PERFORMANCE WORK STATEMENT (PWS)
Building 430 and 433 Pipe Survey Space Base Delta 2
Buckley SFB CO 80011 01 August 2024
1. Introduction and Overview A requirement exists for a survey of the Building 430 and 433 Cooling Water Piping at Space Base Delta 2. The purpose of this requirement is to perform a Nondestructive testing (NDT) on the Cooling Water Piping for Buildings 430 and 433 to determine the extent of the internal degradation.
1.1. Background
Large amounts of metal rust flakes have been found lodged in Cooling Towers, Chillers, and Generators that support these buildings. This is indicative of pipe wall thinning brought on by heavy internal corrosion, which the government was made aware of in February 2024. The piping was installed in 1971 and the government does not have Isometric Drawings or the piping system mapped. A limited number of drawings are available. Pictures are included to provide a degree of magnitude; see PWS pages 3 – 9.
The piping consists of insulated sections connected to the Cooling Towers outside, sections underneath grating in the Power Plant that go to the Generators and Chillers, and sections overhead in the Mechanical Room. The piping is approximately 10 inches in diameter for the insulated sections and 8 inches or less for the non-insulated sections. The total length of the piping is approximately 568 feet.
2. Scope Details
a. Test procedure will be determined by the contractor. This includes how many samples to take per length of piping.
b. The contractor performing the survey will mark their survey location with an identifier for future testing.
c. The Contractor performing the pipe survey will hold NDT Level II or III
Certifications.
d. The Contractor will perform a visual inspection of all accessible pipe surfaces outside Building 433, sections underneath the grating inside Building 433, and overhead sections in the Building 430 Mechanical Room.
e. The government will test for the presence of Asbestos and Lead prior to the start of work. If the presence of Lead or Asbestos is found the employer must follow OSHA’s 29 CFR 1910.1001 (Asbestos) and/or 29 CFR 1910.1025 (Lead).
f. Piping test points will be cleaned in the most mild manner possible.
g. The Contractor will perform Nondestructive testing (NDT) around the full circumference of the piping at various locations.
h. The contractor is responsible for removing any piping insulation. A similar alternative method can be utilized to reattach the outer aluminum cover. The contractor will be responsible for removing as much insulation as they deem necessary to get an adequate sample of the piping.
i. The Contractor is responsible for removing all grating necessary to access the below floor piping. This will be accomplished via a two-man lift using the available Grate Hooks.
j. The contractor will be responsible for providing scaffolding or ladders for access to the overhead piping.
k. The estimated thickness of both sections of piping is 0.25 Inches.
The contractor will determine how accurate this is.
l. Both the Inlet and Outlet sections of piping will be tested.
m. Two of the four generators should have their cooling water piping tested.
n. The takeoffs to the Chillers all the way to the valves should be tested.
o. Water must remain flowing in the piping throughout all phases of the inspection.
p. The Contractor will provide the Project Manager with a copy of the Inspection Report, to include findings, Inspection Data, Calculations (if required), and Photographs. Developing drawings is not a requirement of the scope at this time.
3. Work Hours The contractor must be accessible by telephone during business hours (7:30 AM
– 4:30 PM MDT) to respond to questions and unforeseen circumstances that may arise. Contractors may not be accessible by phone when in the RA.
The contractor shall perform the work as defined in this performance work statement during the hours of 7:30 AM – 4:30 PM MDT on weekdays, excluding federal holidays and Air Force family days. If a federal holiday falls on Sunday, it will be recognized on Monday with a Family Day on the Tuesday following. If a federal holiday falls on Saturday, it will be recognized on Friday with a family day on the Thursday prior. If the federal holiday falls on Monday, the family day will likely be the Friday prior.
4. Base Access The Contractor shall obtain appropriate Base access for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto BSFB. Current vehicle registration, current proof of insurance and a valid driver’s license must be presented for all vehicles to be registered. Two valid forms of photo ID are required for RA access. Base access requests must be submitted to the government at least 5 days prior.
5. Contractor Registration Contractors are required to invoice through the Wide Area Work Flow (WAWF) System at https://wawf.eb.mil. More information regarding WAWF will be provided upon contract award. The contractor must have current registration though System of Award Management (SAM), www.SAM.gov.
6. Delivery Delivery and installation shall be no later than 30 days after receipt of award.
Service location is at Buckley Space Force Base, CO 80011 and a specific location will be provided upon award.
