About this file
This document is a Determination & Findings (D&F) for a single-source procurement action by the 45th Contracting Squadron/PKBB. The contracting activity seeks to acquire Aeronox Mount, Quick Disconnect Ground Adapter, and Aeronox Battery Pack items. The procurement is justified under RFO 11.204(a)(2)(ii) (Brand Name) authority, as the particular brand name and product are essential to government requirements, and market research indicates that similar products from other companies do not meet the agency's needs or cannot be modified to satisfy minimum requirements.
The findings establish that Aeronox NVG parts and supplies are the only brand capable of completely fulfilling the government's requirement. The 920th Operational Support Squadron already possesses Aeronox equipment and tools that only function with Aeronox NVDs, making continued Aeronox procurement necessary to ensure correct fitting, prevent part number errors, and maintain uniform compliance with flying standards. The equipment directly supports aircrew flying and mission capabilities, specifically enabling local training sorties to prepare HC-130J aircrew for Combat Search and Rescue operations and Personnel Recovery sorties. The equipment is used by pilots, co-pilots, loadmasters, flight engineers, and other aircrew requiring head protection when working on aircraft. The determination, dated August 17, 2026, is approved by the Contracting Officer under DAF Approval Authorities Matrix PM 26-C-11.
