About this file

This document is a Questions and Answers (Q&A) spreadsheet for the 25th Space Range Squadron's Ku and C Band Test Support solicitation. The Q&A addresses technical specifications for satellite communication bandwidth, specifically focusing on frequency ranges and performance metrics for CONUS, Alaska, and Hawaii. Key technical clarifications include frequency spectrum constraints due to FCC regulations, with guidance to providers to focus on available upper spectrum ranges. The government is seeking commercial satellite communication (COMSATCOM) transponded bandwidth with specific performance requirements: Ku and C-band EIRP of 41 dBW or higher and G/T of 1 dB/K or higher. The solicitation anticipates a 12-month base period with two six-month option periods, beginning August 15, 2025, and is being issued by the Department of the Air Force's United States Space Force 25th Space Range Squadron to support range testing and evaluation.

Question #QuestionAnswer
1The EIRP and G/T listed for Ku and C-band looked to be the same. Should the values be different and which ones should we review? -Ku -band: v. EIRP 41 dBW or higher G/T 1 dB/K or Higher for CONUS, Alaska and Hawaii -C-band: v. EIRP 41 dBW or higher G/T 1 dB/K or Higher for CONUS, Alaska and HawaiiThe values for Ku and C band are the desired minimum EIRP. The government would like to know the availability of coverage and bandwidth meeting this requirement. The requirement is for the purchase of both C-band and Ku-Band Bandwidth. Should lower values be required in order to provide C band capacity, the Government will accept information about the highest values that can be supported by current C band satellites.
2Regarding question 1.b.iv, the requested C-Band ranges (uplink 5.925 – 6.425 GHz, downlink 3.7 – 4.2 GHz) are restricted by the FCC (uplink ranges of 5.9 – 6.225 GHz and downlink ranges of 3.7 – 4.0 GHz over CONUS). Does the 25th Space Range Squadron have a waiver to operate in the ranges specified in the RFI or should the offeror only provide options outside this C-Band restriction? At this time there is no waiver in place, but there may be a waiver provided in the future. At this time, please focus on the available upper range off of the spectrum for CONUS, and the full spectrum for Alaska and Hawaii per their exemption to the FCC ruling.
3C-Band usage in CONUS is restricted to downlink frequencies from 4.0 – 4.2GHz due to 5G requirements. Does SSC have special authority to use the full C-band frequency range, or should the requirement be amended to reflect downlink frequencies from 4.0-4.2GHz?As noted in above question, please focus on the currently avaialble spectrum in the CONUS region of 6.225-6.425 GHz uplink and 4.0 - 4.2 GHz downlink. Per their exemption from the FCC ruiling, please focus on the full spectrum range for those locations.
