About this file

This is a Questions and Answers document providing clarifications on solicitation FA252126QB121 for an Inflatable Planetarium system issued by the Department of the Air Force Space Command. The document addresses six key areas of bidder inquiry regarding compliance, regulatory requirements, and service delivery.

Regarding technical specifications, offerors must demonstrate compliance with ASTM F2374-24 for inflatable dome construction through either formal third-party testing or manufacturer's written certification, with the offeror backing the certification in their proposal. For compliance with Buy American and TAA requirements, the dome itself may be manufactured outside the United States if assembled domestically, provided that the projector, computer, and related software—which constitute the majority of system cost—are fully compliant with both regulations. Training is mandatory and may be conducted virtually or remotely rather than requiring on-site delivery at Patrick Space Force Base. The astronomy curriculum must include either a perpetual license or a minimum three-year license with software updates to satisfy requirements. Prime contractors may provide NDAA Section 889 representations based on manufacturer and supplier certifications without requiring separate signed certifications directly from each original equipment manufacturer included in the system.

FA252126QB121 | INFLATABLE PLANETARIUM | QUESTIONS 2 (14 AUG 2026)

· Section 2 Requires the inflatable dome to be constructed in accordance with ASTM F2374-24. Can the Government clarify whether compliance must be demonstrated through formal third-party testing/certification, or if a manufacture’s written certification or statement that the offered dome was designed and manufactured in accordance with ASTM F2374-24 will satisfy the requirement?

· “Compliance with ASTM F2374-24 or equivalent recognized standard for temporary membrane/inflatable structures is acceptable.” The respective party to offer should back the respective certification. Whether they provide the certification directly or state a manufactuer certification does not matter so long as the certification is present and shown in the offer and backed by the offeror.

· The SOW states that “all electronic and specialized hardware” must be TAA compliant, while the solicitation states that the items must be TAA and Buy American compliant. Would an inflatable planetarium system be acceptable if the inflatable dome itself is manufactured in China, but the complete planetarium system is assembled in the United States and all electronic/specialized hardware complies with the applicable TAA/Buy American requirements?

· TAA Compliance and Buy American both apply. Buy American and TAA Compliance are a matter of final product as well as components. To that end the projector and computer are standalone systems and needs to be fully compliant with Buy American and TAA Compliance regulation. The inflatable dome however is incomplete as a planetarium without those systems and so can be considered just a component of the end product. To that end the majority of the cost should be in the projector, computer, and related software with training. That would make the overall product US manufactured and thus compliant if the projector and computer are compliant with both regulations from the onset or transformation of the products into the planetarium system as the end product.

· Training: The SOW purpose refers to “potential training,” while Section 3 lists vendor-provided training for setup, operation, emergency procedures, and teardown. Is training mandatory for award, and if so, may it be provided virtually/remotely, or must it be conducted on-site at Patrick SFB?

· Training is mandatory and can be conducted virtually/remotely.

· Curriculum licensing: The SOW states that the astronomy curriculum should ideally have a perpetual license or a minimum of three years of software updates. Please confirm whether either a perpetual license or a minimum three-year license/update term will satisfy the requirement.

· The minimum three-year license/update term will satisfy the requirement.

· NDAA Section 889 representation: May the prime contractor provide the required signed representation based on manufacturer/supplier certifications for the components, or does the Government require a separate signed representation directly from each OEM/manufacturer included in the system?

· Prime contractor may provide the 889 certifications. 889 certification from suppliers is not required.
