About this file

This is a Questions and Answers document clarifying requirements for a small business set-aside procurement under NAICS 334511 available on sam.gov.

The acquisition is a supply-only requirement for electronic components, specifically including part number 9M1000-1-4 (Aeronox Mount, Quick Disconnect Ground Adapter), which must be sourced exactly as specified with no manufacturer substitutes permitted without Government approval. The Government has established a six-month delivery window from the date of order for all parts. Small business offerors are eligible to participate and do not require a GSA Schedule contract; open-market quotations are acceptable. Offerors must provide estimated delivery times in their quotations, but Certificates of Conformance and OEM/manufacturer traceability documentation are required only at the time of delivery, not with the initial quotation submission. The acquisition was initially mischaracterized as above the Simplified Acquisition Threshold, but an amended justification form will clarify that the contract value is projected to fall under the Simplified Acquisition Threshold, eliminating application of the Nonmanufacturer Rule. No installation or design services are required under this supply-only procurement.

Q&A

1. The requirement is a total small business set-aside under NAICS 334511, and the attached justification is identified as being above the Simplified Acquisition Threshold.

Please confirm whether the Nonmanufacturer Rule applies to this acquisition or whether an SBA waiver is applicable.

Answer: The incorrect form was used. This acquisition is projected to be under the Simplified Acquisition Threshold. An updated form will be added as an amendment.

2. The solicitation requests identification of GSA and open-market items. Please confirm whether a small-business offeror that does not hold its own GSA Schedule contract may submit an open-market quotation and be fully considered for award.

Answer: This solicitation is only available on sam.gov. Small businesses do not need a GSA schedule to be considered.

3. Please confirm that P/N 9M1000-1-4 is required exactly as listed and whether any manufacturer-authorized successor or cross-referenced part number would require prior Government approval or solicitation amendment.

Answer: Correct. PN 9M1000-1-4 ( Aeronox Mount, Quick Disconnect Ground Adapter) is the part we currently use. We have not used any other manufacturer outside of Aeronox for these particular parts.

4. Paragraph 2(g) references installation services and design capability. Please confirm whether this requirement is supply-only and that no installation or design services are required.

Answer: This is a supply only requirement which does not require installation or design services.

5. Is there a required or desired delivery period after receipt of order beyond the requirement for offerors to provide their estimated delivery time?

Answer: We gave a 6 month window from the date of order for all parts to be delivered.

6. Does the Government require OEM/manufacturer traceability or a Certificate of Conformance to be submitted with the quotation, or will these documents be required only at delivery?

Answer: OEM/manufacturer traceability or a Certificate of Conformance will be required ONLY at delivery.
