The Government is seeking industry feedback, recommendations, and best practices during the market intelligence phase of this effort. Please DO NOT provide generic capability statements; they will be deleted. The Government is seeking well defined responses with supporting documentation to assist with developing the acquisition strategy. All responses must be submitted via email to the contacts identified below. This is for informational purposes only and the Government will not be obligated to award to any interested vendors that present information in response to this RFI/ Sources Sought. The Government does not intend to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked “Proprietary” will be handled accordingly.

Description(s):

United States Space Force 25th Space Range Squadron Satellite Communications Services Contract is required to provide Ku and C Band Bandwidth to support Range testing and evaluation for CONUS, Alaska and Hawaii.

Sought After Qualification’s for Possible Upcoming Requirement:

This requirement is for commercial satellite communication (COMSATCOM) transponded bandwidth. Anticipated period of performance is a 12-month base period with two (2) six-month option periods beginning August 15, 2025. The Government requests the following information to assist in further development of the Performance Work Statement supporting requirements.

1. Vendor capability questions:

a. Does your company have the capability to provide 144 Mhz of Ku Band capacity with the following specification?

i. Capacity provided as entire transponders (No other users)

ii. Capacity provided on cross-polarized transponders

iii. Minimum of 54 Mhz overlap in frequency for cross polarized transponders

iv. Uplink range 13.75 - 14.5 GHz Downlink 10.7 – 12.8 Ghz

v. EIRP 41 dBW or higher G/T 1 dB/K or Higher for CONUS, Alaska and Hawaii

vi. Support transponder saturation testing

vii. Satellite Maximum inclination of 1.5 degrees

b. Does your company have the capability to provide 144 Mhz of C Band capacity with the following specification?

i. Capacity provided as entire transponders (No other users)

ii. Capacity provided on cross-polarized transponders

iii. Minimum of 54 Mhz overlap in frequency for cross polarized transponders

iv. Uplink range 5.925 – 6.425 GHz Downlink 3.7 – 4.2 Ghz

v. EIRP 41 dBW or higher G/T 1 dB/K or Higher for CONUS, Alaska and Hawaii

vi. Support transponder saturation testing

vii. Satellite Maximum inclination of 1.5 degrees

viii. If 144 MHz of C Band capacity cannot be provided, please provide estimates on how much C Band capacity is possible to obtain and in what sized cross-polarized chunks.

c. Does your company currently have access to SIPRNet for communications? Additionally, is your company capable of supporting annual meetings in a SCIF, either at a contractor location or at a Government provided location?

d. Does your company have the capability to provide a witting letter stating the satellite provider understands that testing and evaluating tactics, techniques, and procedures for identification of and responding to/resolving realistic interfering signals will be utilized on leased capacity?

e. Does your company have experience providing the required service?

f. The Government will require space craft technical user guides. Does your company have the capability to provide a spacecraft technical users guide along with link budget tool for calculating Link Budgets, such as software like Satmaster Pro or Excel based spreadsheet capable of generating link budgets?

g. Does your company have the capability to provide legible EMI/RFI identification, characterization, and geo-location in accordance with the U.S. Space Command (USSPACECOM) EMI/RFI reporting checklist?

2. What is the estimated timeline for providing 144 Mhz of Ku Band and C Band capacity, inclusive of all required actions such as capacity regrooming to support?

3. Is there any aspect of this requirement that may limit or restrict your ability to bid? If so, please provide details and recommendations.

Requested Information:

In addition to providing responses to the above questions and a tailored capability statement (see below for instructions) indicating the ability to provide the above services, interested vendors are asked to submit the following information:

c. Business Type SB/Large

d. POC: Name/Phone number/email

B. The intent is to solicit this requirement via GSA. However, if there are other contract vehicles that should be considered, please provide recommendations. If your company is within an appropriate GSA Schedule for this acquisition, please provide contract information to include Schedule #, NAICS and relevant CLINs. Additionally, if you have a GSA schedule but would require your schedule to be modified to meet this requirement, please identify what those would be.

C. If company is a small business, please describe ability to meet the requirements outlined in 52.219-14, Limitations on Subcontracting.

All responses shall be submitted NLT 18 APR 2025 by 5:00PM EST. Interested parties are requested to respond to this RFI with a white paper embodied as a PDF file no larger than 5MB in size. Submissions cannot exceed 10 pages, single spaced, 12-point type with at least one-inch margins on 8 1/2” X 11” page size, including all identifying information requested above. Upon conclusion of market research efforts, the Government anticipates releasing a formal solicitation for this effort.
