About this file
Federal Supply Schedule Sole Source Justification Above the Simplified Acquisition Threshold
This is a Federal Supply Schedule (FSS) Sole Source Justification (SSJ) document for the acquisition of Night Vision Devices above the Simplified Acquisition Threshold.
Program and Contracting Details:
The acquisition pertains to Program/Project FA252126QB148-Night Vision Devices, with the 45th Contracting Squadron/PKBB serving as the contracting activity. The estimated cost is redacted in the document. The justification addresses the requirement to place an order on a sole source basis under an FSS Blanket Purchase Agreement (BPA) in accordance with GSAR 538.7104-4(b)(2)(ii), which permits such actions when properly justified.
Statutory Exception and Rationale:
The contracting officer selected GSAR 538.7104-3(b)(ii) as the statutory exception, establishing that only one source—Aeronox—is capable of providing the required products at the specified quality level because the products are unique or highly specialized. The justification emphasizes that Aeronox Night Vision Device (NVD) parts and supplies are the only brand that can completely fulfill the government's requirements. The 920th Operations Support Squadron already possesses Aeronox equipment and tools that work exclusively with Aeronox NVDs. Continuing with this brand ensures correct fitting, prevents part number errors, maintains uniformity, and preserves compliance with flying standards. The supplies directly support HC-130J aircrew training for Combat Search and Rescue operations and Personnel Recovery missions, serving pilots, co-pilots, loadmasters, flight engineers, and other aircrew requiring head protection. The acquisition includes an Aeronox Mount, Quick Disconnect Ground Adapter, Aeronox Battery Pack, and related NVG components designed for integration with current aircraft systems.

Aeronox NVDs. Purchasing Aeronox NVDs will continue correct fitting, help avoid errors in part numbers, and keep all previous and current parts uniform and in compliance with flying standards. It would not be beneficial to the government to buy a new brand of NVDs that would require all new tools and equipment.
These items directly support aircrew flying and mission capabilities. Specifically, the equipment enables local training sorties to prepare HC-130J aircrew to conduct Combat Search and Rescue operations and maintain Combat Mission Readiness. Ultimately, the equipment is used to deploy aircraft and aircrew to highly contested environments and execute Personnel Recovery sorties at the direction of Combatant Commanders. Pilot, Co-Pilot, Loadmaster, Flight Engineer, SMAs, Boom Operators, CSO, DSO, TSO, EWO, i.e those aircrew requiring head protection when working on the aircraft.
