node facility.

3. DELIVERY:

The vendor shall provide a lead time for delivery of equipment to the site, and they will be required to schedule the installation of the equipment in advance with OL-MSG. Any loss of power must be coordinated with site personnel in advance.
